PERFORMANCE BASED SPECIFICATION

This is a performance-based solicitation. The Government’s requirements are expressed in the form of the minimum quality standard to be met. The Contractor is to determine the optimal work schedule, resource allocations and performance methods. Therefore, it is strongly advised that you review the complete solicitation so that you are aware of all the terms and conditions.

SHALL VS. MUST

Throughout this solicitation, the terms “shall” and “must” are used. “Shall” and “must” denote the imperative.

They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” and “must” have the same meaning.

SITE VISIT

Tours will be given at the Federal Center, Charles F Prevedel Federal Building, and the Sammy L. Davis Federal Building. The Offerors shall determine any conditions that affect the work and make a thorough site investigation for each location before submitting an offer, including all applicable measurements.

Submittal of an offer shall be evidence that the offer has complied with all of the foregoing. No allowances will be made for failure to avail oneself of such information. See Section L for details.

ACQUISITION BUDGET

The annual budgeted amount for this acquisition has been established at $186,195/yr - $240,957/yr.* This includes all locations: the Federal Center, Charles F. Prevedel Federal Building, and the Sammy L. Davis Federal Building.

Interested vendors: The budgeted amount provided is for your informational purposes only. Offerors are not precluded from submitting a price that is outside the budgeted range provided by the Government, nor is the Government precluded from making an award which is outside the budgeted range. Offerors are to submit a competitive price that is commensurate with the requirements of the contract, which can be higher or lower than the budget range provided by the Government. The budget range is being provided in an effort to assist you in formulating solutions that meet both our requirements and our budget.

*The budgeted amount includes only what is described in the solicitation as “standard services,” which will be included in your proposed monthly price. All “above standard services” or “additional service CLINs” are not included in the government-developed budget range.

B.1 DESCRIPTION OF SERVICES

The Contractor shall provide all management, supervision, manpower, equipment and supplies necessary to provide lawn and grounds maintenance services as described herein. The Contractor shall plan, schedule, coordinate, and assure effective performance of all services. The Contractor will provide lawn and grounds maintenance services in accordance with the requirements at the Federal Center, 4300 Goodfellow Boulevard/4601 Planned Industrial Drive, St. Louis, MO; Charles F Prevedel Federal Building, 9700 Page Avenue, Overland, MO; and Sammy L Davis Federal Building, 1655 Woodson Road, Overland, MO effective March 1, 2021.

This is a performance-based solicitation. These performance-based specifications express the Government’s requirements in the form of the minimum quality standard to be met. Offerors must determine the optional work schedule, frequency, resource allocations and performance methods. Carefully review the complete solicitation so that you are aware of all the terms and conditions. The Government may at any time, add other building(s), equipment, or work to this contract. All changes are negotiated.

All items must be completed below to be considered for award. Pricing must be included for each CLIN. Prices include all labor, equipment and materials. Rates quoted shall apply for Monday through Sunday. Provide a price per month for each location as specified below in Item A to include Treatments 1 and 3. Provide a price per month for each location as specified below in Item B to include Treatment 7.

The base period of performance is March 1, 2021 through February 28, 2022. The Contractor will be paid only for months services are provided. The monthly price should reflect seven monthly payments for the base period.

The period of performance for the option periods is March 1 through February 28/29. The Contractor will be paid only for months services are provided, April 1 through October 31. The monthly price should reflect seven monthly payments for each option period.

Offerors are cautioned that any offer may be rejected as non-responsive if it is materially unbalanced as to prices. An offer is unbalanced when prices are significantly less than cost for some work and prices are significantly overstated for other work.

B.2 SCHEDULE OF SERVICES

B.2.1 STANDARD SERVICES

B.2.1.1 TREATMENT 1 – Lawn Mowing/Debris Cleanup All lawn/turf areas shall be cut to a height between 3 and 5 inches, uniform in appearance, free of strips, gaps, rutting, or scalping. This includes perimeters that require weed eating and edging.

Turf shall be cleared of debris before cutting. Grass in the turf areas shall not be in clumps and shall be cleared off sidewalks, courtyards, and roadways. Any area that is cut, trimmed or raked, must be completed before going to another area and be free of excess clippings. All concrete and asphalt areas (sidewalks, driveways, parking lots, and patios) shall be kept weed free. All walks, curbs and drives shall be vertically edged. In the fall, leaves shall be picked up before and after mowing including all exterior basement stairwells and below grade pits at all locations. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, signage, and other fixed obstacles and temporary obstacles/objects. Trimming height shall match surrounding area grass height. All areas that are mowed shall be trimmed.

Lawn or other landscaping areas with a fence on the grounds or directly adjoining (field areas) will be cut to a minimum of 15 feet on both sides of the fence where possible. In cases where 15 feet is not applicable, the grass shall be cut up to the point where GSA property lines terminate. The Contracting Officer’s Representative (COR) and his/her designee will make these determinations. Any questions in regard to General Services Administration (GSA) property lines shall be directed by the Contractor to the COR and his/her designee. All fences shall be weed free and trimmed at the time mowing is conducted.

As a safety precaution, all mowers shall be operated with discharge chutes down and away from any windows, vehicles, mulch or rock beds to prevent any clippings being blown in these areas. In order to avoid damage to grass, mower blades must be sharp, level and not cause ragged edges, uneven cuts or damage to the turf.

Contractor shall submit a Lawn Mowing Schedule for all three sites to the COR for approval (see J.1, Contractor Chart of Deliverables). Contractor shall notify COR 24 hours in advance if there is a change in the scheduled mowing visit. Lawn mowing services shall be provided during the following hours at the following locations:

B.2.1.2 TREATMENT 3 – Chemical Application The Contractor shall submit a Chemical Application Schedule listing the time of application and type of chemicals to be used on the site, as well as the Material Safety Data Sheet (MSDS) to the COR (or his/her designee) for approval BEFORE the application of these chemicals. Areas that are recommended for chemical application shall be professionally inspected at the Contractor’s expense and a recommendation will be made in writing to the COR or his/her designee. All work approved must be coordinated with the COR or his/her designee.

Contractor shall provide a program to promote the growth of a healthy lawn while eliminating pest weeds.

The Contractor shall apply the proper treatment to ensure healthy root growth while maintaining the right amount of nutrients. As a general rule of thumb, if the amount of nitrogen is between 5 and 12, the application rate should be 8 pounds per 1,000 square feet. If the Nitrogen is between 12 and 18, the application rate should be 6 pounds per 1,000 square feet.

The chemicals listed below shall be applied in early spring, late spring, and winter in accordance with industry standards:

Broadleaf weed control Pre-emergent crabgrass control Fertilizer with slow release nitrogen Balanced Fertilizer Grub Control

Pre-emergent weed control for beds shall also be applied as necessary.

B.2.1.3 TREATMENT 7 – Detailed Landscaping and Maintenance Contractor shall provide all personnel, equipment, tools, supervision, and other items necessary to ensure detailed landscaping and maintenance services are performed in a manner that will promote the growth and present a clean, neat, and professional appearance of healthy grass, trees, shrubs, bushes, plants, flowers, ornamental plantings/grasses, ivy, and any other landscaping design elements existing alone or in landscaping beds, flower beds, shrub beds, and rock beds. Pest management, herbicide applications, and performing other operations may be required to maintain healthy, viable plantings. When noxious weeds are present, the Contractor shall remove them using approved weed control industry standard practices and applicable federal and state laws. Refer to the Missouri’s noxious weed list.

Services will also be directed by the COR, which includes, but is not limited to performing planting, cultivating, pruning, trimming, weeding, raking, fertilizing, mulching, reseeding, and watering of all aforementioned landscaping items. Watering will include the use of irrigation systems (where applicable), manual watering/hoses, truck, and/or the use of tree/landscaping watering bags, to the extent necessary to keep all trees and plantings healthy. New plantings, as well as tree and stump removal are within the scope of this contract but shall be ordered on a case-by-case basis (under CLIN 0028, 1028, 2028, 3028, or 4028, appropriate).

Additional services under this treatment will include leaf removal, reseeding grass, storm cleanup, and tree trimming up to and including 15 feet. All services covered under this treatment will be completed on a weekly basis with the exception of the leaf removal, storm clean up, and tree trimming. Reseeding grass will be completed on an as needed basis for areas that are less than 1,000 square feet and are patchy/dying/worn out. Leaf removal will be completed on an as needed basis and will consist of removing all leaving and pooling of leaves from the site (this excludes turf areas as detailed in Treatment 1). Storm cleanup will include the cleanup and removal of all fallen limbs and damaged landscaping elements or debris from the site immediately following the end of a storm. The Contractor shall be responsible for identifying all trees that require pruning or trimming. The Contractor shall prune or trim all trees as needed up to and including 15 feet on an as needed basis, but at a minimum of once per month. Pruning or trimming shall be accomplished in accordance with industry standards. Pruning shall be required to lift, remove, and/or cutback branches that conflict with normal vehicle/foot traffic or safety, in addition to removing dead branches. Any tree trimming up to and including 15 feet that the Contractor or the COR or his/her designee finds necessary to perform due to safety concerns will be completed as soon as possible. All leaves, weeds, cuttings, tree limbs, and landscaping debris will be removed from premises.

Retention ponds and natural prairie grass maintenance is required at all locations. Retention pond and prairie grass maintenance includes, but is not limited to: trimming trees, bushes/shrubs, and other vegetation as needed to maintain the natural beauty of the areas; removing and disposing all trash and landscaping debris from basin, slopes, and bank of retention pond; ensuring retention pond is free of weeds in basin, slopes, and bank; and maintaining the area on slopes of the retention pond so natural grasses can hold the soil in place around the pond. Grasses on the slopes and basin of the pond shall be cut in a way to prevent slope erosion and wall/basin damage. The Contractor shall collect all trimmings and dispose of offsite. Pond bottoms, slopes, and banks shall be inspected monthly during the landscaping season (April 1 through October 31) for erosion. Bare patches shall be reseeded and stabilized quickly to prevent further erosion. Some side slope areas may be stabilized by buried or exposed rock. If rocks are dislodged from their original location by a storm or other event, the Contractor shall place them back into their original position. When noxious weeds are present, the Contractor shall remove them using approved weed control industry standard practices and applicable federal and state laws. Refer to the

Missouri’s noxious weed list. Do not apply herbicide chemicals in the pond area that are not approved for such use.

Cost of all services listed above per month, includes all locations. Pricing shall be based on a seven month season (April through October) for the base period and all option periods.

Treatment 7 shall be provided Monday through Friday during the following hours at the following locations:

B.2.1.3.1 SUBMITTALS FOR TREATMENT 7

B.2.1.3.1.1 Detailed Landscaping and Maintenance Schedule Contractor shall submit a Detailed Landscaping and Maintenance schedule to the COR for approval. The schedule shall include daily work areas for each site.

B.2.1.3.1.2 Watering Schedule The Contractor shall submit a watering schedule to the COR for approval. The schedule shall include daily/weekly/monthly work areas for each site, as applicable.

B.2.1.3.1.3 Tree and Shrub Maintenance Schedule The Contractor shall submit a Tree and Shrub Maintenance Schedule to the COR for approval. The schedule shall include daily/weekly/monthly work areas for each site, as applicable.

B.2.2 ABOVE STANDARD SERVICES

B.2.2.2 TREATMENT 2 – Additional Water Service Quote a price per hour for watering. Watering shall be required whenever rainfall is inadequate to keep the turf and related vegetation growing and in a healthy state. This may be accomplished by using a hose, truck, or hand watering.

The Government will provide the water for this treatment. The Contractor will provide laborers, sprinklers, soaker hose and related equipment for hand watering the turf and/or beds and tree water bags for trees.

The hose will be set at the direction of the COR or his designee. The hose will be moved every hour and repositioned for even watering. Contract employees will be signed out of hand watering by the contract supervisor and given other duties after the hose is positioned. PRICING FOR THIS TREATMENT

APPLIES TO ALL BUILDINGS.

B.2.2.3 TREATMENT 3 – Additional Chemical Application Quote a price per 1,000 square feet (SF) for chemical application. If there is more than 25% of weeds remaining after application, the application must be re-applied at the Contractor’s expense. A schedule listing the time of application and type of chemicals that are to be used on the site will be provided to the COR or his designee before application along with the MSDS of each chemical. Areas that are recommended for chemical application shall be professionally inspected at the Contractor’s expense and a

Solicitation 47PG0120R0008 6 of 145 recommendation will be made in writing to the COR or his designee. All work approved must be coordinated with the COR or his/her designee. PRICING FOR THIS TREATMENT IS

APPLICABLE TO ALL BUILDINGS.

B.2.2.4 TREATMENT 4 – Seeding (Over 1,000 square feet) - Quote a price per 1,000 square feet for power seeding, overseeding, and new lawn seeding as directed by the COR or his/her designee. This applies to all locations and all areas as ordered. PRICING FOR THIS TREATMENT APPLIES TO

ALL BUILDINGS.

B.2.2.5 TREATMENT 5 - Aerating – Quote a price per 1,000 SF for aerating. Aerating machine should be a core extracting type and remove a core no less than 1 ½ inch and no more than 3 inches in depth.

Cores extracted shall be crumbled up by dragging and redistributing in the area they were removed.

Treatment includes staking or flagging sprinkler head locations. PRICING FOR THIS TREATMENT

APPLIES TO ALL BUILDINGS.

B.2.2.6 TREATMENT 6 – Field Mowing Field areas must be policed before mowing. Mow or cut all vegetation with the exception of trees with a caliper of 2 inches or more. Slopes and ditches may be cut with a weed eater as needed. Trim around all fences and structures in these areas.

B.2.2.7 TREATMENT 7 – Additional Detailed Landscaping and Maintenance Quote a price per hour for detailed landscaping and maintenance. All services under Treatment 7 of Standard Services may be ordered as additional hourly services requested by the COR and performed as directed by the COR. These services shall be ordered in situations where the COR determines that hourly services are needed in addition to the standard services. These services may be requested individually as stand-alone services or grouped together as package services. The COR will make this determination in situations where there is an extreme need to correct deficiencies in landscaping caused by acts of God, or other extreme circumstances out of the Contractor’s or the Government’s control. There is a two (2) hour minimum for all unexpected work. PRICING FOR THIS TREATMENT APPLIES TO ALL

BUILDINGS.

B.2.2.8 TREATMENT 8 – Mulch Quote a price per cubic yard for mulch and application. Contractor will provide mulch and labor to spread as directed by the Contracting Officer’s Representative (COR). Mulch will be 2”-3” thick. PRICING

FOR THIS TREATMENT APPLIES TO ALL BUILDINGS.

B.2.2.9 TREATMENT 9 – Replacing Sod Quote a price per square yard for removal of sod and replacement. Contractor will remove existing sod if necessary and replace with Hybrid Blue Grass sod or equivalent. Old sod will be taken off of premises for disposal. PRICING FOR THIS TREATMENT APPLIES TO ALL BUILDINGS.

B.2.2.10 TREATMENT 10 – Fertilizing Trees - Quote a price per tree. Contractor will provide necessary labor and materials to feed each tree with proper treatment of fertilizer (i.e. nitrogen, phosphorus and potassium) as slow releases and placed as prescribed. Size of trees may vary but the treatment should be based on an average between a large tree and a small tree. PRICING FOR THIS

TREATMENT APPLIES TO ALL BUILDINGS.

B.2.2.11 TREATMENT 11 – Dethatching – Quote a price per 1,000 SF to dethatch lawns. Contractor will provide all necessary labor, materials and equipment to dethatch lawns as listed using a dethatching

B.2.2.12 TREATMENT 12 - Irrigation – Quote a price per hour for repair, spring start up, and winterization of the irrigation system. PRICING FOR THIS TREATMENT APPLIES ONLY TO

SAMMY L DAVIS FEDERAL BUILDING, 1655 WOODSON RD.

B.2.2.13 TREATMENT 13 – Seasonal Cleanup (Outside of Growing Season for November 1 to March 31) - Quote a price per job. Contractor will provide necessary labor and materials to remove leaves and other debris from lawns and all beds (flower, ivy, etc.), edging, walks and drives. Debris shall be hauled off-site as directed by the COR or his/her designee. These duties are typically performed in the Spring or Fall.
