PART II – SUPPLIES OR SERVICES AND PRICES/COST

2.1. ACQUISTION APPROACH: This acquisition will utilize a competitive 8(a) small business approach using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Products and Commercial Services, in conjunction with the policies and procedures of FAR Part 13 - Simplified Acquisition Procedures and FAR Subpart 19.8 - Contracting with the Small Business Administration (The 8(a) Program). The selected Contractor shall fully comply with all the specifications, clauses and terms and conditions of the federal schedule. In addition, the selected Contractor must comply with any additional, supplemental terms and conditions and clauses specific to HUD.

2.2 BRIEF DESCRIPTION OF SERVICES: The U. S. Department of Housing and Urban Development (HUD) located in Washington, D.C., requires the services of a Contractor to provide data, data query tools, reports, and analysis to supplement and strengthen Ginnie Mae internal capabilities.

2.3. CONTRACT TYPE: Firm Fixed Price (FFP) contract.

2.4. PERIOD OF PERFORMANCE: This requirement is for a base period of 1 year (June 26, 2023 – June 25, 2024) with four 1-year option periods.

2.6. OPTION PRICES: Unless the Government exercises its option(s) pursuant to FAR Clause 52.217-8 and/or FAR Clause 52.217-9, the resultant purchase order will consist only of the base period. However, the Government may, by unilateral modification, require the Contractor to perform the option period(s) specified herein pursuant to FAR Clause 52.217-8 and/or FAR 52.217-9. If the Government exercises the option(s), notice must be given as specified in the option clauses. Exercise of the option(s) will result in the fixed price of the resultant purchase order being increased as set forth in the paragraph 2.6.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the
