The project may be funded in part by FEMA and the Florida Department of Environmental Protection (FDEP). Electronic submittals must be received by August 18, 2026, at 2:00 p.m. through the OpenGov portal. A non-mandatory pre-proposal meeting is scheduled for July 23, 2026, at 10:00 a.m., and the question submission deadline is August 3, 2026, at 4:00 p.m. The selection committee meeting is scheduled for September 1, 2026, at 9:00 a.m., with potential presentations on September 11, 2026, at 1:00 p.m. The contract is for a continuing basis with emergency mobilization requirements, including the ability to commence removal activities within forty-eight hours of notice for emergency removals.
Contractors must submit unit pricing for four vessel removal categories based on linear footage (0-20 feet, 20-40 feet, 40-60 feet, and greater than 60 feet), plus a lump-sum emergency mobilization fee. The City estimates quantities of 40, 80, 120, and 160 linear feet respectively for the four categories, and eight emergency mobilization events, though these quantities are not guaranteed. All pricing must include labor, equipment, materials, vehicles, vessels, mobilization, transportation, disposal fees, photograph documentation, and pollutant removal and disposal costs. Contractors must maintain comprehensive insurance including workers' compensation, commercial general liability ($1,000,000 minimum), comprehensive automobile liability ($1,000,000 minimum), marine coverage ($1,000,000 minimum), and pollution liability ($1,000,000 minimum). Mandatory qualifications include evidence of authorization to do business in Florida, successful completion of at least two similar projects, three letters of reference, disclosure of relevant legal or ethical issues, and diver certifications (PADI, NAUI, or SDI) for personnel. The evaluation criteria allocate 20 points for background and qualifications, 15 points for personnel, 15 points for references, 10 points for project management, 10 points for technical merit, and 30 points for cost effectiveness, with the lowest pricing proposal receiving maximum point value.

The certificates shall provide that any company issuing an insurance policy for the work under a contract shall provide not less than 30 days advance notice in writing to the City prior to cancellation, termination, or material change of any policy of insurance (except for notice of non-payment of premium for which not less than 10 days advance notice in writing shall be required). Insurance will not be required for each separate agreement.

A statement which indicates any and all deductible amounts applicable to each type of insurance coverage required. In the absence of any such statements of deductible amount, or coverage statement of exclusions or exemptions, the City will proceed with the understanding, stipulation, and condition that there are no deductible amounts, or exclusions or exemptions to the insurance coverage provided.
• Name of the Project and/or Project Number should be clearly indicated.
• Each Certificate of Insurance shall be issued by an insurance agent and/or agency duly authorized to do so by, and on behalf of, the insurance company affording the insurance coverage indicated on each Certificate of Insurance.
• If the initial or any subsequently issued Certificate of Insurance expires prior to completion of the work or termination of this Agreement, it is the Contractor's responsibility to furnish the City a renewal or replacement Certificate of Insurance, including all endorsements, not later than thirty (30) calendar days prior to the date of their expiration.
