Library of Congress Preservation Directorate Specification 800-802 – 22 1

Library of Congress Preservation Directorate Specification Number 800-802 – 22

Specifications for Pressure Sensitive Adhesive Security Strips For Application to Text Pages of Bound Books

This specification is provided as a public service by the Preservation Directorate of the Library of Congress. Any commercial reproduction that implies endorsement of a product, service, or materials, in any publication, is strictly prohibited by law. This Specification is written for L.C.

purchasing purposes and is subject to change when necessary. If you are reading a paper copy of this specification please check our website for the most up-to-date version.

Scope Security devices that meet the requirements set forth in this specification are intended for use between the pages of bound books designated as General Collection materials only. These devices are not intended for use on rare or highly valuable materials, or application to photographic materials.

1. Composition and Chemical Requirements

1.1 Carrier

The type of carrier must be selected from the following list of options, unless otherwise specified on the Purchase Order. The selected material must meet the composition requirements as stated.

The magnetic strip must be sandwiched between two strips of an opaque white carrier such that the color of the metal is obscured and the metal does not come into contact with the adhesive on the exterior of the strip. The metal strip must be placed in the center of the carrier such that the metal does not extend to edges of the carrier strip.

1.1.1 Polyester

The polyester must be a white opaque film, 1 – 2 mil thick. The polyester must be biaxially oriented, non-recycled film, with no plasticizers added.

1.1.2 Polypropylene

The polypropylene must be a white opaque film, 1 – 2 mil thick. Biaxial orientation is preferred.

1.1.3 Paper

The paper must meet the composition and chemical requirements stipulated in Library of Congress Specification 100-100, section 1.

1.2 Adhesive

The pressure-sensitive adhesive layer must possess high permanence characteristics such that the security strips, once applied, remain attached permanently and can be removed only with difficulty. The adhesive must be clearly identifiable as an acrylic polymer or copolymer by its infra-red spectrum.

Library of Congress Preservation Directorate Specification 800-802 – 22 2

2. Physical and Performance Requirements

2.1 Flexibility

The carrier must remain flexible and not become brittle when exposed for 28 days at 80° C and 50%

RH.

2.2 Bond Strength

The adhesive must remain permanently affixed to both the carrier and the substrate with no loss of adhesive strength for the life of the object to which it is applied, under conditions of normal use.

The adhesive must demonstrate sufficient bond strength for the security strip to support a test weight equivalent to 200g per 25 mm. 3 mm wide strips will be tested with a weight of 22 g. 4 mm wide strips will be tested with a weight of 30g.

2.2.1 Test Method

This procedure is a 90-degree peel test, modified from ASTM D2860M-90. The bonding strength of the adhesive to two different substrates is assessed. These test panels, designated LC Standard Test Panels PP-1 and PP-2, consist of two different papers applied to 3” x 6” sections of 40 pt. binder’s board. The materials used on these LC Standard Test Panels, one clay-coated alkaline paper and one un-coated alkaline paper, have been selected to represent the surface characteristics of papers commonly found in General Collection books, and that will retain enough strength after accelerated aging to permit peel testing. Information on the composition of LC Standard Test Panels can be obtained from the Library of Congress Preservation Research and Testing Division.

2.2.1.1 Application and Exposure

A set of three security strips is applied to the Test Panel over a Mylar window that permits only a one inch length of the adhesive side of the strip to be in contact with the substrate, as illustrated in ASTM D 2860, procedure B. The security strips are set in place by applying firm pressure with the edge of a 3M plastic applicator, model

no. P.A.-1., to the strip in four downward strokes. The test panels are then subjected to accelerated aging at 80°C and 50% RH for 28 days. At the end of the aging period the test samples are placed in an environmental chamber conditioned to 73°F and 50% RH for 24 hours.

2.2.1.2 Test and Evaluation

At the end of conditioning period the appropriate test weight is suspended from the free end of the security strip and timed for 10 minutes. At the end of this test period, the test strip must not have peeled away from the substrate by more than 10 millimeters.

2.3 Adhesive Migration and Staining

2.3.1 Test Method

This test measures the color (brightness) change of a paper substrate that may occur over time when an adhesive security strip has been applied to it. The change in brightness will

Library of Congress Preservation Directorate Specification 800-802 – 22 3 be measured according to TAPPI T 452. The test is modified to accommodate the narrow dimensions of the strip by reducing the measuring aperture from the standard 12 mm to 6 mm by application of a black polypropylene mask over the standard aperture. This test uses LC Standard Test Papers P-1, P-2, P-3, P-4, P-5, P-6, and P-7. Information on the composition of LC Standard Test Papers can be obtained from the Library of Congress Preservation Research and Testing Division.

2.3.1.1 Application and Exposure

One security strip is applied between two strips each of 7 separate LC Standard Test Paper substrates. The security strip is set in place by applying firm pressure with the edge of a 3M plastic applicator, model no. P.A.-1, over the strip in four downward strokes. Two separate samples of test paper sandwiches on each type of paper are made. One of each type of test paper sandwich is subjected to accelerated aging at 80°C and 50% RH for 28 days. One is saved for use as an un-aged control.

At the end of the aging period the aged test samples are placed in an environmental chamber conditioned to 23°C and 50% RH for 24 hours.

2.3.1.2 Measurement and Evaluation

Strips are measured for discoloration of the substrate by the adhesive by measuring the color of the paper alone and the color of the paper with the security strip behind

it. Measurements are first taken on the sample before aging. The difference between these two measurements is calculated and taken as the control. Both sides of the paper sandwich are measured, and designated Side A and Side B. Three measurements down the length of the security strip are taken and averaged.

Brightness measurements are taken on the same areas after aging.

This test examines whether the measurement of the difference in color of the paper substrate alone and the color of the paper substrate with the security strip behind it has remained the same after aging. An increase in this measurement indicates that the security strip has adversely affected its paper substrate and resulted in a change of the color of the paper where the security strip has been applied.

Discoloration of the paper by the adhesive will be considered unacceptable if the difference in brightness between the aged and un-aged sample exceeds 3 points.

2.4 Security Strip Operation

The strips will be tested to ensure that they are capable of activating the Library’s alarm system.
