About this file

This is a Solicitation Evaluation Criteria document issued by the State of Nebraska, Department of Administrative Services, Materiel Division, State Purchasing Bureau, on behalf of the Nebraska Educational Telecommunications Commission (NETC), for television broadcast antenna and transmission line removal and installation services at KUON-TV's transmission tower in Ithaca (Mead), Nebraska. The project encompasses three sequential phases: Phase 1 involves installing a new UHF-27 auxiliary antenna and transmission line at approximately 550 feet above ground level on a 234.7-meter tower; Phase 2 requires removal and disposal of the existing VHF-12 main antenna weighing approximately 23,500 pounds along with its transmission line; and Phase 3 involves installation of a new UHF-27 main antenna weighing 6,700 pounds and associated transmission line at the tower top. All work must be completed by July 31, 2026, with Phase 1 potentially executable up to six months prior to Phases 2 and 3. The solicitation was released on February 17, 2026, with written questions due by February 23, 2026, responses posted by March 2, 2026, and electronic proposals due by March 10, 2026, at 2:00 p.m. Central Time. Intent to award was scheduled for March 25, 2026, and the contract term is one year from execution with potential extension by mutual agreement.

Evaluation of proposals will be based on a 100-point scoring system: Corporate Overview (25 points), Technical Response (55 points), and Cost (20 points). Cost points are calculated using a formula in which the lowest realistic cost submitted receives maximum points, with all other bids scored proportionally. Mandatory submission requirements include Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a manually signed or DocuSign-executed Contractual Agreement Form. Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability of $2,000,000 aggregate, and commercial automobile liability of $1,000,000 combined single limit; obtain climber certification; provide a detailed site safety plan; and maintain a trained rigger with a written rigging plan. All submissions must comply with OSHA safety requirements and demonstrate Nebraska Secretary of State registration or equivalent authorization to conduct business in the state. The solicitation contains no set-aside designations or restrictions limiting responses to particular types of organizations, indicating the procurement is open to all qualified vendors. Payment will be made in compliance with Nebraska's Prompt Payment Act within forty-five calendar days of invoice receipt, with no advance payments permitted, and the State reserves the right to negotiate pricing and request best and final offers.
