About this file
This is a Standard Form 30 Amendment to a solicitation issued by the Naval Supply Fleet Logistics Center Puget Sound. The amendment extends the response due date from 04 September 2026 to 07 September 2026 for solicitation N0040626Q0513. The effective date of the amendment is 01 September 2026.
The solicitation requires offerors to provide a housing analytics platform delivering commercial multifamily market data for Navy Region Northwest markets. The platform must be fully operational at time of award and include a web-based software application for up to two authorized users. Key requirements include ten years of historical rental, vacancy, occupancy, and development-pipeline data stratified by unit size and asset class; daily or weekly refresh of physical occupancy and vacant unit counts; monthly data verification through researcher outreach and property surveys; and a GIS dashboard with map display and filtering capabilities. Offerors may satisfy data collection and verification requirements through subcontractors or licensed data providers whose methods meet the Performance Work Statement. The Navy will accept purpose-built applications licensing commercial and public-record market data as an alternative to proprietary subscription platforms. Offerors must submit a sample software view and PDF sample Market Report generated using live market data, note any exceptions to specifications and terms, and submit questions no later than two days prior to the solicitation closing date. The anticipated contract performance period begins 21 September 2026, and the Navy requires a fully operational platform on that date.

Section J - List of Attachments
Miscellaneous text in this section has been modified to:
1. Does the Navy require an existing, currently operational commercial subscription platform at the time of quotation, or may an offeror propose a custom-developed or custom-configured web application to be delivered after award? The Navy will require a fully operational platform at time of award.
2. For the required sample software view and PDF sample Market Report, must both be generated by an existing production platform using live market data, or may an offeror submit a functional prototype or representative demonstration using sample or synthetic data? The sample must be generated using live market data.
3. Must the offeror already own or license, at the time of quotation, the underlying real estate database containing the required ten years of historical rental, vacancy, occupancy, and development-pipeline information? Yes. Alternatively, may compliant data be sourced or licensed from qualified third-party providers during contract performance? Yes
4. Section 3.5.3 requires monthly verification through active researcher outreach and automated data aggregation. Must the prime contractor directly employ the researchers and conduct the property surveys, or may this requirement be satisfied through a subcontractor or licensed data provider whose collection methods meet the PWS? This requirement may be satisfied through a subcontractor or licensed data provider whose methods meet the PWS.
5. If a development-based solution is permissible, when after award must the fully populated production platform be available to the two authorized users? The Navy will require a fully operational platform at time of award.
6. Does the solicitation require the prime offeror to own the housing-analytics platform No, or may an offeror propose an authorized reseller or teaming solution? Also, must Pacific Northwest and Washington data coverage be demonstrated with the quote? Yes Yes
7. Solution form. The solicitation is issued under NAICS 541511, Custom Computer Programming Services, with PSC B545, Special Studies and Analysis for Housing, while PWS paragraph 3 refers to "web-based software or application" for up to two users. Will the Government accept a purpose-built application that licenses and assembles commercial and public-record market data as its data source, in lieu of a subscription to an existing commercial real estate platform? Yes
8. Historical depth. PWS paragraph 3.3.4 requires a minimum of 10 years of historical rental growth, vacancy, and inventory data stratified by unit size and asset class. Is the 10-year depth a firm minimum? Yes
a. Separately, does the Government hold or can it furnish historical CNRNW housing survey data for the covered submarkets? No.
9. Refresh cadence. PWS paragraph 3.3.3 requires physical occupancy, vacant unit counts, and net absorption updated daily or weekly. Daily
10. Commercial multifamily data sources generally refresh monthly. Would a monthly refresh be acceptable, or is the daily or weekly cadence firm? Daily is preferred, monthly is acceptable.
11. Data verification. PWS paragraph 3.5.3 requires monthly verification through active researcher outreach and direct property surveys. May this be satisfied by the contractor's licensed data supplier performing that verification, or must the prime contractor perform the outreach directly? This requirement may be satisfied through a subcontractor or licensed data provider whose methods meet the PWS.
12. Asset rating. PWS paragraph 3.2.2.5.1 cites a "Class A, B, C or 1-to-5 Star rating scale." The 1-to-5 Star scale is a proprietary rating system belonging to a specific commercial provider. Will the Government accept an equivalent asset class rating derived from year built, amenities, and rent tier, with the methodology disclosed? Yes.
13. Acquisition history. Is an estimated value, incumbent contractor, or prior contract number available for this requirement? No.
14. Map display. For the GIS dashboard described in PWS 3.2.1, does the Housing team have a preference for the default base map: a plain street map, satellite imagery, or a hybrid of the two? Would the ability to toggle between them be useful to your counselors? Street map as default, Satellite second, Hybrid third. Toggle, yes.
15. Saved default views. Would it be helpful if each user could save a starting view, for example Naval Base Kitsap with a 10 mile radius and 2-bedroom filters already applied, so the dashboard opens ready to use rather than requiring the filters to be rebuilt each session? We ask because PWS 3.1 emphasizes navigation speed and minimal setup time. A default view for each user would be helpful but not a requirement.
16. BAH reference. When staff review asking and effective rents under PWS 3.3.1, would it be useful to display the applicable Basic Allowance for Housing rate alongside, so a counselor can see at a glance which properties fall within a service member's allowance? Yes, but not a requirement.
17. Period of performance. Section F establishes a delivery period for beginning 21 September 2026. Is the Government's expectation that the platform is fully operational and available to users on that first day, or does the Government permit a phased implementation period at the start of performance during which the platform is configured and stood up for the Navy Region Northwest markets? If phasing is permitted, what is the maximum time from start of performance that the Government would consider acceptable for full operational capability? The Navy will require a fully operational platform at time of award.
18. Question deadline. Section A paragraph 4 sets the deadline for questions at two days prior to closing. The Addendum to 52.212-1 sets it at four days prior. Please confirm which governs. Corrected.
