Proposals will be evaluated using three primary factors: Technical Capability (equal weight), Past Performance (equal weight), with these two non-price factors combined being more important than Price. Technical Capability requires detailed work plans (maximum 20 pages each) addressing headstone services, turfgrass management, and irrigation management, including staffing plans, equipment lists, methodology, key personnel resumes, and relevant licenses and insurance. Past Performance requires submission of at least two completed questionnaires for comparable work performed within the last five years, with federal government contracts weighted more favorably. Offerors must demonstrate minimum staffing of one full-time equivalent per 10.37 acres to meet National Shrine Standards. Pricing offers must remain firm for 60 calendar days from the solicitation closing date, and proposals exceeding available funding for the base period may be rejected. A post-award pre-performance conference will be held prior to work commencement.
