About this file
This is a Request for Quotation (RFQ) for construction services to repair critical waterborne vessel barrier systems at Hoover Dam, issued by the U.S. Department of the Interior, Bureau of Reclamation, Lower Colorado Region.
The project involves two primary line items: (1) Lakeside (Upstream) Water Barrier/Boomline Repair and (2) Lakeside (Upstream) Vessel Gate Replacement Installation. The work is classified as a simplified acquisition for construction alteration estimated between $25,000 and $100,000. Contractor employees performing installation must be paid in accordance with Davis-Bacon wage rates. Quotes are due by May 14, 2026 at 1600 hours local time and must be submitted electronically to Jennalyn Kent at jennalyn_kent@ios.doi.gov. The contractor shall commence work within 14 calendar days of notice of award and complete all work within 60 calendar days. Performance bonds are required if the contract exceeds $150,000. Award will be made to the responsible offeror submitting the lowest price, with all proposals evaluated for price reasonableness and unbalanced pricing. The contracting officer is Luis Gallardo (Yuma Area Office), and the contract specialist is Jennalyn Kent (Boulder City Office). Contractor responses must include representations and certifications, completed SF-1442 pricing forms, and a technical narrative demonstrating a viable approach to completing the Statement of Work. The Statement of Work requires repair and certification of the existing boom line and installation of a Government-owned vessel exclusion barrier gate, with proof of ASTM Standard F2766-11 certification required for any vessel exclusion barrier proposed.
