A. ADDENDUM FAR 52.212-2—Evaluation Commercial Products and Commercial Services. The following addendum applies to the provision.
For this procurement, the Best Value determination will be made based on the Lowest Price Technically Acceptable (LPTA) process. The Government will award no more than a single blanket purchase agreement from this RFQ to the responsible offeror whose quote conforming to the RFQ will be most advantageous to the Government. The following factors shall be used to evaluate quotes: technical acceptability and price.
Only technically acceptable quotes are eligible for award and only quotes received from Offerors that provided unit pricing for ALL line items within Schedule B will be considered.
The Government will rank all quotes based on an initial assessment of the offeror’s total evaluated prices.
If the Government receives 3 or fewer initial quotes, all quotes will be evaluated for Technical Acceptability.
If the Government receives more than 3 initial quotes, the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.
Acceptable: Quote clearly meets the minimum requirements of the solicitation.
Unacceptable: Quote does not meet the minimum requirements of the solicitation.
Technical. The Government will evaluate the quotes for technical acceptability, assigning ratings as described above. The failure of a quote to meet these standards will result in a technically unacceptable rating and be precluded for the award.
Technical Factor 1: Offerors shall submit a detailed plan that includes: the approach, methodology and proposed solution to satisfy the requirements in the Statement of Work (SOW). The plan shall include a proposed timeline for mobilization and completion of work.
The standard has been met when: A clear timeline showing the expected delivery date of services and sequence of installation activities. A concise plan describing the steps of the required services in Paragraph 1, Description of Services and Base Scope.
Technical Factor 2: Contractor personnel shall have an electrical license issued by the State of Texas to perform electrical work. No Apprentice shall work under this contract without the supervision of a Master or Journeyman Electrician.
The standard has been met when: The offeror provides copies of certificates of licensed electricians from the Texas Department of Licensing and Regulation (TDLR).
(i) Price Reasonableness. The Government, using one or more of the techniques defined in RFO 12.204 and/or 15.403-1, will determine if the lowest priced, technically acceptable quotes are fair and reasonable.
(ii) Interchanges. It is the Government’s intent to award without interchanges. The Government may consider, throughout the evaluation, the “correction potential” of any quotes to this RFQ. The judgement of such “correctional potential” is within the sole discretion of the Government and may be held with all, some, or none of the Quoters. The Government may determine one or a few Quoters have the highest potential to provide the best value to the Government. The Government may conduct interchanges with those Quoters that, at the discretion of the Contracting Officer, have the highest potential to represent the best value. Resolution of minor or clerical issues would not constitute interchanges, and the Government reserves the right to award without the opportunity to revise quotes.
B. Mandatory Registrations. To be eligible for award, registration with the System for Award
Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov and provide mandatory information.
