SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK
The Preservation Directorate, Preservation Services Division (PSD) is responsible for purchasing and making available metal theft detectors known as security targets (or security strips). These security targets are used to protect many of the Library of Congress’ (LOC’s) collections, including both book and non-book formats, from the unauthorized removal from Library facilities both on and off Capitol Hill.
To protect the many thousands of new items added to the collections, as well as material already in the collections that have not yet been protected, the Library requires up to 2,000,000 security targets over five years. The Library anticipates up to 100,000 hardbound (single sided) and 250,000 softbound (double sided) targets per year, up to 5,000 custom 3” single sided strips per year and no more than 200 bayonet type insertion rods in total over the five years. These are estimates only and the Library will purchase materials as needed from this IDIQ. The Library also anticipates the need to accommodate unanticipated projects as well as unforeseen drops in amount of material processed.
Materials come into the Library through Copyright Division and through the LOC Acquisitions and Bibliographic Access Directorate.
The material is housed in five different facilities including three LOC Capitol Hill buildings: the Jefferson, Adams and Madison buildings. The public has access to materials from the collections for research and use through several reading rooms located in the Capitol Hill buildings. The main campus of the Library has three buildings, with 9-14 doors used at any time for staff and the public to enter and exit. Each of these doors has a Sentry Custom Security Knogo™ MM1 Single Aisle with #6218 controllers theft detection system, which is a micro-magnetic system designed to emit a signal in the presence of a permanently active electromagnetic security strip (also commercially called tags or targets.) The Library does not employ automated high-speed application systems for attachment of security strips, only manual application, due to preservation requirements for care and handling.
In addition to annual operations for newly acquired items and items in the Capitol Hill collections since the spring of 2010, the Library has been moving millions of special format collections items to a state-of-the-art, off-site collections storage facility at Fort Meade, MD. These collections are comprised of books and special format items, such as prints, photographs, drawings, manuscripts, sheet music, globes, negatives, microfilm masters and other 3-dimensional materials. Security targets will serve to protect both containers and items during various phases of moving and storing collections at Fort Meade, as well as during the access of items by patrons on Capitol Hill.
These materials are needed to meet LOC Preservation specifications for the preservation and security of the collections in order to comply with the Library’s core mission to safeguard the collections for future generations.
C.2. SCOPE
The contractor shall provide all categories of security targets and insertion rods to protect Library of Congress collections.
C.3. REQUIREMENTS
C.3.1. The Contractor shall provide the following materials:
Book spine insertion security targets (single-sided adhesive, compatible with insertion rod) o Width shall be 3 – 6 mm. Dimensional tolerance is ± 0.5mm.
o Length shall be 101 – 169 mm.
Insertion between pages security targets (double-sided adhesive, overhanging liner) o Width shall be 3 – 4 mm. Dimensional tolerance is ± 0.5mm.
o Length shall be between 125 – 165 mm
3” single sided custom security strips for microfilm boxes.
o Width shall be 3 – 6 mm. Dimensional tolerance is ± 0.5mm.
o Length shall be 70 – 80 mm.
Insertion Rods (thin and flat metal rods with rounded corners)
C.3.2. The contractor shall provide security strips that are compatible with the Sentry Security Model Single Aisle MM1/6218 controller type systems now in use at LOC. The contractor shall provide strips that operate in aisles up to 42”, which is the maximum width for the Sentry Security Model Single Aisle MM1/6218 controller type systems that are in use at the Library. The exception is for 3” strips which are expected to operate in a 36” aisle width.
C.3.3. The contractor shall provide double sided strips that have an overhanging liner for ease of insertion into gutter, and single sided strips that are compatible with ‘bayonet’ type insertion tools (flat metal rods with rounded edges) for application into the spine hollow of the book. The contractor shall ensure targets comply with the detailed preservation specifications for the construction and performance of the targets are attached.
C.3.4. The contractor shall provide products and supplies that meet or exceed LOC Preservation specifications #800-801-22 “Specifications for Pressure Sensitive Adhesive Security Strips for Application in the Spine Hollow of Bound Books” and #800-802- 22 “Specifications for Pressure Sensitive Adhesive Security Strips for Application to Text Pages of Bound Books” and will be tested by the Library as follows for compliance.
C.3.5. The contractor shall meet requirements for composition using one of the options given, meeting dimensions, degree of whiteness, and brightness retention specified in attached LOC Preservation specifications #800-801-22 and #800-802-22.
C.3.6. The contractor shall provide adhesive that meets or exceeds requirements for composition, bond strength, bond strength after accelerated aging, and migration and staining specified in attached LOC Preservation specifications #800-801-22 and #800-802-22.
C.3.7. The contractor shall ensure security targets are inconspicuous, and shall not interfere with the use of library materials.
C.3.8. The contractor shall ensure that the Security targets provide the ability to conceal the security strip without covering any additional information on the material to be protected. The contractor shall ensure there is not any adverse effect on the detection capability if more than one security strip is affixed to an item.
C.3.9. First Article Testing Schedule and Sample Submission
Upon award and issuance of each subsequent task order, the Library will test additional samples taken from the order according to the LOC Preservation specifications #800-801-22 and #800-802-22 (also see Section I - 52.209-4, First Article Testing). Testing will be completed before invoices are accepted and approved. If samples fail testing, the product received by the Library, less the samples used for testing, will be returned to the vendor at the vendor’s cost, and invoices will not be approved for payment. Such testing may take up to ten weeks after receipt to complete.
