About this file

This is a Contractor Questions and Government Responses document for federal solicitation FA480326Q0082 concerning a Protestant Music Director & Musician position.

The document addresses four key clarifications requested by potential contractors. First, the controlling NAICS code for eligibility and size-standard purposes is confirmed as 711130 (rather than 711510 as listed on the SF1449). Second, regarding employment structure, a W-2 employee of a subcontractor is acceptable provided the subcontractor complies with FAR 52.219-14 and prompt payment terms flow down to the subcontract; however, direct W-2 employment is the government's preference to ensure labor law compliance and enforcement of labor standards. Third, candidate qualification materials (resume, written Theology of Worship statement, 1-3 professional/reference letters, and worship-leading video sample) are post-award deliverables and need not be submitted with the quotation. Fourth, the quote submission deadline is September 3, 2026, at 10:00 A.M. Eastern Standard Time. This document provides essential clarifications for contractors preparing responses to this solicitation.

Contractor Questions and Government Responses

Protestant Music Director & Musician

1. The SF1449 identifies NAICS 711510, while the representations section identifies NAICS 711130. Please confirm the controlling NAICS code for eligibility and size-standard purposes.

A.1. The correct NAICS is 711130.

2. Page 14 states that it is the Government’s intent that the employee hired be a W-2 employee and not a 1099 in order to enforce the limitation on subcontracting. The PWS also refers in several places to subcontractors and to replacement of a subcontractor.

Please confirm whether the individual Protestant Worship Leader/Music Director must be a direct W-2 employee of the prime contractor, or whether a subcontracted performing individual/entity is permissible.

A.2. The intent is to have Labor Law compliant contract, allowing for enforcement of labor standards and prompt payment of on-site employee(s). A W-2 employee of a sub-contractor compliant with FAR52.219-14 is acceptable provide the prompt payment terms flow down to sub-contract.

3. Please confirm whether the proposed candidate’s resume, written Theology of Worship statement, 1–3 professional/reference letters, and worship-leading video sample must all be submitted with the quotation, or whether any of those items are post-award/candidate-approval deliverables.

A.3. Post-award candidate approval.

4. Please confirm whether the quote due time of September 3, 2026, at 10:00 AM is Eastern Time and whether the SF1449/local-time language and the instructions on page 25 should be read consistently as 10:00 AM ET.

A.4. The due time is 10:00 A.M. Eastern Standard Time.
