About this file
This is a Statement of Work (SOW) for Solicitation No. 140R3026Q0038 issued by the Bureau of Reclamation's Lower Colorado Dams Office (LCDO) Security Office. The project involves the installation of a new Vessel Exclusion Barrier (VEB) Gate at Hoover Dam to replace an existing waterborne gate that has failed on the lakeside boom line. The government-owned gate was previously purchased from Worthington Products and is currently stored at the Hoover Dam Warehouse. The contractor must install this fully operational waterborne vessel gate and verify that all components of the exclusion barrier are serviceable and operational upon completion.
The contractor must possess a minimum of three years of field experience in the assembly, installation, and verification of Worthington Products. Two deliverables are required, both due 30 days from contract award and deliverable to the LCDO: (1) installation of the existing gate ensuring effective operation and compliance with safety standards, and (2) repair and servicing of existing barriers with certification that all components are operational and meet required standards. The contractor is responsible for all travel costs. Critical security requirements apply given Hoover Dam's National Critical Infrastructure designation; all work requires prior approval from the NCI Security Manager, and contractor employees are subject to security checks. Contractor-produced information is classified as Public Information (Non Official-Use-Only), except for government-furnished work products designated Official Use Only – SENSITIVE (FOUO/SENSITIVE). The Contracting Officer's Technical Representative is Mr. Dwayne Privott, Bureau of Reclamation, Lower Colorado Dams Office, Hoover Dam, (702) 494-2210, dprivott@usbr.gov.
