1. PWS 1.1.12 – Will the Government please consider adding a separate CLIN for PPE and Physical/Respirator Fit Test costs? No, the Government will not add a separate CLIN for these costs, but these costs can be wrapped up in the total FFP that is proposed.

2. Do you just need manpower to support those already there or you need qualified painters to do the work from A to Z? Need Qualified Aircraft Painters

3. Would you please provide me with the specs for each aircraft such as: paint color, etc… all the specs please so I can provide you with a complete quote? There are multiple specs for each weapon system and this will take some time to compile. All materials will be provided by AMXG upon award of the contract.

4. How many aircraft will be painted and de-painted every year? Approximately 145 de-painted and approximately 156 painted in FY23.

5. Is there a company already doing this job and you just need some extra people or you need a qualified company with employees and equipment to perform the job from the beginning to the end? We are currently performing this organically with support from a contractor. The new contract will replace the expiring one.

6. CDRL 0006 (Strike Plan) and PWS §4.14.3 (Strike Plan) both reference requirements necessary if a contract is covered under a Collective Bargaining Agreement (CBA). Will the Government please clarify whether the current, or anticipated future, contract is/will be subject to a CBA? No, only government employees are covered by the MLA; the contract is not subject to a CBA.

7. If the current/future contract is/will be covered by a CBA will the Government please provide a copy of the current CBA? N/A

8. Will the Government please state, for insurance purposes, whether non-owned aircraft coverage is required by the Government for this effort? The Government is unaware of any insurance requirements to be held by the contractor.

9. For insurance purposes will the Government please provide the number of aircraft being serviced by type (i.e. C-5, C-17, C130, F15, Global Hawk, JSTARS, etc.) each year?

Approximately:

· C-5: 11

· C-130: 48

· F-15: 39

· C-17: 58

10. For insurance purposes will the Government please provide the estimated value of the Aircraft (by type if possible) of the aircraft being serviced? Not available due to the movement of tail numbers within the schedule

11. Is the current workforce more or less than 61 FTEs? There are currently 61 painters and 3 supervisors

12. OT – Pricing worksheet indicates up to 10 hours but 4.3.2 the government estimates 10 hours. Can the contractor estimate up to 10 hours? The quote that you provide must account for 10 overtime hours in your FFP.

13. Can the government provide workload history or actual number of OT hours expended annual? The Government estimates 10 hours overtime annually.

14. Please confirm the incumbent contract number. FA8571-16-D-0006

15. Please confirm the incumbent contract value. Any information in reference to the above contract number can be found at FPDS.gov.

16. Has the current Solicitation changed significantly from the incumbent contract? If so, please describe differences. No

17. Is the Contractor Program Manager (PWS 4.2) required to be onsite? No

18. Regarding PWS 1.2.1, what on-site supervision is required? (i.e. quality control manager, site/shift leads, etc.) Only supervisors on the listing, no additional overhead.

19. Will the contractor be required to staff all three shifts (normal, swing, owl) at all times? All 3 shifts will be required.

20. Regarding PWS 1.2.3, is the contractor to provide tools and equipment - ladders, scaffolding and/or lifting devices; drop cloths; tape and masking materials; painting equipment such as paint, brushes, spray guns, etc.; air compressors - or will the government be providing the necessary tools and equipment? Government will provide all noted tools and equipment.

21. The solicitation document states that one FTE is equivalent to 1,872 normal shift hours. However, if we include 88 hours/11 days of federal holidays, 56 hours/7 days of sick leave, and minimum 80 hours/2 weeks of vacation (as prescribed by the supplied SCA Wage Determination 2015-4495), that leaves 1,856 normal shift hours per FTE. How many hours should the contractor use to account for one FTE? The Government has stated that one FTE is equal to 1872 hours. Please utilize 1872 hours for each FTE in your proposals.

22. What is the minimum recommended staffing level? The staffing level can change based on task orders placed off of the requirements contract. However, the Government’s Best Estimate Quantity is 61 Aircraft Painters and 3 Supervisors.

23. On the pricing sheet, how many hours is the contractor to use to price the monthly rate - do we include the extra 10 hours each month, and are those 10 hours considered overtime? The quote that you provide must account for 10 overtime hours in your FFP.

24. Will the government provide a PMO office and a laydown area for the contractor to store equipment and supplies, or will the contractor be required to bring an office/storage building/trailer? If the contractor is to provide, will there be power and water/sewage hookups for contractor use? No office/storage building/trailer should be required.
