About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the U.S. Air Force for a Protestant Music Director and Musician position.

The Air Force is seeking a Protestant Music Director and Musician for the 20th Force Support Squadron (20 FW/HC) at Shaw Air Force Base, South Carolina. The requirement is set aside for small businesses, with a North American Industry Classification System (NAICS) code of 711510 and a size standard of $7,500,000. The solicitation number is FA480326Q0082, issued on 13 August 2026, with an offer due date of 3 September 2026 at 10:00 AM EST. The contract employs a firm fixed price arrangement using three base line items and four option years. Base year services include 52 each of Protestant Music Director and Musician Services (CLIN 0001), 52 each of Rehearsals (CLIN 0002), and 10 each of Special Services (CLIN 0003), with delivery scheduled from 26 September 2026 to 25 September 2027. Four option years follow the same structure with successive delivery periods through 25 September 2031. Performance will occur at Shaw AFB (DoDAAC: F3U0HC), and payment will be processed through Wide Area Workflow (WAWF). The Government will evaluate offers based on price and technical acceptability, with the lowest five offers evaluated for acceptability if adequate competition exists. Offerors must provide firm fixed pricing for all CLINs, an approach to fulfill the position as described in the attached Performance Work Statement, previous relevant experience, any discount terms, company information, and a point of contact. The contract requires the employee to be a W-2 employee rather than an independent contractor (1099) to enforce small business subcontracting limitations. Contact information for questions is provided for Ms. Tonya Gibson (Contracting Specialist) and Mr. Joseph Nemedy (Contract Officer), both at Shaw AFB.

The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC/KC (OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone (757) 764-5372 (DSN 574-5372) email: acc.a7k1@us.af.mil.
