The contract is a hybrid fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) structure with a guaranteed minimum of $9,038.80 and maximum aggregate value of $6,500,000.00 across a 12-month base year plus two optional 12-month extension years (performance period: September 1, 2026 through August 31, 2029). The solicitation number is 36C78626R50138, with an offer due date of July 13, 2026 at 5:00 PM PT. This is a 100% small business set-aside (SDVOSB eligible) under NAICS code 561730 with a $9.5 million size standard. The contracting office is the National Cemetery Administration at 18434 Joplin Road, Triangle, Virginia, with Ralph Crum as the contracting officer contact. Payment will be processed through Tungsten Network.
The scope encompasses 14 primary service line items including headstone installation and maintenance, gravesite maintenance, turf and grass maintenance, pest control, tree and shrub care, irrigation system services, drainage maintenance, trash and debris removal, pavement cleaning, artificial turf maintenance, and structure cleaning. Services subject to the Service Contract Act include monthly maintenance activities (12 monthly units), while Davis Bacon Act wages apply to headstone installation work (1,800 units annually) and realignment services (250-1,000 units annually). The contractor must provide all labor, equipment, materials, and supervision; submit a quality control plan within 30 days of award; maintain a weekly work plan and completed work report; furnish communication devices for key personnel; comply with strict dignity and respect protocols for handling headstones and remains; and employ an on-site manager with minimum two years' supervisory experience in commercial landscape maintenance accredited by the Landscape Contractors Association or equivalent. 1. Every action by contractor personnel at a national cemetery must be performed with the special care, reverence, dignity, and respect that acknowledges the cemetery as the final resting place that commemorates the service and sacrifice that service members, Veterans and their families made for our Nation. Critically important is the awareness required of the Contractor employees of the remains buried in the grounds where the work is performed. The utmost care must be given to these remains and the headstones and flat grave markers that mark those gravesites and memorialize the service of individuals.
a. Contractors cannot walk, stand, lean, sit or jump on headstones or markers. Nor can they drive over them.
b. No tools, equipment or other items will be placed or leaned on headstones or markers.
c. Use care not to scratch or damage markers in any manner.
d. Contractor shall be responsible for replacing damaged headstones and markers and for restoring turf damaged during performance of this work.
e. Additionally, should any activity result in the exposure and/or damage to any remains, container for remains (e.g., casket or urn), or outer burial container, the contractor must contact the COR, Director/Assistant Director, or Contracting Officer (CO) for guidance.
2. Any doubts as to proper procedures shall be brought to the attention of the COR, Director/Assistant Director, or CO for guidance or resolution. While the COR and/or Cemetery
Director may give guidance regarding the dignity clause, compliance, and performance, only the
CO can authorize changes to the contract terms and conditions.
3. The contractor is required to discuss the guidance with employees and/or subcontractors and have each employee sign a statement of compliance and deliver the signed statement to the
COR before work may begin.
