SOLICITATION FA857122R0010 is issued as a Request for Proposal (RFP) This solicitation is for Aircraft Painters and Supervisors for the 402d Aircraft Maintenance Group at Robins Air Force Base.

SMALL BUSINESS SIZE STANDARD

Size Standard: $30,000,000

Description of Requirement: The Contractor shall provide all labor and technical services for depot on-site paint and de-paint operations at Warner Robins Air Logistics Complex, 402d Aircraft Maintenance Group (AMXG) Robins Air Force Base, Georgia in support of daily operations in relation to current and incoming workload for the C-5, C-17, C-130, F-15, Global Hawk, and JSTARS weapon systems to include future paint and de-paint workload as necessary.

FOB: Destination Inspection/Acceptance: Destination

This is a firm fixed price requirement type contract in which the contractor shall provide AMXG Production Support Manpower Services to support the Warner Robins, Air Logistics Complex, Robins Air Force Base, GA., in accordance with the Performance Work Statement (PWS).

This is a Requirements type contract as contemplated at FAR 16.503. The quantities identified in the schedule represent the Government's Best Estimated Quantities (BEQs) and do not represent a minimum or maximum quantity. Estimates provided at the Monthly CLIN level are to be used for pricing purposes. The BEQ's stated are based on the Government's annual estimate of FTEs required. As with any requirements type contract, the BEQ may fluctuate. Quantities may change between the labor categories, staying within the overall range of the annual BEQ. Failure of the Government to order the BEQ quantity will not entitle the contractor to an equitable adjustment under the contract. In accordance with the clause FAR 52.216-18 Ordering, task orders may be issued hereunder for a period of five (5) years from the effective date of the contract against the contract line item numbers CLINs included in the schedule. Orders issued hereunder shall utilize the CLINs representing the period in effect at the time of order award for purposes of pricing.

00XX - Contract Award through twelve (12) months after award contract award.

10XX - twelve (12) months after contract award through twenty-four (24) months after contract award.

20XX - twenty-four (24) months after contract award through thirty-six (36) months after contract award.

30XX - thirty-six (36) months after contract award through forty-eight (48) months after contract award.

40XX - forty-eight (48) months after contract award through sixty (60) months after contract award.

An Option may be exercised at any time prior to the effective date of each option period.

As prescribed in 232.7004(b), use the following clause:

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as Electronic invoicing.

(c) To access WAWF, the Contractor shall- WAWF access.

(d) The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice WAWF training.

Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/

(e) Document submissions may be via web entry, Electronic Data Interchange, or File Transfer WAWF methods of document submission.

DFARS 252.217-7028 Over and Above Work

As prescribed in 217.7702 , use a clause substantially as follows:

OVER AND ABOVE WORK (DEC 1991)

(a) Definitions. As used in this clause--

(1) "Over and above work" means work discovered during the course of performing overhaul, maintenance, and repair efforts that is--

(i) Within the general scope of the contract;

(ii) Not covered by the line item(s) for the basic work under the contract; and

(iii) Necessary in order to satisfactorily complete the contract.

(2) "Work request" means a document prepared by the Contractor which describes over and above work being proposed.

(b) The Contractor and Administrative Contracting Officer shall mutually agree to procedures for Government administration and Contractor performance of over and above work requests. If the parties cannot agree upon the procedures, the Administrative Contracting Officer has the unilateral right to direct the over and above work procedures to be followed. These procedures shall, as a minimum, cover--

(1) The format, content, and submission of work requests by the Contractor. Work requests shall contain data on the type of discrepancy disclosed, the specific location of the discrepancy, and the estimated labor hours and material required to correct the discrepancy. Data shall be sufficient to satisfy contract requirements and obtain the authorization of the Contracting Officer to perform the proposed work;

(2) Government review, verification, and authorization of the work; and

(3) Proposal pricing, submission, negotiation, and definitization.

(c) Upon discovery of the need for over and above work, the Contractor shall prepare and furnish to the Government a work request in accordance with the agreed-to procedures.

(d) The Government shall--

(1) Promptly review the work request;

(2) Verify that the proposed work is required and not covered under the basic contract line item(s);

(3) Verify that the proposed corrective action is appropriate; and

(4) Authorize over and above work as necessary.

(e) The Contractor shall promptly submit to the Contracting Officer, a proposal for the over and above work.

The Government and Contractor will then negotiate a settlement for the over and above work. Contract modifications will be executed to definitize all over and above work.

(f) Failure to agree on the price of over and above work shall be a dispute within the meaning of the Disputes clause of this contract.

Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in (d) paragraph (b), unless that order (or orders) is returned to the ordering office within days after issuance, with written notice stating the Contractor's 5 intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

52.216-21 Requirements. Oct 1995

REQUIREMENTS (OCT 1995)

This is a requirements contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of (a) supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government's requirements do not result in orders in the quantities described as "estimated" or "maximum" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.

Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any (b) limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.

Except as this contract otherwise provides, the Government shall order from the Contractor all the supplies or services specified in the (c) Schedule that are required to be purchased by the Government activity or activities specified in the Schedule.

The Government is not required to purchase from the Contractor requirements in excess of any limit on total orders under this contract.(d)

If the Government urgently requires delivery of any quantity of an item before the earliest date that delivery may be specified under this (e) contract, and if the Contractor will not accept an order providing for the accelerated delivery, the Government may acquire the urgently required goods or services from another source.

Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor (f) within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; , that the Contractor shall not be required to make any provided deliveries under this contract after [insert date].17 July 2027

52.217-8 Option to Extend Services. Nov 1999

OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract.
