About this file
This Solicitation Addendum One document provides clarifications and answers to bidder questions regarding RFP 123947 O5, issued by the State of Nebraska Department of Administrative Services, Materiel Division, State Purchasing Bureau on behalf of the Nebraska Educational Telecommunications Commission (NETC). The solicitation concerns television broadcast antenna and transmission line removal and installation services at KUON-TV's transmission tower in Ithaca (Mead), Nebraska. The project encompasses three phases: Phase 1 involves installing a new UHF-27 auxiliary antenna and transmission line on the west side of a 234.7-meter tower; Phase 2 requires removal and disposal of the existing VHF-12 main antenna and transmission line; and Phase 3 involves installation of a new UHF-27 main antenna and associated transmission line. All work must be completed by July 31, 2026, with Phase 1 potentially executable up to six months prior to Phases 2 and 3. The solicitation was released on February 17, 2026, with written questions due by February 23, 2026, and electronic proposal submissions due by March 10, 2026, at 2:00 p.m. Central Time, with an intent to award posted by March 25, 2026.
The addendum confirms that Dielectric antenna and transmission line products have already been procured and are mandatory; substitutes such as Electronics Research, Inc. (ERI) products are not permitted. Key clarifications include confirmation that no additional building permits are required, no adapter is needed for the 1 5/8" coax connection to the auxiliary antenna system, and an auxiliary sweep test is required to be performed by the contractor prior to energization. The addendum further confirms that no bid bond or performance bond is required and that the State does not have specific prevailing wage requirements. Contractors must maintain comprehensive insurance coverage, obtain climber certification, provide a detailed site safety plan, and maintain a trained rigger with a written rigging plan. All submissions must comply with OSHA safety requirements and Nebraska Secretary of State registration. The contract term is one year from execution with potential extension by mutual agreement, and payment will be made in compliance with Nebraska's Prompt Payment Act within forty-five calendar days of invoice receipt.
