This is a Solicitation Development Form for a multi-year Request for Qualifications (RFQ-26-089) issued by the City of St. Petersburg, Florida, for Landscape Architect Services on an as-needed basis. Proposals will be evaluated on four criteria: Project Team and Firm Qualifications (35 points), Experience and Reference Projects (25 points), Project Approach (25 points), and Business Outreach Plan (15 points). Compensation will be based on a lump sum or not-to-exceed fee structure defined in individual Task Orders, with fees inclusive of all out-of-pocket expenses; no specific budget range or award value is disclosed. There are no mandatory set-asides or minority/disadvantaged business enterprise participation requirements; however, the City encourages voluntary participation with small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises located in the Tampa Bay Region. Qualified respondents must be registered with the Florida Department of State Division of Corporations, maintain appropriate Florida professional licenses, comply with Florida Statute 448.095 E-Verify requirements, and maintain Commercial General Liability of $1,000,000, Commercial Automobile Liability of $1,000,000, and Workers' Compensation coverage. Respondents must also demonstrate compatibility with existing City infrastructure, specifically CADD and GIS capabilities compatible with AutoCAD Civil 3D 2024, ESRI ArcMap 10.8, and ESRI ArcPro Version 3.0. Background check requirements vary by work location and may include Level 2 screening under Florida Statute 435.04 for Parks and Recreation work and Federal Transportation Worker Identification Cards for port facility access. Work may be funded by the City or external agencies including the Southwest Florida Water Management District, Florida Department of Transportation, Florida Department of Environmental Protection, and the U.S. Environmental Protection Agency.
