1. OVERVIEW/BACKGROUND
The Library of Congress is the world’s largest library, and America’s oldest cultural institution. In addition to offering patrons oppor-tunities to experience its treasures and events, onsite, the Library offers online access to myriad resources housed in collections, exhib-itions, lectures, and concert series through http://loc.gov. The Library’s mission is to use these resources, representing diverse com-munities, beliefs, and endeavors to engage, inspire, and inform Congress and the American people with a universal and enduring source of knowledge and creativity. The Library’s vision is that All Americans are connected to the Library of Congress.
Since 2006, the Teaching with Primary Sources (TPS) program has supported use of Library resources in K-12 classrooms to enhance student engagement, improve literacy and critical thinking skills, and build content knowledge. A wide variety of educational organiz-ations including schools districts, libraries, cultural institutions, universities, and tech firms have received Library funding to deliver teacher professional development, create teaching materials, and develop apps and online interactives, based on Library of Congress materials.
The Library offers annual grants ranging from $50,000 to $300,000, and sub-grants of up to $20,000 through three regional partners in the East, Midwest, and West. Grant recipients join the TPS Consortium, which comprises approximately 200 organizations represent-ing all 50 states and the District of Columbia. TPS Consortium members assist the Library in the delivery and implementation of the TPS program, and also collaborate with one another by sharing pedagogical strategies, offering joint teacher programming, and deliv-ering presentations at regional and national education conferences.
TPS Consortium members have contributed to the Library’s mission and visions by reaching hundreds of thousands of teachers, and by extension, the students they teach. In addition to sheer numbers of program participants, the TPS Consortium has connected di-verse populations of teachers, students, and educational organizations to Library of Congress methods and materials.
The Library seeks contract support to undertake a study to discern the lasting influence and value of Library resources and TPS pro-gram professional development, materials, tools, and granting practices to multiple stakeholders within the educational community in-cluding: grantee organizations; individuals who have managed TPS grants; teachers who have participated in TPS professional devel-opment delivered by grantees; and to the extent possible, students whose teachers are TPS program alumni.
This contract follows on the heels of a preliminary study which the Education Development Center (EDC) completed in early 2021.
Document Number: 030ADV21Q0127 Page 4 of 29
EDC interviewed current and former grantees and teacher participants, reviewed progress reports, and studied previous program eval-uations to create a framework for the upcoming impact study. The framework provisionally identifies impacts and benefits accrued by various categories of recipients, using methodology selected specifically to investigate unique features of the TPS program.
The Library of Congress seeks to better understand the lasting impacts of its 15-year TPS program on a spectrum of program recipi-ents, and discover and identify the various elements -- specific Library resources, TPS program features, and stakeholder characterist-ics that contributed to the impact.
