Performance Work Statement (PWS)
Multi-Family and Single Family Rental & Occupancy Intelligence Platform
1. Background: Commander, Navy Region Northwest (CNRNW) Housing programs support single and married service members in securing safe, clean, and affordable housing. Local Housing Service Centers (HSCs) execute this mission by providing personalized relocation assistance, managing housing waitlists, and delivering individualized community counseling. To successfully assist the estimated 80% of service members and families residing in civilian communities surrounding local installations, CNRNW Housing requires subscription access to an enterprise real estate database. This service will deliver the comprehensive market data, accurate rental comparables, and real-time vacancy analytics necessary to provide Region and Command leadership with critical visibility into community housing availability and pricing, directly supporting strategic housing initiatives for service members and their families.
2. Objective: This project requires a specialized web-based data analytics and visualization platform to track, assess, and forecast residential rental inventory and tenant occupancy dynamics capable of providing real time reports.
The primary focus of this platform is traditional multi-family and single family asset tracking to inform housing requirement assessments, community impact studies, and strategic planning across all civil communities, jurisdictions, and submarkets surrounding all military installations located within Navy Region Northwest. The specific installations covered under this contract are:
2.1.1. Naval Base Kitsap (Bangor, Bremerton, and Keyport), Washington
2.1.2. Naval Station Everett, Washington
2.1.3. Naval Air Station Whidbey Island, Washington
2.1.4. Naval Magazine Indian Island, Washington
3. Specifications: The Contractor shall deliver an intuitive, high-performance data platform. The system must maximize user efficiency by requiring little to no formal technical training, optimizing navigation velocity, and utilizing a simplified workflow that allows staff to pull critical data instantly for up to two users. The contractor shall provide web-based software or application that is capable of providing real-time analytics and reports for up to two users.
Upon termination, licensee shall not be required to purge, delete, or destroy any historical data, market reports, or building-specific information that has already been incorporated into internal reports or backup files created during the active contract term.
3.1. Requirement 1: High-Velocity User Experience, System Simplicity, & Navigation Efficiency
3.1.1. General Usability: The platform must feature a clean, self-explanatory layout. The Contractor warrants that the Platform is designed for intuitive, out-of-the-box use. Authorized users shall require no formal certification, specialized credentials, or extensive prior training to effectively navigate, operate, and utilize all core functionalities of the software
3.1.2. Rapid Query Engine: Users must be able to execute quick queries (e.g., typing a single ZIP code, property name, or radius) and generate complete visual maps and baseline data metrics in real time.
3.1.3. Fluid Cross-Property Navigation: Allow users to rapidly jump between individual property profiles and macro submarket trends without losing their place, requiring page refreshes, or forcing them to reset active filters.
3.1.4. Turnkey Customer Support: The Contractor shall provide direct, on-demand customer support (via live chat or phone) to address navigation questions instantly, eliminating the need for internal troubleshooting.
3.2. Requirement 2: Geospatial Mapping, ZIP Code, & Radius Filters
3.2.1. Interactive GIS Dashboard: The Contractor shall provide a web-based geographic information system (GIS) mapping interface mapping all multi-family rental assets and secondary assets (single family homes) surrounding the designated Navy Region Northwest installations.
3.2.2. Granular Location Filtering Engine: The platform must allow users to query and isolate rental data using the following specific geographic parameters:
3.2.2.1. ZIP Code: The ability to select single or multiple ZIP codes simultaneously to isolate data boundaries.
3.2.2.2. Mile Radius: The system must provide a way for users to define a specific mile radius (e.g., 1, 3, 5, 10, 15, 20+ miles) outward from the exact centroid of any selected ZIP code(s).
3.2.2.3. Area Focus: They system should allow for filters by neighborhood, community, and county.
3.2.2.4. Installation Proximity Overlays: Visual rings reflecting mile radiuses directly from the main entry gates of the four Navy Region Northwest installations listed in Section 2.
3.2.2.5. Mandatory Multi-Family and Single-Family Asset Segmentation: Users must be able to filter traditional multi-family buildings by:
3.2.2.5.1. Asset Quality/Star Rating: Class A, B, C or 1-to-5 Star rating scale.
3.2.2.5.2. Unit Mix: Studios, 1-bedroom, 2-bedroom, and 3+ bedroom configurations.
3.2.2.5.3. Property Type Focus: Traditional market-rate rentals and dedicated affordable housing, such as low-income housing tax credit (LIHTC) properties.
3.3. Requirement 3: Core Multi-Family Rental & Occupancy Analytics
3.3.1. Asking vs. Effective Rents: The dashboard must isolate and report multi-family Asking Rents against Effective Rents (the actual cash value after deducting active landlord concessions, rent discounts, or move-in specials).
3.3.2. Concession Tracking: The platform must track the prevalence and type of active concessions across submarkets (e.g., "1 month free", "waived deposits") expressed as a percentage of gross rent.
3.3.3. Occupancy & Leasing Dynamics: The platform must report daily or weekly updated physical occupancy rates, total vacant units, and net absorption metrics (net change in occupied units) to measure real tenant velocity.
3.3.4. Historical Performance Auditing: Users must be able to audit a minimum of 10 years of historical rental growth, vacancy spikes, and inventory expansion stratified by unit size and asset class.
3.4. Requirement 4: Mandatory Multi-Family Pipeline Forecasting
3.4.1. 4-Stage Construction Lifecycle: The platform must track upcoming apartment inventory through four strict delivery phases:
3.4.1.1. Proposed / Planning: Projects seeking municipal, zoning, or environmental approval.
3.4.1.2. Final Planning: Approved projects with active building permits that have not broken ground.
3.4.1.3. Under Construction: Active building sites with foundations or structures underway.
3.4.1.4. Recently Completed / Lease-Up: New inventory delivered to the market within the last 12 months.
3.4.2. Temporal Timeline & Unit Counts: Every tracked pipeline project must display the exact number of planned units by bedroom type and the estimated delivery quarter and year.
3.4.3. Forecast trends: Capability to track pre-empt tenant moves and lease expiration.
3.5. Requirement 5: Efficiency, Extraction, & One-Click Reporting
3.5.1. One-Click Submarket Reports: Users must be able to instantly generate presentation-ready PDF Market Reports summarizing current occupancy, rent trends, and pipeline timelines for the filters listed above.
3.5.1.1. Reports shall provide graphics such as charts and graphs to reflect visual market trends.
3.5.2. Data Extraction Engine: The platform must provide unrestricted, one-click exports of filtered properties and tabular datasets into CSV or Excel formats without requiring custom configuration.
3.5.3. Data Verification Standard: The Contractor must verify multi-family and single data monthly through active researcher outreach (direct property surveys) combined with automated data aggregation.
3.6. Requirement 6: Secondary Analytics Add-Ons -- Build-to-Rent & Single-Family Rentals (OPTION CLIN)
3.6.1. Build-to-Rent (BTR) & Single Family Rental (SFR) Overlay: To the extent available within the contractor's ecosystem, the platform should provide toggle layers to visualize horizontal Build-to-Rent (BTR) communities/subdivisions and scattered-site single-family rental (SFR) homes.
