About this file

This document is a procurement checklist summary for the State of Florida's Derelict Vessel Removal Service Continuing Contract, which may be sponsored in part by the Florida Fish and Wildlife Conservation Commission through the Derelict Vessel Removal Grant Program. The checklist provides comprehensive procedural guidance for both Invitation to Bid (ITB) and Request for Proposal/Request for Qualifications (RFP-RSQ) solicitation processes. The scope of services covers removal of derelict or abandoned vessels designated by local law enforcement agencies, including personal watercraft, airboats, barges, boats, and floating docks. The document outlines critical milestones including pre-submittal meetings, solicitation openings, evaluation committee selection processes, and notice of intent to award timelines, though specific response dates and contract terms are not detailed in this checklist.

The procurement process requires multiple levels of internal approvals including procurement, department management, legal, risk, and grants manager review. Grant source concurrence must be obtained and documented throughout the process, with specific reference to the Florida Department of Transportation (FDOT) when applicable. Minority Business Enterprise (MBE) outreach is mandated for grant-funded solicitations, requiring three separate searches for veteran, women, and minority designations. Newspaper advertising is required for all grant-funded solicitations regardless of amount, with notifications sent to specific personnel including Bernice Vono, Lily Baker, and Mary Hagemann. The checklist mandates compliance verification through SAM.gov and State Suspended Vendor list checks for all responsive proposals, recording of all public meetings through Teams links, and documentation of negotiations and cost/price analyses prior to contract execution.
