Section IV – Evaluation.

RFO 52.212-2 Evaluation- Commercial Products and Commercial Services, applies to this acquisition.

The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose solicitation response conforming to the solicitation will be most advantageous to the Government, and judged to represent the best value to the Government based on the following factors:

A. Evaluation Factors (in order of importance):

1. Price

2. Technical Acceptability

3. Past Performance

The Government is utilizing the Best Value Continuum, Lowest Price Technically Acceptable (LPTA) source selection process. All technically acceptable quotes with an acceptable past performance rating shall be treated equally except for their prices. Failure to meet a requirement may result in an offeror being determined technically unacceptable. By submission of its quote, the offeror accedes to all solicitation requirements, including terms and conditions, representations, and certifications. The Government intends to award a single, Firm-Fixed Price contract as a result of this solicitation to an Offeror who is deemed to be responsible in accordance with RFO subpart 9.1 and as supplemented.

B. Evaluation Approach.

Step 1: All Offerors will be evaluated for responsiveness. Responsiveness is determined by verifying compliance with RFO 52.212-1 and its addendum.

Step 2: All responsive Offerors will be ordered, by price, from the lowest to the highest Total Evaluated Price (TEP). Offerors are required to use Attachment 4, Pricing Schedule Worksheet to calculate the TEP. The TEP is comprised of the total contract value.

Step 3: Technical evaluations will start with the lowest TEP quote and continue until two

(2) quotes are determined to be technically acceptable, or until all quotation responses have been evaluated. In the event that all proposals have been reviewed before determining two technically acceptable, the Government reserves the right to award to the one responsible, technically acceptable offeror, if determined in the best interest of the Government and the price is determined fair and reasonable.

Step 4: The quotation responses determined to be technically acceptable will then be evaluated for past performance until two (2) technically acceptable quotation responses have been determined to have acceptable past performance. Steps three (3) and four (4) will continue until two (2) quotation responses have been determined acceptable in both technical and past performance, or until all quotation responses have been evaluated.

Step 5: The Government will make a determination of price fair and reasonable.

Volume I. Pricing Evaluation.

The Government will evaluate quotes for award purposes based on their TEP.

For offerors who propose a location outside of the 8-hr driving radius, travel costs will be considered for evaluation purposes and calculated in accordance with the Joint Travel Regulation (JTR), including per diem rates provided in the attached documentation and a mileage rate of $0.725 per mile, with travel distances up to 400 miles per 10 hours factored into the calculation.

The award will be based on the Lowest Price Technically Acceptable (LPTA), where the total price, including the training and (JTR) travel costs, will be evaluated to determine the best value to the Government.

A. Travel Costs Calculation:

Travel costs will be calculated based on the Joint Travel Regulation (JTR). Contractors should calculate the mileage for the travel to the training location using the rate of $0.725 per mile.

Additionally, the contractor will need to account for per diem rates (for meals and lodging), which are provided in the attached documentation.

To calculate travel costs, contractors should:

1. Measure the total distance from Moody AFB to the training location.

2. Multiply the total miles by $0.725 per mile to get the total mileage reimbursement.

3. Add the per diem (meals and lodging) for each day of travel.

4. The total travel costs will be included in the proposal and evaluated as part of the overall cost.

B. Price Evaluation Cont.

1. Initially, solicitation responses shall be ordered from lowest to highest TEP, as previously defined.

2. The TEP will be evaluated to determine whether it is reasonable. In instances where an Offeror's proposed price(s) appears exceptionally low, offerors may be requested to address this disparity by providing evidence of their capability and/or performance at similar price(s). The burden of proof as to price credibility rests with the offeror. An exceptionally or unrealistically low quote that's left unexplained may pose an unacceptable risk to the Government and may be a reason to reject an offeror's solicitation response.

3. The Government anticipates adequate price competition and intends to award a single, Firm-Fixed Price contract without communicating with respective Offerors. The Government, however, reserves the right to communicate if deemed in its best interest.

Volume II. Technical Evaluation.

To be considered technically acceptable and eligible for award, the offeror’s quote must submit a Statement of Work that demonstrates a clear and comprehensive understanding of all requirements outlined in the SOO. A quote/SOW that merely restates, paraphrases, or mimics the verbiage of the SOO will be deemed technically unacceptable. A clear understanding is not demonstrated by simply repeating the requirements. Instead, a technically acceptable proposal must provide a detailed and convincing narrative that explains how the offeror will meet the stated requirements.

Volume III. Past Performance:

The Offeror's past performance efforts will be assessed in three categories: Recency, Relevancy, and Performance Quality. The Government will only evaluate Performance Quality on past efforts that are determined to be both recent and relevant. Past performance will be evaluated on an Acceptable/Unacceptable scale as defined below.

1. Based on the Offeror's performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror's performance record is unknown: Acceptable

2. Based on the Offeror's performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort:

Unacceptable

Recency Assessment. An assessment of the PPI will be made to determine if it is recent. To meet the definition of recency, contract performance of at least one (1) year in length and within the last five (5) years from the date of the issuance of this solicitation.

Relevancy Assessment. The Government will conduct an evaluation of recent performance information obtained to determine how closely the services performed relate to the Scope/Complexity, Magnitude, Contract Type and Contract Environment of efforts described in this solicitation. Relevancy definitions are provided below.

a. Scope/Complexity – Responsible for Free Fall/Jump or parachute training support Services for other Pararescue/Special operations members, which is relevant to Moody AFB’s 38 RQS Free Fall training SOO, performed as a Prime Contractor or Subcontractor (Relevant). All other PPI (Not relevant).

b. Magnitude – Performed on contracts/task orders concurrently or consecutively with a combined value of at least $50K (Relevant). All other PPI (Not relevant).

c. Contract Type – Performance under a FFP task order or purchase order (Relevant). All other PPI (Not relevant).

d. Contract Environment – Contract performance on Federal, State, or Local Government property within the United States (Relevant). All other PPI (Not relevant).

Performance Quality Assessment. The government will determine how well the offeror performed on past contracts that are both recent and relevant, and, based on an integrated assessment, assign a rating of "Acceptable" or "Unacceptable" as described.

In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance IAW RFO 15.202(c)(1). Therefore, the Offeror shall be determined to have unknown past performance. Unknown or neutral past performance, in the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
