Performance Work Statement (PWS) Integrated Analytics Service Provider Vision Statement

Ginnie Mae requires an Integrated Analytics Services Provider (IASP) contractor to provide data, tools, reports, and analysis to supplement and strengthen Ginnie Mae internal capabilities.

1 General Information

1.1 Scope of Work

The Government National Mortgage Association (Ginnie Mae) is a government-owned corporation that is part of the US Department of Housing and Urban Development. Ginnie Mae has need to supplement its internal data analysis capabilities with contractor support for specialized economic and statistical analysis, use of data query tools, and related support to conduct surveillance on issuers and monitor these and other market trends. This work will help Ginnie Mae manage risks and attract significant capital from global investors to its MBS program to fulfill its overall mission in the U.S. housing market.

Ginnie Mae is seeking a small-business 8(a) contractor to provide the following services:

· Enrich Ginnie Mae disclosure data (available on the www.ginniemae.gov website) with additional contextual data on a monthly basis; specifically, obtaining/acquiring comparable disclosure data from Fannie Mae and Freddie Mac and other sources, normalizing/standardizing/cleansing data, and integrating/joining/merging new data with existing Ginnie Mae disclosure data and making it available to Ginnie Mae staff.

· Develop and update comparative data sets to allow apples to apples analysis of Ginnie Mae program data with that of Fannie Mae and Freddie Mac.

· Develop and update a series of economic and housing data reports, updated at specific frequencies such as weekly, monthly, or quarterly, for monitoring of issuer securitization pools for outliers and gauging overall health of Ginnie Mae’s MBS programs.

· Provide Ginnie Mae staff access to data query/analyzer tools and data downloads for self-service querying

· Respond to time-sensitive ad-hoc request for data and reports

· Present briefings containing economic and housing market finance trends and observations periodically to Ginnie Mae managers and staff

· Provide data, analysis, and tools to increase Ginnie Mae’s ability to monitor issuer performance and gauge overall health the health of MBS programs.

· Provide training and support to promote self-service use of the analyzer tools

1.2 Background

The Government National Mortgage Association (Ginnie Mae) is a government-owned corporation that is part of the US Department of Housing and Urban Development. Ginnie Mae helps make affordable housing a reality for millions of low- and moderate-income households across America by channeling global capital into the nation's housing markets. Specifically, the Ginnie Mae guaranty allows mortgage lenders to obtain a better price for their mortgage loans in the secondary mortgage market. The lenders can then use the proceeds to fund new mortgage loans available. Without that liquidity, lenders would be forced to keep all loans in their own portfolio, meaning they would not have adequate capital to make new loans.

Ginnie Mae guarantees investors the timely payment of principal and interest on Mortgage-Backed Securities (MBS) backed by federally insured or guaranteed loans mainly loans insured by the Federal Housing Administration (FHA) or guaranteed by the Department of Veterans Affairs (VA). Other guarantors or issuers of loans eligible as collateral for Ginnie Mae MBS include the Department of Agriculture's Rural Development (RD) and the Department of Housing and Urban Development's Office of Public and Indian Housing (PIH).

In recent years, the Ginnie Mae MBS portfolio has grown significantly with over 11 million securitized loans totaling over 2 trillion dollars. The proportion of new purchases, refinances, home equity conversion mortgages (HECMs), Green Loans, and other loan types in Ginnie Mae’s portfolio continues to change following trends in the housing market and overall economy. The demographics of borrowers also is changing. Further, the profile of the over 300 issuer program participants who manage the Ginnie Mae government guaranteed securitized loans is also evolving. Ginnie Mae has a need to supplement its internal data analysis capabilities with contractor support for specialized economic and statistical analysis, use of data query tools, and related support to conduct surveillance on issuers and monitor these and other market trends. This work will help Ginnie Mae manage risks and attract significant capital from global investors to its MBS program to fulfill its overall mission in the U.S. housing market.

The data, tools, reports, and analysis will be used to monitor rapidly changing market forces, understand trends with MBS issuers, compare Ginnie Mae performance with Freddie Mac and Fannie Mae, identify outlier conditions that raise concerns, perform rigorous review of issuers securitized pools, and gauge overall health of Ginnie Mae’s MBS programs. The information, insights, and services to be acquired under this contact are critical to protecting Ginnie Mae’s government guaranty and will enable Ginnie Mae to make data-driven decisions using up-to-date and relevant data and take swift and appropriate actions to mitigate risks and maximize outcomes to borrowers, investors, and issuers.

All ad-hoc requests and all associated output and documentation are property of Ginnie Mae. The contractor may not share results, documentation, or any aspect of any ad-hoc request outside Ginnie Mae (including social media or corporate website blog post) unless they have explicit written approval from the COR.

1.3 Constraints

The services identified in this PWS will adhere to the rules, regulations, laws, standards, and conventions identified by HUD as well as within the Federal Government.

The detailed tasks of each area can be found in Section 5 of the PWS.

1.5 Non-Personal Services

The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services.

If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a policy, decision making, or management nature, i.e., inherently Government functions. All decisions relative to programs supported by the Contactor shall be the sole responsibility of the Government.

1.6 Period of Performance

The Period of Performance shall be for one base period of 12 months and four (4) 12-month option periods.

1.7 Place of Performance

The services to be performed under this contract shall be performed at the Contractor facility.

1.8 Hours of Operation

The Contractor is responsible for providing services between the hours of 9:00 am and 5:00 PM EST Monday thru Friday except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closing, or similar Government directed facility closings. The Government reserves the right to change hours of operation or restrict contractor access. Government agencies will not be available during scheduled holidays, inclement weather, weekends, and after duty hours.

The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within the contract when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.9 Special Qualifications

N/A

1.10 Post Award/Kickoff Conference

The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5 and HUD Acquisition Regulation (HUDAR) clause 2452.237-79 - Post Award Conference.

1.11 Status Meetings

The Contracting Officer, Contracting Officer’s Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to also review Contractor performance, requirement status, etc. At these meetings, the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance or progress of the requirement. The Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. Post Award Conference and subsequent meetings may be held via teleconference at the Contracting Officer's discretion.

1.12 Contractor Travel

Prior to travel, the Contractor shall coordinate with and receive Government authorization from the COR for all travel. Reimbursement of travel costs will be in accordance with the Federal Travel Regulation and in accordance with FAR 31.205-46.

1.13 Transition In

The Contractor shall, upon the Contracting Officer's written notice, furnish Transition-In services as required. As a successor, the Contractor shall have sufficient personnel on board during the sixty (60) day Transition-In period to ensure a smooth transition with the incumbent Contractor. The Contractor shall provide an orderly transition of work acceptance and accomplishment such that any impact to the program is minimized. During the Transition-In period, the Contractor shall become familiar with the requirements to commence full performance of services by the end of the contract Transition-In period. Transition-In is not required if the successor Contractor is the incumbent Contractor.

1.14 Transition Out

To minimize any decrease in productivity and to prevent possible negative impacts on additional services, the Contractor shall have sufficient personnel on board during the sixty (60) day Transition-Out period. The incumbent Contractor shall ensure a smooth transition with the successor Contractor during the Transition-Out period, prior to completion of contractual performance. The incumbent Contractor shall aid the successor in the development of plans, procedures, and methods for the assumption of all on going work. The Contractor shall provide an orderly transition of work acceptance and accomplishment, such that full control by the successor Contractor is achieved by the end of the new contract Transition-In period.

2 Definitions and Acronyms

2.1 Definitions

Business/Workdays - Every official work day of the week which are days between and including Monday to Friday. This does not include public holidays and weekends.

Calendar Day - Any day of the week.

Contractor - A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Contracting Officer (CO) - A person with authority to enter, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: the only individual who can legally bind the Government.

Contracting Officer's Representative (COR) - An employee of the U.S. Government appointed by the Contracting Officer to perform contract administration activities regarding technical issues. This individual has authority to provide technical direction to the Contractor if direction is within the scope of the contract, does not constitute a change and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

Defective Service - A service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable - Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

Government Furnished Property (GFP) - Government-furnished property means property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract.

Performance Requirements Summary (PRS) - A listing of the performance requirements under the contract that are to be evaluated by the Government on a regular basis, performance indicators for these requirements, performance standards for these requirement and surveillance methods to be used to determine if performance standards are met.

Performance Standard - The Contractor's performance level required by the Government.

Performance Work Statement (PWS) - A statement of work for performance-based acquisitions that describe the required results in clear, specific and objective terms with measurable outcomes.

Physical Security - Actions that prevent the loss or damage of Government property.

Quality Assurance (QA) - Policies and procedures adopted by the Government to ensure that supplies and services acquired under Government contracts conform to the contracts quality requirements.

Quality Assurance Surveillance Plan (QASP) - A plan describing how the agency will survey, observe, test, sample, evaluate and document the Contractor's performance in meeting critical performance standards identified in the contract.

Quality Control (QC) - All necessary measures taken by the Contractor to assure that the quality of a product of service shall meet contract requirements.

Service Contract - A contract that directly engages the time and effort of a Contractor whose primary purpose is to perform an identifiable task rather than to furnish an end item of supply.

Subcontractor - Any person, other than the prime Contractor, who offers to furnish or furnishes any supplies, material, equipment, or services of any kind under a prime contract or a subcontract entered in connection with such prime contract, and any person who offers to furnish or furnishes general supplies to the prime contractor or a higher tier subcontractor. The Government does not have privity of contract with a subcontractor.

Work Week - Monday through Friday, unless specified otherwise.

The Government will furnish, at no cost to the Contractor, the GFP shown below.

3.1 Government Services

To Be Determined by the Government as needed.

3.2 Facilities

No Government facilities will be provided.

3.3 Equipment

No Government equipment will be provided.

3.4 Materials and Information

The Government will provide materials only as required.

Copies of required materials may be provided to the Contractor in hard copy or soft copy. All materials will remain the property of the Government and will be returned to the COR upon request or at the end of the contract period.

3.5 Quality Assurance (QA)

The Government shall evaluate the Contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable quality level.

4 Contractor-Furnished Items and Services The Contractor shall furnish, all facilities, equipment, and supplies required to perform the work under this contract that are not listed under Government-Furnished Property and Services.

4.1 Facilities

The contractor shall furnish all facilities required to do the work unless provided in Section 3.

4.2 Equipment

The contractor shall furnish all requirement required under this contract.

4.3 Materials

The contractor shall furnish all materials required not provided by the government.

4.4 Contractor Responsibilities

The Contractor shall only conduct business with designated Government personnel listed as points of contact (POCs). Names of authorized personnel shall be provided to the Contractor by the Government, in writing, and updated as necessary throughout the contract period of performance.

U.S. Government records, copies of original results and reports, verified original data, corrected data, and corrected supporting final reports which are maintained by the Contractor remain the property of the U.S. Government. These files/results must be surrendered to the COR.

4.5 Contractor Personnel

N/A

4.6 Identification of Contractor Employees

All Contractor/subcontractor personnel shall wear company picture identification badges as to distinguish themselves from Government employees. When conversing with Government personnel during business meetings, over the telephone, or via electronic mail, Contractor/subcontractor personnel shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. Contractors/subcontractors shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation. Where practicable, Contractor/subcontractors occupying collocated space with their Government program customer shall identify their workspace area with their name and company affiliation, or at a minimum, "Contractor" after name.

5 Specific Tasks

5.1 Project Management Plan (PMP)

The contractor shall develop a project management plan with a deliverable tracker identifying all tasks and all deliverables, due dates, and acceptance by Ginnie Mae. The PMP shall address all requirements contained in this PWS and define a detailed plan and schedule for the program throughout the periods of performance. The Contractor shall provide Ginnie Mae with a draft PMP at the Kick-off Meeting. Ginnie Mae will make comments on the draft. The Contractor shall incorporate these comments into the final PMP and return it to Ginnie Mae for approval within five (5) business days of receiving Ginnie Mae comments. The PMP is an evolutionary document that shall be updated monthly on the 10th business day of the month. The Contractor shall work from the latest Government-approved version of the PMP.

The project plan shall include the following data for each task and deliverable:

· Task name (does not change)

· Deliverable name (does not change)

· Due date (does not change)

· Actual delivery date (starts blank/date entered when delivery is accepted by the COR)

· % complete (updated weekly as work progresses)

· Status (not started yet, in progress, submitted and in review, behind schedule, at risk, or completed/closed)

· Notes specific to the task Performance Standards

a) Standard: Develop a project management plan with a deliverable tracker identifying all tasks and all deliverables, due dates, and acceptance by Ginnie Mae..

5.2 Program and Contract Management

5.2.1 Monthly status summary report with PMP/deliverable tracker update The contractor shall develop and provide Ginnie Mae with a monthly summary status report including deliverable tracker and summary of ad-hoc requests completed and in progress by the 10th business day of the month (or next business day if the 10th day is a Federal holiday), reflecting work from the previous month. The report shall meet the following requirements:

· Be no more than 3 pages maximum

· Include any risks that would cause delay or disruption to any future deliverables, and any other risk to the successful performance of the contract.

· Update Ginnie Mae on any staffing changes or other significant corporate or process changes.

· Provide any overall trends or observations about Ginnie Mae data.

· Make recommendations for additional ad-hoc research/analysis/reports or future Market Briefing topics that could benefit Ginnie Mae.

· Contain an updated PMP showing progress in completing tasks.

· Update the % complete, delivery dates, and status of each task/deliverable.

· Communicate any risks or concerns to the COR.

· Include a usage report (in table or matrix or spreadsheet format) itemizing how many times each user has logged in to the analyzers to run a query or obtain data.

· Contain an up-to-date training plan (as per task 5.7) including training sessions completed (with date, topic, and attendance) and up-coming training dates/topics.

5.2.3 Ad-Hoc Meetings

The contractor shall attend any ad-hoc meetings requested by the COR to discuss any issues or concerns. Ad-hoc meetings may cover priority topics, ad-hoc requests, reports, website changes, data trends, questions about the PMP or deliverables, or other topics related to tasks within this contract.

5.2.4 Quality Control Plan

The contractor shall develop and deliver a Quality Control Plan/Quality Assurance Surveillance Plan (QASP) within 30 days of award describing their processes for the following items:

· Reviewing and clarifying requirements for reports/ad hoc requests to ensure they are developing data products that meet the customers’ needs and expectations;

· Verifying the format of the deliverable (Spreadsheet, PDF, data file, etc.), whether the numbers should be presented as counts or percentages, if the data should be summarized or aggregated, et cetera;

· Data certification, including verifying data is being acquired from the correct source(s) and is of the correct vintage, verifying business rules/calculations, and ensuring the most appropriate statistical methodologies and technologies are being used;

· Ensuring adequate peer review and/or other data verification and validation steps are in place to build confidence the data is correct;

· Ensuring compliance with Section 508 accessibility requirements;

· Ensuring compliance with HUDs data privacy and security protection requirements;

· Ensure adequate testing is done on all analyzers and website changes;

· Other steps for validating and certifying data provided to Ginnie Mae to protect Ginnie Mae’s reputation and reduce institutional risks to the Agency.

5.2.5 Data Integration

On a monthly basis, but no later than one business day after loan-level data is released, the contractor shall download Ginnie Mae loan-level disclosure data from on the www.ginniemae.gov website and integrate with additional data as specified. The tasks will include the following items:

· Obtain/acquire comparable disclosure data from Fannie Mae and Freddie Mac and other sources;

· Normalize/standardize the data to ensure consistency;

· Integrate/join the additional data with existing Ginnie Mae disclosure data to create a holistic dataset across the three agencies;

· Make loan-level data available to Ginnie Mae within 24 hours of monthly release of loan-level data. Since loan-level data is typically released the night of the 6th business day of the month, the contractor shall update all Ginnie Mae data and reports that utilize this data by 7th business day of each month;

· Follow the quality control plan;

· If Ginnie Mae, Freddie Mac, or Fannie Mae add fields or make other changes to their disclosure data, modify their data processes, data files, and reports to accommodate and include all changes by the following month;

· Host the data and provide access to Ginnie Mae staff;

· Allow Ginnie Mae staff to download complete integrated data files;

· Email the COR and all Ginnie Mae users when the monthly data refresh has completed successfully;

· Acquire, compile, collect, and/or integrate data from third-party data sources as needed for reports, data files, analyzers, and other tasks. Third-party data sources may include, but are not limited to:

· Periodic update of credit scores;

· House Price Index (HPI) estimates;

· Loan data from Federal Housing Administration (FHA), Veterans Administration, and USDA Rural Housing (RH) programs;

· Real Estate Mortgage Investment Conduit (REMIC) Factor Files and Relay Files for data used in structuring Ginnie Mae REMICs;

· Financial Industry Regulatory Authority MBS TRACE data;

· Freddie Mac and Fannie Mae data sets. This data may be used to perform regular statistical reporting, analytics, and ad-hoc reporting at the loan level and security level for MBS, and Multiclass Programs. For example, Platinum, REMICs, Giants and Megas;

· The Consumer Financial Protection Bureau (CFPB) annually supplied Home Mortgage Disclosure Act (HMDA) data;

· Federal Reserve Economic Data (FRED);

· Black Knight;

· McDash;

· Other similar data sources;

· Provide documentation and answer questions about the above data sources upon request.

5.2.6 Analyzers Access

The contractor shall provide unlimited annual access to self-service web-based tools for data analysis, extract, and querying collectively to be called "Analyzers” for up to 20 Ginnie Mae staff. If additional users need access, Ginnie Mae will activate task 5.15.

The contractor shall provide support to create userIDs and instructions for users to establish their own passwords. The contractor shall provide a password reset feature and shall encourage Ginnie Mae staff to use it but shall offer manual password reset support if needed.

The Analyzers shall be sourced from the contractors comprehensive integrated repository database of loans and pools from Freddie Mac, Fannie Mae, and Ginnie Mae.

The contractor shall update this database as per the Data Integration task above as required.

The Analyzers shall be able to perform the following types of tasks to help Ginnie Mae staff:

· Users enter numbers and choose options and filters on the Analyzer web screen (for instance, a user chooses the time with a start/end date, and which types of loans or pools the user wants to see), and the analyzers automatically query the integrated database and returns data output that is tailored and filtered to the users specified requests.

· Filters and queries present the data in an organized way and allow visualization such as bar charts and trend-over-timeline graphs.

· Analyzers help the user see a very small subset of the entire database, which contains hundreds of millions of records, along with summary statistics such as totals, percentages, medians/averages, change over time, and rates of change (how fast is the data changing, and is it accelerating or slowing down).

· Allow downloading of the results in Excel-compatible format for further analysis on a user’s desktop.

· Help Ginnie Mae staff understand trends in the secondary mortgage market, identify anomaly situations, and monitor issuers to ensure they are not engaging in risky practices.

Analysis and output from this task used by Ginnie Mae are generated automatically, by the analyzer tools, not by contractor personnel.

5.2.7 Analyzer Support

The contractor shall provide basic user support for analyzer functionality such as answering questions about data or calculations, orienting new users to the interface, or providing individual assistance on specific features of the analyzers. Support shall be done remotely via telephone or video conference screen-share. Longer, more in-depth trainings shall be provided via task 5.7.

The contractor shall make minor changes to the Analyzers as requested by the Ginnie Mae COR. Minor changes are defined as cosmetic/formatting, text/label changes, and/or minor change of data/metrics or narrative that require only minimal effort. Substantial changes that require significant new calculations, new statistical models, writing of new queries, new features or functionality, or complete analyzer redesign are not included, and would be funded via task 5.13 or task 5.14.

The contractor shall monitor use of the analyzers and shall include usage metrics in the monthly report (task 5.2.1).

Upon request from the COR, the contractor shall provide raw data files and comprehensive documentation on the analyzers such as data calculations, business rules, query code, data processing workflows, data definitions, or data quality procedures for purposes such as auditing or performing independent data quality reviews.

The contractor shall maintain the analyzers at 99.0% or greater availability during Ginnie Mae business hours 9:00am to 5:00pm Eastern on Federal Business Days. The contractor shall notify Ginnie Mae anytime the Analyzers are not available during business hours, and note any downtime on the monthly reports.

5.2.8 Desired Analyzers

The Contractor shall provide the following analyzers at a minimum:

· Cohort Analyzer. The Cohort Analyzer shall allow users to build cohorts from loan-level data, including 100% coverage for pools issued in or after 2013. It shall allow users to distinguish between bank and nonbank sellers and servicers and allows queries by state. The data shall be sourced from disclosure data of Fannie Mae, Freddie Mac, and Ginnie Mae. The contractor shall perform cleaning, standardization, and other analytical enhancements. Cohort Analyzer can also operate on CMO collateral groups, customer portfolios, and the Federal Reserve's portfolio. The Cohort Analyzer shall also provide Quick Tables such as agency prepay by state, agency prepay time series, agency prepay loan age ramp, agency prepay pool age, agency delinquency by state, agency delinquency by servicer, agency S-curve, GSE delinquency by appraisal method, GSE issuance by seller, and GSW PIW by Issuer

· Pool Level Analyzer. The Pool Level Analyzer shall allow users to build cohorts from pool-level data. This analyzer shall include pool level data from 1994 to present and shall contain information of the derived Mega, Giant, and Platinum pools. It shall allow users to analyze CMO collateral groups, customer portfolios, and the Federal Reserve’s portfolio.

· HECM Analyzer. The Home Equity Conversion Mortgage (HECM) analyzer shall allow users to build cohorts from loan-level data for reverse mortgages, allowing users to study the performance of reverse mortgage loans endorsed by FHA and securitized through Ginnie Mae's HECM program. This analyzer shall also allow analysis of HECM CMO collateral groups and HECM customer portfolios. This analyzer shall also have an FHA Reverse snapshot module.

· HMDA Analyzer. The Home Mortgage Disclosure Act (HMDA) analyzer shall allow users to build cohorts from loan-level data reported to HMDA. The HMDA Analyzer shall have data on over 500 million loan applications, including 350 million originated or purchased loans, reported by 7,000 financial institutions since 1990. The HMDA database shall be organized around mortgage originators. It shall allow users to distinguish between bank and nonbank lenders. It also shall provide users with information for loans that are held on book and not placed in agency pools. The HMDA analyzer also shall have Quick Tables for single family by respondent, and multi-family by respondent.

· Mortgage Company Data Analyzer. The Mortgage Company Data Analyzer shall include Company level information compiled from different data sources such as Agency mortgage data, HMDA data, call reports, and others. The contractor shall clean and standardize data to ensure consistency across company names and across different sources. This analyzer shall allow users to distinguish between lenders and servicers, and between banks and nonbanks. This analyzer shall include monthly agency mortgage securitization volumes by individual sellers and servicers compiled from Agency source data. It also shall include monthly agency servicing right acquisitions and transfer volumes by institution sourced from Agency mortgage data. Additionally, this analyzer shall include data on mortgage applications, originations, and loan purchase volume for individual lenders annually from HMDA data.

· Macro Analyzer. The Macro Analyzer shall be a comprehensive tool for users to supplement their mortgage analysis based on information obtained from selected public data sources, including but not limited to: Census Bureau, data compiled by the Federal Reserve, Department of Labor, Department of Finance, Banks Call Reports, and others, on related topics in the macroeconomics and finance areas. Examples include Federal Reserve data on holdings of MBS, Treasury data on foreign holdings of MBS, and FFEIC data on bank holdings of mortgage assets (Call Reports). Standard macro-economic data such as household formation, homeownership rate, residential investment and housing sector prices and rents shall also be also included.

· Multi-Family Analyzer. The multifamily analyzer shall allow for querying of Ginnie Mae’s multifamily loan portfolio. This analyzer shall allow users the query at the loan level, pool issuance level, and allow analysis of payoff data.

· Outlier Filter. The outlier filter allows Ginnie Mae staff to identify issuers with outlier performance metrics. Filters include cohort CPR, loan count, date, T-score, and other parameters.

· Summary tables. Summary tables include high level monthly summaries of net issuance by GSE/Ginnie Mae, Ginnie Mae net issuances by agency, Libor index pools, Tic data, Credit Outcome distribution, and Loan delinquency curves.

· HECM/HMBS Dashboards. A series of Tableau dashboards providing details on Home Equity Conversion Mortgages (HECM) data and HECM Mortgage-Backed Securities (HMBS). These dashboards shall be sourced from public disclosure data and display trend information on interest rates, loan age, principal balance, draws, participations, pooling, and other data relevant to help Ginnie Mae monitor the HMBS program.

The contractor shall provide technical subject matter experts with significant experience in the following fields: economics, statistics, database design, business intelligence, financial forecasting/modeling, data visualization, data governance, predictive analytics, and related fields.

The contractor shall provide experts with significant knowledge of the secondary mortgage market, reverse mortgages, mortgage-backed securities, MBS transactional processing, bond markets, multifamily property financing, mortgage loan underwriting, and other policies, programs, and processes related to MBS.

The contractor shall host and maintain a secure on-line "Ginnie Mae Report Center landing page for hosting and posting all Ginnie Mae reports (defined as custom reports or data downloads not shared outside Ginnie Mae), data download files, slide decks, excel files, and other deliverables.

The contractor shall maintain all reports on the GMRC landing page through the duration of the period of performance and shall not archive or remove any deliverables unless specifically requested in writing from the COR.

5.3.1 Landing Page Modifications

The contractor shall modify/enhance the Ginnie Mae Report Center landing page as needed to include new deliverables and reports created during the period of performance.

The contractor shall improve usability of the Ginnie Mae Report Center Landing Page within 2 months of award. Specifically, the contractor shall:

· Add a brief description of each report

· Fix typos, spacing errors, spelling, and grammatical errors (e.g., "Loan age should be "Loan Age and "Delinq should be spelled out "Delinquency)

· Define all acronyms.

· Fix Info Bubbles with inadequate or unclear information by adding more intuitive descriptions.

· Add Info Bubbles with intuitive descriptions for reports that currently don’t have one.

· Add a data dictionary and/or metadata for all reports (or provide a link if one already exists)

· Change "GNM to "Ginnie Mae on report titles and slides

· Change the phrase "More reports to something more intuitive such as "View this report from a previous month/quarter.

· Test the page for Section 508 accessibility and make coding changes as needed to improve compliance with Section 508 requirements.

· The current navigation is confusing for users. The contractor shall improve navigation links and page titles to make the report center more intuitive and easier to navigate (for instance, clicking on "Market Reports directs to a page called "Ginnie Mae’s Reports and clicking on "issuer Report takes the user to a page called "Report Center.)

· Clearly distinguish reports that are Ginnie Mae-specific and only available to Ginnie Mae users, from reports that are available to other industry clients. This can be achieved visually with a different color, an icon, a label, or other styling change.
