About this file

This document is a federal contract incorporating standard FAR clauses and Department of the Interior Acquisition Regulation (DIAR) clauses applicable to commercial products and commercial services. The contract establishes the regulatory framework and operational procedures for a commercial procurement but does not specify particular products, services, response dates, award dates, or pricing terms, as these details would be contained in separate solicitation and award documents.

The contract incorporates mandatory FAR clauses addressing compliance requirements including contractor ethics and whistleblower protections (52.203-13, 52.203-17, 52.203-19); prohibitions on foreign technology and sanctioned entities (52.204-23, 52.204-25, 52.204-27, 52.204-30, 52.225-13); small business utilization and subcontracting plans (52.219-8, 52.219-9); employment and labor standards (52.222-3, 52.222-35, 52.222-36, 52.222-50, 52.222-54); environmental and sustainability requirements (52.223-23); Buy American provisions (52.225-1); and payment procedures (52.232-33). The contract requires electronic invoicing through the Treasury Department's Invoice Processing Platform (IPP). DIAR clause 1452.201-70 establishes contracting officer and Contracting Officer's Representative authorities and limitations. Additional requirements include contractor inspection responsibilities (52.246-1), records retention for three years post-final payment, and Comptroller General examination rights for contracts exceeding the simplified acquisition threshold. The document also establishes protest procedures requiring service on the Contracting Officer at U.S. Fish & Wildlife Service, Arlington, Virginia, and the Department of Interior Assistant Solicitor within specified timeframes.
