| Government's Responses to Industry Questions Solicitation #: 86615623Q00003 | |||
| No. | Reference | Questions | Answers |
PWS | Are all tasks within the PWS currently being performed by the incumbent contractor? If any are not currently performed, will the government identify the tasks that will be performed initially during the period of performance of the new contract? | No, the requirements of the current contract and the new contract are similar but there are differences.
PWS | Which office(s) within Ginnie Mae are the primary users of the services to be provided by the contractor per this PWS? | All program offices within Ginnie Mae use the data and services to some extent.
PWS | Which Office within Ginnie Mae is managing this project? (OIPM is mentioned in task 5.9, but program oversight is not addressed in other tasks). | GNMA: The Office of Securities Operations (OSO)
PWS | Has the government identified any overlap between the various tasks in this PWS and the data and analytical tasks performed by the Deloitte MBSOA team, the Accenture datamart team (newly awarded task order by OER), and other existing contracts? As an example, PWS section 5.4 includes the IOPP report, which has always been produced by Deloitte, and the CPR, which is an output of the Guidehouse modeling team. | No, there is no overlap.
PWS | The PWS refers to the "Ginnie Mae Report Center Landing Page." Where is the Report Center located? Is this a module within GMEP or is it a location to be hosted by the contractor outside the Ginnie Mae or HUD IT infrastructure? | That page is currently hosted on a contractor website outside the Ginnie Mae network.
PWS | Which platform or application is the "Ginnie Mae Report Center Landing Page" developed in and accessed? | That information is proprietory.
PWS | PWS section 5.2.5 states that the contractor will host the data but Ginnie Mae authorized staff will have the ability to download data. Given the potential for significant PII (e.g., periodic update of credit score), will the government have limitations in place as to what data fields are allowed to be downloaded by Ginnie Mae users to avoid compromising PII data? | The IASP contractor will not be working with data containing PII. The IASP contractor will primarily be working with public disclosure data. The contractor shall follow the IT security and data protection clauses in the contract.
PWS | PWS section 5.2.6 requires the use of and access to "self-service web-based tools for data analysis" referred to as "Analyzers." Which tool(s) does the incumbent contractor employ, and does the government expect or require the new contractor to use the exact same tool(s) or is there a preferred platform? (This appears to be either a dashboard or a reporting tool; what level of user technical ability is assumed regarding their ability to modify queries?) | The analyzers are custom-built dashboard-like applications that allow data query, filtering, graphing, summarizing, and analysis. It is assumed the users have experience with data analysis and subject-matter expertise of MBS data. Ginnie Mae expects analyzers to meet the requirements, data, and functionality as described in 5.2.6. The core users are federal subject matter experts.
PWS | PWS sections 5.2.5 and 5.2.6 refer to use of Fannie Mae and Freddie Mac loan and Pool data. Have the GSEs agreed to particpate by providing their data, or does this PWS only refer to publicly available data disclosures for investors that contain limited data elements? The GSEs are notoriously protective of their non-publicly available data and have very strict requirement regarding the amount, extent, and frequency of data sharing with any outside entities including HUD. | IASP contractor is expected to use public disclosure data from the GSEs.
PWS | Is any portion of the current technology (business rules, code, data, reports, etc.) "owned" by the incumbent contractor and thus not transferrable to a new contractor in the event that the incumbent is not awarded a new contract? | The current technology is not owned by Ginnie Mae and would not be transferred.
PWS | PWS section 6 lists all deliverables with a discrepancy between the "Frequency" and "quantity" of some of the delivarables? For example, deliverable A004 is listed as a monthly deliverable with a quantity of 1 as opposed to 12 per year or 60 per the full term of the contract. Will the government update this deliverable schedule with an alignment between the Frequecy and Quantity of all deliverables? The deliverable schedule in the PWS also does not align with the quantity in the pricing and Solicitation. Can Ginnie Mae update the quantities accordingly? | Reports or other deliverables labeled as "monthly" are expected to be delivered once per month, 12 per option year.
Solicitation | Section 7.1 of this solicitation lists only 2 evaluation factors: Factor 1- Technical Approach, and Factor 2- Price. Will the contractor's relevant past performance not be evaluated at all? If these are in fact the only evaluation factors, how will the government evaluate the contractor's ability to deliver the required services using the proposed approach? And if past performance is in fact an evaluation factor, will the government re-issue or revise this solicitation with an updated section 7.1 and instructions for past performance examples? | The evaluation factors listed in the solicitation are: Factor 1 Technical Approach and Factor 2 Price.
PWS | What is the volume of the underlying data used in the Analyzers? (Section 5.2.6) | The analyzers utilize large datasets containing many millions of records, as they include data from the GSEs and Ginnie Mae.
PWS | Will the current integrated data repository of loans and pools from Freddie Mac, Fannie Mae and Ginnie Mae be transitioned to the awardee from the incumbent? | No.
PWS | Are the Analyzers currently hosted by the contractor or by Ginnie Mae? | Analyzers are currently hosted by the incumbent.
PWS | Sections 5.2.7, 5.4.5, 5.5.5 reference comprehensive documentation on the Analyzers and reports will be provided by the contractor. Will existing documentation be shared with the awardee? | No. The current contract does not allow sharing of documentation.
PWS | Do the Analyzers in Section 5.2.8 currently exist? | Analyzers described in 5.2.8 exist and are currently hosted by the incumbent on their website.
PWS | What is the maturity of the Analyzers referenced in Section 5.2.8? | The analyzers are stable, mature, operational products.
PWS | Can Ginnie Mae specify the platform in which the Analyzers referenced in Section 5.2.8 expected to be developed? | No. Currently they are contractor-owned-and-operated.
PWS | Section 5.2.9 states that the "contractor shall furnish select Ginnie Mae staff with access to certain proprietary platforms". Do the proprietary platforms referenced require subscriptions and would these be included as an ODC? How many Ginnie Mae staff would require access? How many platforms would staff need access to? | The contract does not include ODC as it is a FFP contract. It is up to each contractor to propose an acceptable technical solution whether it includes subscriptions or not. Between 10 to 20 GNMA users would require access. It is expected that there will be muiltple modules across one main platform.
PWS | Per Task 5.3.1, historically, how often are modifications/enhancements to the "Ginnie Mae Report Center Landing Page" implemented? What is the extent and complexity of modifications/enhancements? | Updates are infrequent and would typically include adding a link to new reports, updating report descriptions, or other minor changes. A complete re-design of the page is not within scope.
PWS | What is the maturity of the reports listed in Section 5.4? Does Ginnie Mae anticipate enhancements to be made? | The PWS says the contractor shall "provide, maintain, and update/refresh custom reports as specified." Minor design or formatting or data changes are in scope, however the reports are mature and significant changes or redesigns of the reports are not within scope.
PWS | What platform or application is used for the Industry Report Center Landing page? Is a subscription required? If so, will Ginnie Mae provide additional licenses, as needed or requested? | It is up to each contractor to propose an acceptable technical solution whether it includes subscriptions or not.
PWS | To perform the tasks in Section 5.6 Ad Hoc Analysis, Research and Reports, the PWS states that outside resources, industry data or information may be needed. Can Ginnie Mae share which industry data the incumbent contractor currently utilizes? Are subscriptions required, and if so, will Ginnie Mae provide the licenses? | The contractor may need to utilize additional mortgage-related data sources. Ginnie Mae will not provide licenses or subscriptions. It is up to each contractor to propose an acceptable technical solution.
PWS | The nature and complexity of the ad hoc requests under Section 5.6 may vary significantly and thus estimating the level of effort for each ad hoc request (48) is challenging. Can Ginnie Mae share the historical level of effort under the current contract for this task? If this is a new task, can Ginnie Mae share the level of effort anticipated? | There are 10 to 12 end of month reports and 10 weekly reports.
PWS | The PWS states that only authoritative data sources be used, per Secton 5.6.1. Does Ginnie Mae have interagency agreements or MOU's with the orgnaizations and agencies listed? | The PWS does not anticipate MOU-sourced data due to privacy/PII concerns.
PWS | Completing the reports and tasks within the PWS, per Section 5.6.1, are dependent on the organizations and agencies providing the authoritative data sources. This creates a dependency. Does the contractor have the responsibility to obtain the external data or is this facilitated by Ginnie Mae? | The contractor is responsible for obtaining all necessary public disclosure data as described in the PWS.
PWS | How many attendees are expected for the Analyzer and Report Training described in Section 5.7? | Recent trainings have had approximately 10-20 attendees. Trainings are expected to be virtual using Microsoft Teams or similar technology.
PWS | Can Ginnie Mae confirm that the contractor is expected to present 26 market briefings per Section 5.8? | Yes. As per the PWS, one briefing every 2 weeks = 26 briefings per year.
PWS | Which office(s) within Ginnie Mae are the mortgage market briefings to be presented to? Are the briefings presented to upper management or all Ginnie Mae staff? | All Ginnie Mae employees, managers, and executives are invited; they choose to attend based on their interest and schedule availability.
PWS | Sections 5.9 through 5.14 indicate that the contractor shall complete the optional tasks within 1 to 3 months of award. Can Ginne Mae clarify if the tasks are expected to be complete 1 to 3 months from contract award or from when the task is assigned to the contractor? | For regular tasks, the due date is based on the date of contract award pursuant to the terms in the PWS. For optional tasks, due date is based on the date that specific task is activated/awarded.
PWS | Can Ginnie Mae confirm the number of new Analyzer(s) expected in Section 5.13? Because the requirements for the new Analyzer are unknown, can Ginnie Mae provide an estimate of LOE anticipated? | It is up to each contractor to propose an acceptable technical solution.
PWS | Can Ginnie Mae confirm that only 1 additional license for the Analyzer is required per Section 5.15? Which Analyzer requires the additional license? | This optional task requires giving 1 additional user access to all analyzers (increasing the number of users from 20 to 21)
PWS | Can Ginnie Mae share the platform or application used for the Analyzer that requires a subscription? Is it expected that the contractor or Ginnie Mae will pay for the subscriptions? How many active/current subscriptions are there? | No, Ginnie Mae can not share the platform or application used for the Analyzer. The contractor provides access to the platform or application to the Government on a subscription basis. The number of users is expected to be 20 as described in PWS section 5.2.6.
PWS | Can Ginnie Mae confirm if the quantity of ad hoc analysis, reports, research projects in Section 5.16 are 5 or up to 5? | Up to 5 additional ad-hoc requests. Task 5.6 is only for additional ad-hoc support if needed.
PWS | The contractor may provide subscription access for up to 2 Ginnie Mae staff for the Credit and CRT Analyzers, per Section 5.17. How many Ginnie Mae staff currently have access? | There are currently 10 to 20 Ginnie Mae staff with access.
PWS | Can Ginnie Mae share the number of individuals that have access to each Analyzer? | The number of users is expected to be 20 as described in PWS section 5.2.6. There are currently 10 to 20 Ginnie Mae staff with access.
PWS | A Transition-Out tasks is detailed in Section 5.18, however a Transition-In task is not included in the PWS. We recommend Ginnie Mae include a Transition-In task. | Transition-in does not apply to this requirement.
Solicitation Attachment 3 | Are the Labor Categories in Attachment3 supporting the incumbent contract currently? | Attchment 3 has been deleted in its entirety.
Solicitation Attachment 2 | Is the contract term for the optional tasks firm fixed price? | Yes, See attachment 0002.
Solicitation | Given the depth, breadth, and quantity of the tasks within the PWS, would Ginnie Mae consider extending the RFP due date by 2 weeks following receipt of responses to bidders' questions to allow 8(a) companies the opportinuty to provide a comprehensive and thoughtful response? | See amendment 0002 extending the solicitation closing date.
PWS | Given the NAICS for this opportunity is 541511, does Ginnie anticipate a larger precentage of the work to be IT focused support compared to development of reports and mortgage market briefings? | A procurement is usually classified according to the component which accounts for the greatest percentage of contract value. Data integration, maintenance and update of custom data reports, access to industry reports, and ad hoc data analysis, research, and reports account for the greatest percentage of the contract value. However, it is up to each offeror to propose an acceptable technical solution.
Solicitation | Some tasks are marked “Optional”. How are these to be priced for a FFP contract? Per request? Should we provide separate bids for each optional task? | Offerors are to use attachment 2 to price line items based on the line item type. Optional line items maybe exercised at the discretion of the Government.
PWS | Per Section 5.2, can Ginnie Mae provide clarity on how many ad hoc meetings are anticipated? | Ginnie Mae expects up to 5 ad-hoc meetings per month.
PWS | Per Section 5.2, the PWS includes many topics to be discussed during the ad hoc meetings (ad hoc requests, reports, etc.); are the associated work and action items that result from the ad hoc meetings covered in other tasks. | The ad hoc request would be, for example a more refined analysis of a current report. The ad-hoc meetings will include topics and action items within scope of the PWS, albeit as more focused enhancments of a standard reports.
PWS | Section 5.2.5. (Data Integration). The first bullet specifies obtaining data from “other sources”. What are these sources and what data tables/fields are required? The sixth bullet point (making changes if Fannie/Freddie/Ginnie change their data fields) seems open-ended for a FFP deliverable. Can Ginnie Mae provide a level of effort or not to exceed estimate? The seventh bullet specifies a requirement to “host the data” – is this to be within Ginnie Mae’s current system, or is meant to be off-site on a contractor server? Bullet nine (Acquire, compile, etc.) does not have a specified quantity; is there one, or a not to exceed level? Can Ginnie Mae provide a minimum list of datasets required for inclusion? Note that some of these fields will be PII (eg, credit scores): How does this affect the hosting requirements? | The contract is FFP and Ginnie Mae expects the contractor to integrate the necessary data and make database adjustments if/when need. The GSEs may change their data format sometime during the contract performance period. The contractor is expected to stay abreast of proposed changes in disclosure data files and plan their work accordingly so there is no last-minute scramble and no break in service for Ginnie Mae reports/analyzers that utilize this data. Scope includes accommodation of any routine file format changes in public disclosure data.
PWS | Section 5.2.6. (Analyzers Access). No quantities are specified for data tables, view, scripts, reports, requests. Can any be provided? | The workload data is not available at this time.
PWS | Section 5.2.8. (Desired Analyzers). Which of these will be updates of existing Ginnie Mae reporting systems, which will be replacements, and which will be new? For the Macro Analyzer, will Ginnie Mae specify the tables and fields requested, and whether any manual extract-transform-loan activities are expected? | Ginnie Mae expects the contractor to provide all analyzers as described. All currently exist. Based on market conditions, there may be need to make minor updates and enhancements as described in the PWS. Significant enhancements such as a complete re-design shall be done via an optional task. All requests for enhancements will be within scope of the purpose and function of the existing analyzers.
PWS | Section 5.3.1. (Landing Page Modifications). Does this section apply to the new landing page created in the previous task, or a current landing page at Ginnie Mae (the specificity of, for example bullets 7, 8 and 10, suggests that this is a markup of an existing landing page)? | These are changes that should be made to the existing landing page. If a offerer is proposing developing a new landing page, it should be designed to reflect these requirements and within scope of the PWS. The landing page is simply a list of links to all the reports with descriptions.
PWS | Per Section 5.4, is there primary or secondary data collection and aggregation task involved as part of the Custom Data Reports task or is this a reports-only requirement? | Yes, the contractor would update reports using the updated monthly disclosure files, as per task 5.2.5. or there may be a need to develop a customized reporting solution, again within scope.
PWS | Per Section 5.5, if the industry reports being requested require subscriptions, will the subscriptions be embedded into to the direct price, or ODCs, or by some other arrangement? | This is a FFP contract ODCs are not allowed. Ginnie Mae will not provide licenses or subscriptions.
PWS | Section 5.5.1 (Industry Report Access). How is “unlimited annual use for approved Ginnie Mae staff” to be applied if third party data licensing terms place limits on use of data. | Ginnie Mae would respect reasonable access within the terms of the licensing agreements.
PWS | Per Section 5.6.2, does Ginnie Mae have further guidance or expectations in terms of the party performing the peer review? Is Ginnie recommending an internal contractor peer review or inclusion of Ginnie stakeholders or others? | Ginnie Mae expects high quality deliverables that have gone through effective quality control processes. The contractor shall propose a quality assurance process including peer review in their Quality Control Plan proposal.
PWS | Per Section 5.11. does Ginnie Mae anticipate the quantity and extent of the "Quantitative analyses of proposed policy impacts" the contractor will perform? In addition to the standard of review? | This is described in the PWS, but would not contemplated any requirement outside of the stated scope.
PWS | Per Section 5.11, a “Qualitative” analysis is not included in the requirement. Would any qualitative analysis be covered under this task or as an associated ad hoc task? | Although not specifically stated in the PWS, qualitative analysis may fall under analysis in general.
PWS | Is there available documentation on the current suite of tools referred to as the "Analyzer" referenced in Task 5.13? Can we receive more clarity on the nature of the development of the Analyzer tool(s) anticipated? Does the analyzer require any primary data collection, or interfaces to systems that with themselves require updates to provide the necessary data? | This requirement is non-developmental. The contractor exsisting analyzer tool will be configured to meet the requirement. The PWS 5.2.8 describes the purpose and function of the existing analyzers. Analyzers are custom-built dashboard-like applications that allow data query, filtering, graphing, summarization, and analysis. It is the user's point of access to the data and for generating their own reports and analysis.
57 PWS The enhancements described in Section 5.14 (Substantial enhancement to Existing Analyzer) are stated as “substantial”, but (a) are not quantified or described. Can more clarity on the nature and extent of the enhancements be given? Can clarification be given as to what type of software development is envisioned that can go through the whole development cycle (requirements, design, programming, testing, cut-over, documentation, training/implementation) in one month? This requirement is non-developmental.
This optional task would be activated if a significant re-design of an existing analyzer is needed. The redesigned module would be within scope.
Solicitation | There is no line item available for ODCs. Given all the technical requirements in this RFP, will an ODC allowance be provided? | No. The contract is Firm Fixed Price. The contractor should estimate any expenses for hardware, software, data, etc., and include that in the overall proposal pricing.
Solicitation | Are there Key Personnel requirements expected? | No. However there are contractor personnel requirments listed in the PWS.
Solicitation | Is there a known budget or not-to-exceed price for this effort? | That information is procurement sensitive.
Solicitation | Is this a follow-on or new requirement? If follow-on, please provide incumbent award information. | This is a follow-on requirement. The existing contract is GS10F074CA 47QFDA20C0007 and the incumbent contractor is Falcon Capital Advisors LLC.
PWS | The solicitation mentions Tableau in the PWS. Are there preferred or desired third-party tools or off-the-shelf-solutions for carrying out this effort? Would those be consideredODC’s and what is the expected budget for software licenses and any potential cloudcosts? | This is a FFP contract and ODCs are not allowed.
Ginnie Mae requires access to Tableau dashboards focusing on HECM/HMBS as specified in PWS section 5.2.8.
Solicitation | Please provide more information pertaining to the key personnel requirements. How many key personnel are required and what labor categories are considered key personnel? | There are no key personnel requirements. However there are contractor personnel requirments listed in the PWS.
Solicitation | Will HUD accept responses/quotations after the May 1, 2023 2:00 pm due date? |
| See amendment 0002 extending the solicitation closing date. | |||
Solicitation | Does this language mean companies earning up to $34 million annually can bid, or companies must earn more than $34 million annually are eligible? | Size standards are mostly based on the average annual receipts or the average number of employees. A small business size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. See the SBA link (https://www.sba.gov/federal-contracting/contracting-guide/size-standards) for additional information on size standard.
Solicitation | Can you please confirm it is 100% 8(a) set aside not full and open? | This acquisition is set aside on an 8(a) competitive basis.
PWS | In Attachment 0001 -Performance Work Statement Tasks, it covers tasks 5.1 through 5.18, can you please clarify that whether the offeror is required to demonstrate logical and feasible methods for meeting all requirements in tasks 5.1 through 5.18 or just those specified in Attachment 0001, Tasks 5.1 through 5.5. | See solicitation section 6.5.D technical approach;
The offeror shall submit a technical approach that demonstrates logical and feasible methods for meeting the requirements (including any Section 508 requirements) described in Attachment 0001 - Performance Work Statement Tasks 5.1 through 5.5 and meeting the performance objectives outlined within the solicitation.
PWS | Will the Government consider splitting LIN 0012, 0022, 0032, 0042, and 0052 into a price LIN for each Optional Task so that bidders can provide a price for each of the eight optional tasks (PWS Tasks 5.10-5.17). | Offers are to use the Price Schedule and the format provided in attachment 0002
PWS | Regarding Task 5.16 (Additional Ad Hoc Data Analysis, Research, and Reports) of the PWS, what is the minimum and maximum number of ad hoc requests the government assumes will be requested per contract year. | Exercising this optional task gives Ginnie Mae ability to request up to 5 additional ad-hoc requests. This task would only be awarded if all 48 ad-hocs under task 5.6 were consumed and additional ad-hoc support was needed.
Solicitation | Can we request the government to extend the deadline by a couple of weeks? | See amendment 0002 extending the solicitation closing date.
Solicitation | Is there an incumbent contractor for this work at HUD at this time? If Yes, could you please provide me with the name, contact email and phone number of the contractor. | This is a follow-on requirement. The existing contract is GS10F074CA 47QFDA20C0007 and the incumbent contractor is Falcon Capital Advisors LLC.
PWS | Is the scope of this requirement unchanged from the current contract? | No.
PWS | LIN 0012, Optional Tasks: Several of these optional tasks have somewhat open-ended requirements that will be defined at option task award. Per the Schedule of Services and Attachment 0002, the vendor is expected to provide a single fixed price. Would the Government consider eliminating this as a separately priced element and instead allocate a ceiling amount by contract year for the cumulative optional tasks? | No
Solicitation | The Base tab has breakdowns for LINs 0001, 0002, and 0003. Option 1 has a breakdown for LIN 0013. Option 2 has a breakdown for LIN 0023, Option 3 has a breakdown for LIN 0033, and Option 4 has breakdowns for LINs 0043 and 0053. Are these the only LINs the Government requires price breakdowns for? | See amendment 0002, attachment 0003 has been deleted in its entirety
PWS | The contractor shall host and maintain a secure on-line "Ginnie Mae Report Center" (GMRC) landing page: Is there an existing GMRC? If so, what is the platform/architecture? Is it hosted and maintained by the incumbent contractor? When does the GMRC need to be in place and operated by the contractor after contract award? | Yes, there is an exsisting GMRC. The platform/architecture is proprietary. Yes. Once the incumbent's contract expires and the incoming contractor's performance begins, the expectation is that there will be no break in the GMRC. Per the PWS, the contractor shall improve usability of the Ginnie Mae Report Center Landing Page within 2 months of award.
