Section C - Descriptions/Specifications/Statement of Work

Section C Statement of Work

C.1. BACKGROUND

The Acquisitions and Bibliographic Access Directorate acquires materials for the Library of Congress (LC) in all formats and in all subjects, except technical agriculture and clinical medicine, from all over the world. The U.S. Arts, Sciences, and Humanities Division (USASH) catalogs materials specifically acquired through the United States Copyright Office and the Library of Congress’ Cataloging in Publication Program (CIP).

The Social Sciences Section (SS) and the Art, Religion and Technology Section (ART) process more than 60,000 receipts each year.

The materials consist primarily of English language works in the subject areas of the social sciences, technology and religion.

An unprocessed backlog of more than 24,000 exists in these two sections – Social Sciences and Art, Religion, and Technology – in which the Library has limited expertise. The Library requires assistance in cataloging the unprocessed works. The SS and ART Sec-tions cannot complete the bibliographic records in LC’s Integrated Library System (ILS). A contractor is needed to help reduce the number of the works that will remain in an in-process state. An independent contractor, working with the Contracting Officer’s Rep-resentative (COR), will catalog a portion of the works by preparing bibliographic records in an Integrated Library System (ILS) with appropriate description and subject headings. The completion of the records will make the materials available to Congress, staff servi-cing their needs, and Library users.

This project relates directly to the Library’s mission by providing access to materials that assist Congress in its legislative work and facilitate the advancement of knowledge. It helps to fulfill one of Library’s strategic goals by creating catalog records that contribute to the development and preservation of an expansive and universal collection of knowledge. It ensures that materials accumulated at the highest collecting levels possible are available for Congress’ use and furthers research endeavors. Additionally, the processing of these works will impact positively upon LC services provided by areas such as the Humanities and Social Sciences Division (HSS) and the Science, Technology & Business Division (ST&B) which support the Congressional Research Service.

C.2. SCOPE

The contractor shall prepare and catalog English language bibliographic records in the Library's ILS to provide users access to the ma-terials.

C.3. REQUIREMENTS

The contractor shall perform specific tasks that relate to the processing of the materials in the Library’s ILS, Ex Libris Voyager 10.1.0.

The contractor shall use standard cataloging tools such as Resource Description & Access (RDA), the RDA Tool Kit, Cataloger’s Desktop, Library of Congress Subject Headings (LCSH) and MARC 21 to supply the required bibliographic information. The con-tractor shall:

• Catalog approximately 2,592 items for the base year; and approximately 1,596 items for each option year. The COR will determine the materials to be processed each month. However, the amount to be processed shall not exceed the figures lis-ted.

• Use a Library issued computer to search for each title to be processed to prevent creation of duplicate records, processing of duplicate copies, and to check authority control of headings used in access points.

• Complete the cataloging in initial bibliographic records of English language materials in the social sciences, religion and technology areas under the guidelines defined in Attachment J1.

• Supply the required descriptive elements and Library of Congress Subject Headings for single-part monographic materials being cataloged.

• Identify and refer to Library staff any headings (name, title, or subject) requiring authority work for the materials being cataloged. The contractor is not responsible for authority record creation or updates.

• Exercise care in the handling of Library materials to avoid loss or damage.

• Analyze the materials accurately so that they are identified appropriately with specified access points.

• Demonstrate knowledge of the cataloging procedures by accurately applying them to all complexities of the work.

C.4 REPORTS

The Contractor shall submit statistics of the works produced to the COR, in print or electronic formats on a weekly basis, with a monthly accumulation of the completions compared to the management plan anticipated completions. Electronically submitted files should be Microsoft Office compatible or in Adobe Acrobat PDF format. All documentation submitted by the contractor, including in-

Document Number: 030ADV21Q0211 Page 5 of 34 spection reports and statistical reports, shall become the property of the Library of Congress and are not subject to copyright protec-tion. The weekly and monthly reports to the COR shall include a list of each Library of Congress Control Number (LCCN) that rep-resents the bibliographic records modified with the desired cataloging.

C.6. QUALITY CONTROL

Successful performance of work will be measured by an error rate of less than five percent (5%) of all aspects of work described herein within 30 days of commencing work. An accuracy of ninety-five percent (95%) or higher is the expected level of performance. The COR will determine the materials to be processed.

C.7 GOVERNMENT FURNISHED PROPERTY

The Library requires anyone using or accessing its digital assets (including networks, servers, worksta-tions, systems, data, web pages, and email) to protect them and use them only for official business, and only in accordance with Lib-rary regulations and applicable Library bargaining agreements. Unauthorized or inappropriate use may be grounds for termination or other contractual remedy.

(2) Privacy Policy. No one has the right to privacy while using any Library computer system, including internet or email services. Us-age may be monitored.

(3) Level of Access. The Host Office will determine the level of access to the Library’s IT equipment, staff and software needed to successfully perform under this Contract. Access may include, for example, email, word processing, internet, and intranet.

LC52.204-4 Contractor Suitability (JAN 2019)

Work under this contract is unclassified. However, the Library of Congress has a contractor suitability program, which includes back-ground investigations of contractor personnel who will have regular, ongoing, unescorted access to the Library’s buildings, grounds, collections, or information technology systems to ensure they meet basic standards of honesty and trustworthiness.

Document Number: 030ADV21Q0211 Page 10 of 34

(1) Any access to non-public Library facilities and information technology systems will require completion and successful vetting of a security application request (release forms, fingerprints, and, if applicable, E-QIP background investigation.) Contracts should anticip-ate a minimum of two weeks for the process, provided no adverse of incomplete information is received.

(2) The Library does not determine the suitability of employees to work for the contractor firm that hires them. The Library’s interest is in determining whether the contractor personnel should be granted access to Library facilities greater than the access that would be afforded to a member of the general public.

(3) The contractor will ensure the Library’s Personnel Security Office is notified of all changes to personnel performing work on this contract. The Personnel Security Office can be notified at the following email address: PSD@loc.gov and contacted via phone at:

(202) 707-5618.

(4) The fact that the Library may conduct background investigations on assigned contractor personnel does not relieve the contractor of the responsibility to provide qualified, reliable personnel of sound character and conduct.

(End of clause)
