About this file

This document is a Questions and Answers (Q&A) file addressing industry inquiries regarding a federal contract solicitation for the design, manufacture, and installation of four sunshades/shelters at Edwards Air Force Base in California.

Project Scope and Technical Requirements: The contract requires four rigid-frame metal shelters with dimensions of 190-foot clear span at 25 feet high, 90-foot length, 69.5-foot center height, and 30-foot sidewalls, coated in silver or beige. Structural design must meet minimum 110 mph wind load and 5 pounds per square foot ground snow load per ASCE 7-10 Seismic Design Category D. The existing site consists of 14-inch aircraft-rated concrete pavement with support columns placed no closer than 18 inches from expansion joints. Contractors may use I-beam frames instead of tubular steel trusses if they can support the required loads, with final stamped construction drawings by California PE required after award but prior to construction. Each sunshade requires four quad boxes with 5-20P electrical plugs on interior legs, roof-mounted lighting meeting UFC 3-530-1, lightning protection per National Electrical Code certified by an independent third party, and grounding drawings submitted at 100% design. Electrical infrastructure will be provided separately by the government.

Labor, Schedule, and Submission Requirements: The contract is subject to Service Contract Act wage determination WD #2015-5603 for Kern County. The revised proposal deadline is September 23, 2026, at 2:00 p.m. PST, with submission to "alejandro." Past Performance Questionnaires must be submitted by the proposal deadline. The performance period runs September 30, 2026–September 29, 2027, with potential flexibility for extension. Personnel requiring base access must be U.S. citizens with no felonies/Real-ID clearance, submitted at least two weeks in advance. Trenching from transformer to sunshade will be approximately 250 feet, with all trenches refilled using like materials. No commercial financing is authorized; however, milestone-based payments may be considered upon contractor submission of a schedule. A site visit is not required. Drawings must include column grid and base plate arrays, with crane usage requiring airfield management clearance through the government facility manager.

What level of structural and foundation design must accompany the proposal? May final stamped construction drawings be developed after award, provided the proposal includes the required technical evidence and a firm price?

Final CA PE stamped construction drawings to be provided after award, but prior to construction and erection.

25. Are there any soil reports for the site?

The following are excerpts from the Airfield Pavement Evaluation for Edwards Air Force Base, California ICAO: KEDW, August 2018

“Soil Conditions The airfield pavement system of Edwards AFB is underlain by several soil types as listed in the USDA Soil Survey of Antelope Valley Area, CA. Calvista-Hi Vista soils are gently sloping to moderately steep, well-drained soils that have a sandy loam or loamy fine sand surface layer; shallow to moderately deep over granite and on low hills. Merrill series are moderately well drained soils that have formed in granitic alluvium.

Typically, the surface layer is brown dark-gray loam and sandy loam about 10 inches thick. Below is pale brown clay loam about 15 inches thick and underlain by light-brown, weakly cemented loam. Oban series are moderately well-drained soils that have formed in granitic alluvium. Their surface layer is light yellowish-brown fine sandy loam about 4 inches thick. The subsoil is pale brown, heavy clay loam, and heavy loam about 27 inches thick. It is underlain by pale brown gravelly coarse sandy loam and gravelly coarse sand. Pond series consists of moderately well-drained soils that have formed in granitic alluvium. The typical surface profile is brownish-gray loam about 4 inches thick. Below, light brownish-gray clay loam about 20 inches thick is underlain by light-gray silt loam and light clay loam (USDA 1970).

In general, the surface is sandy loam over silt and clay loams underlain by gravelly coarse sand.” Page: 3

“Apron 07 (A21B) is also in GOOD condition. The predominant distresses found were low-severity scaling, low-severity joint seal damage, low-severity small patches, and low-severity joint spalling. The evaluation team observed that some slab replacements were being executed during the present evaluation. Continue localized patching of spalling (Figure 20) and failed patches and selective slab replacement as scaling creates FOD.” Page 27

Additional charts for Apron (Ramp 7) were taken from aforementioned airfield pavement evaluation report.
