SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Laundry Services Statement of Work

C.1. OVERVIEW / BACKGROUND. The Library requires contract support for laundry/linen service for its Events Office located in Washington, D.C. The Library Events Office (LEO) supports official Library-sponsored events, public programs, ceremonies, receptions, VIP functions, and other activities requiring clean, presentable, event-ready linens, uniforms, and related textile items. The purpose of this requirement is to establish reliable, timely, and quality-controlled laundering, cleaning, pickup, delivery, inventory accountability, and related services for Government-owned items.

C.2. SCOPE. The contractor shall provide laundry/linen service for the Library of Congress.

C.3. REQUIREMENTS. The contractor shall furnish the physical plant (at an off-site location). All labor, supervision, management, management support, supplies, ancillary equipment, vehicles and materials necessary for accomplishment of complete laundry/linen services shall be included.

The Contractor shall maintain adequate staffing, equipment, transportation capacity, and processing capability to meet routine requirements as well as reasonable fluctuations in volume associated with the Library’s event schedule.

Government-owned items shall be segregated, tracked, and protected throughout pickup, transportation, processing, storage, and delivery to minimize loss, commingling, contamination, or damage.

All workmanship shall be in accordance with practices established by the Association for Linen Management (ALM) (formerly National Association of Institutional Linen Management), Dry Cleaning & Laundry Institute International (DLI) (formerly International Fabricare Institute), Textile Rental Services Association (TRSA), manufacturer care instructions, applicable federal and District of Columbia requirements, and accepted industry standards. It is intended that services shall include all processes necessary for the laundering of articles even though every step involved is not specifically mentioned. All work shall be performed under sanitary conditions as specified by the Joint Commission (formerly the Joint Commission on Accreditation of Healthcare Organizations).

Cleaning methods shall be appropriate for the material, construction, color, embellishments, and intended use of each item. The Contractor shall not use a cleaning method reasonably expected to cause shrinkage, discoloration, fading, transfer of color, distortion, excessive wear, or other damage.

C.3.1 Cleaning Schedule

Routine pickup and delivery shall occur once weekly on Wednesday, unless otherwise directed by the COR. When Wednesday falls on a Federal holiday or the Library is closed, the Contractor shall coordinate an alternate service date with the COR.

The Contractor shall provide the COR with a proposed recurring pickup/delivery window. Once approved, the Contractor shall adhere to that schedule unless a change is approved by the COR.

The Contractor shall provide standard turnaround of no more than five (5) business days from pickup to return delivery unless otherwise agreed to by the COR.

The Contractor shall notify the COR as soon as practicable of any circumstance that may delay a scheduled pickup or delivery and shall provide an estimated revised delivery time and proposed corrective action.

C.3.2 — Emergency/Expedited Services

The Library hosts events that may create unanticipated or time-sensitive laundry requirements. The Contractor shall provide expedited service requests with a turnaround of no more than three (3) business days from pickup to return delivery unless otherwise agreed to by the COR.

No expedited-service surcharge may be incurred without prior authorization from an authorized Government ordering official.

The Contractor shall notify the COR as soon as practicable of any circumstance that may delay a scheduled pickup or delivery and shall provide an estimated revised delivery time and proposed corrective action.

C.3.3 Cleaning Specifications

Items shall be returned in a clean, dry, sanitary, presentable, and event-ready condition state free of visible soil, dirt, grime, foreign material, odors and avoidable wrinkles.

Stains shall receive appropriate pretreatment and stain-removal treatment based on fabric type and manufacturer care instructions. If a stain cannot reasonably be removed without risking damage to the item, the Contractor shall immediately identify the item and notify the COR rather than using a treatment likely to damage Government property.

Table linens, napkins, skirts, and similar event textiles shall be folded and packaged in a manner designed to minimize wrinkles and protect items during transportation and storage. Uniform garments shall be returned pressed or otherwise professionally finished, as appropriate to the garment, and placed on hangers or folded as directed by the COR.

The Contractor shall not permanently mark, label, tag, embroider, or otherwise alter Government-owned property without prior written authorization.

The Library does recognize the possibility of the Contractor achieving the same or improved results due to innovative approaches, advances in the state-of-the-art materials, equipment, and supplies. Accordingly, provision is hereby made for alterations when a Contractor demonstrates the ability to maintain the standards established herein through use of improved techniques, materials, scheduling, etc. All changes are contingent upon the recommendations of the COR and the approval of the Contracting Officer (CO).

The contractor is responsible for compliance with all appropriate Joint Commission, DC, and other regulatory agencies record keeping requirements.

C.3.4 Damage and Loss

All tasks accomplished by the contractor's personnel shall be performed to preclude damage of Government-owned uniforms, linens, curtains, felt pads, table/platform skirts, and other items.

The Contractor shall maintain accountability for Government property from the time the Contractor accepts custody at pick up until the property is returned and accepted by the Government.

The Contractor shall immediately report any damage, disfigurement, or loss to the COR, followed by a written report.

The written report shall identify, at minimum: the item; quantity; date received; nature of the damage/loss; known or suspected cause;

corrective action; and proposed resolution.

When the Contractor has caused damage or loss of Government property, the Contractor shall reply in writing within 10 business days stating the reason, corrective measures taken, and preventive procedures initiated.

Government property lost or damaged beyond reasonable use while in Contractor custody shall be repaired or replaced, as directed by the CO, with an item of comparable type, quality, size, color, and value at no additional cost to the Government

C.3.5 Linen Control

The contractor shall comply with all the Library's requests and policies relative to linen control.

• At each pickup, the Contractor and Government representative shall document the type and quantity of items transferred into Contractor custody.

• At each delivery, the Contractor shall provide documentation reconciling the items picked up, items returned, items pending processing, items requiring additional treatment, and any damaged or missing items. The contractor shall participate in inventories of Government provided specialty linen.

• Any article billed for, but missing, shall be supplied or otherwise resolved in coordination with the COR/CO at no additional cost to the Government.

• Library owned items lost or badly damaged while under the control of the Contractor must be replaced within 30 days at the contractor’s expense unless an alternative resolution is approved by the CO

• The Contractor shall not substitute Contractor-owned linens or other items for Government property without prior approval from the COR.

C.3.6 Delivery Requirements Pickup and delivery shall occur at a Library-designated loading/service location in Washington, DC. The specific location and access procedures will be provided by the COR.

The Contractor shall be responsible for loading, unloading, and safely transporting all items between the designated Government pickup/delivery location and the Contractor's facility.

The contractor shall provide the COR with a written report of all uniforms and linens that are processed.

Each pickup/delivery record shall include:

• Date of pickup/delivery; description of item; quantity; applicable size/color, when necessary for identification; service performed; quantity returned; quantity outstanding; damaged/re-cleaned items; and name/signature or other acknowledgment of the Contractor representative completing the transaction.

• A consolidated monthly report shall be provided electronically to the COR no later than 5 business days following the end of each month.

C.3.7 — Contractor Quality Control

The Contractor shall maintain an internal quality-control process sufficient to ensure that services comply with this contract before items are returned to the Library. At a minimum, the Contractor shall inspect processed items for cleanliness, stains, damage, completeness, proper finishing, and correct quantities before delivery.

The Contractor shall promptly correct deficiencies identified by the Government and take reasonable steps to prevent recurrence.

C.3.8 — Transportation and Protection of Government Property

Vehicles used to transport Government-owned linens and uniforms shall be clean, enclosed, and suitable for protecting processed and unprocessed items from weather, dirt, contamination, moisture, pests, and other conditions that could affect the items.

Clean and soiled items shall be appropriately separated during transportation. Clean items shall be packaged or otherwise protected to maintain their condition through delivery.

C.3.9 Inspection and Acceptance

The COR or designee will inspect delivered items for compliance with contract requirements.

Acceptance criteria shall include, at minimum:

• Correct quantity returned;

• Correct Government items returned;

• Items visibly clean and free from objectionable odors;

• Reasonable stain removal consistent with the item's condition and fabric;

• No new discoloration, shrinkage, tears, burns, holes, excessive wrinkling, or other damage attributable to processing;

• Items properly pressed, folded, hung, or packaged, as appropriate; and

• Delivery documentation accurately identifying the items and quantities returned.

Any items found to have been unsatisfactorily cleaned shall be re-cleaned and returned at no additional cost to the Government. Items requiring re-cleaning shall not be included as billable units for the subsequent re-cleaning. Repeated quality deficiencies may be documented by the COR and considered in assessing Contractor performance.
