About this file

This file is a Solicitation Checklist Summary document used by the City of Fort Myers, Florida to manage the procurement process for state and local contract opportunities, specifically for the Mill & Replace Asphalt Resurfacing project. The checklist provides a comprehensive framework for both Invitation to Bid (ITB) and Request for Proposal/Request for Qualifications (RFP-RSQ) procurements. The City of Fort Myers requires asphalt roadway resurfacing improvements at various street locations within the city, divided into Package 1 (Mill and Replace Asphalt Resurfacing) and Package 2 (Mill and Replace Asphalt Paving), with an alternate bid option for Full Depth Reclamation Method. Work is anticipated to begin after City Council approval and issuance of the Purchase Order, with all authorized work to be completed within four months of the Purchase Order date. The checklist includes mandatory steps such as obtaining Independent Cost Estimates, conducting pre-submittal meetings (recorded via Teams), establishing selection committees for RFP-RSQ procurements, recording solicitation openings, performing vendor verification checks through SAM.gov and state suspended vendor lists, and obtaining grant source approval and concurrence prior to contract execution.

The checklist emphasizes specific procedural requirements for grant-funded projects, requiring notification to Minority, Women, and Veteran-owned Business Enterprises (MBE/WBE/VBE) certified vendors sourced from the Florida Marketplace, newspaper advertisement placement (with specific email notification to ganlegpubnotice4@gannett.com), and mandatory approval from the funding source, with FDOT projects requiring document upload to the Grants Administration Portal (GAP). Internal approvals must be obtained from Procurement, Department Manager, Department Director, Risk, Legal, and Grants Manager through the OpenGov system. All work shall be performed in accordance with City of Fort Myers standards, Florida Department of Transportation requirements, and applicable project specifications. The checklist was last revised on April 23, 2026 for ITB procedures and April 28, 2026 for RFP-RSQ procedures, with items marked in red indicating requirements specific to grant-funded projects.
