ATTACHMENT 6 –
DESCRIPTION OF KEY PERSONNEL LABOR CATEGORIES
DESCRIPTION OF KEY PERSONNEL LABOR CATEGORIES
The following are descriptions of the required qualifications identified by the Government for the respective labor categories. Unless otherwise indicated, years of experience may not be substituted for educational requirements.
a. QATS Program Manager. The QATS Program Manager will be responsible for supervising QATS staff and for maintaining technical integrity and financial accountability in the performance of all assigned QATS task activities. Demonstrated experience is required in interfacing with customers and clients; formulating, disseminating, and implementing program management standards; and resolving technical, performance, management, and personnel programs. At a minimum, the Program Manager shall have a Master of Science (M.S.) Degree in a Science discipline or equivalent from an accredited university or college and a minimum of eight (8) years of experience as an Analytical Chemist with knowledge of analytical and data review procedures. Of these eight (8) years, three (3) years of experience as an analytical laboratory manager or section supervisor with direct experience managing and supervising a large program of a similar nature to QATS is required.
b. Group Leader- Analytical. The Group Leader - Analytical will be responsible for overall technical support of analytical functions and; assuring quality and timeliness of data production; assuring adherence to specifications of analytical methods; scoring of performance evaluation samples; and resolution of analytical problems. Demonstrated experience is required in ensuring the accuracy of analytical functions which includes the separation of organic compounds, the interpretation of mass spectra, and the analyses of samples for elemental constituents using a wide variety of analytical instrumentation; oversight of quality control procedures and requirements; oversight of the quality assurance of analytical data; preparation and review of analytical data reports; and direct experience in an analytical laboratory. At a minimum, the Group Leader - Analytical shall have a Bachelor of Science (B.S.) Degree in a Science discipline or equivalent from an accredited university or college and a minimum have six (6) years of combined experience in all facets of environmental analysis. Of these six (6) years, the Group Leader - Analytical shall have a minimum of two (2) years of supervisory/management experience is required.
c. Group Leader- Auditing. The Group Leader - Auditing will be responsible for overall technical support of CLP laboratory audits which includes preparation and review of materials for onsite laboratory evaluations; participation in onsite laboratory evaluations, data and electronic media audits; and developing and updating Standard Operating Procedures (SOPs) related to auditing activities. Demonstrated experience is required in coordinating, tracking, and evaluating technical laboratory information, which includes laboratory procedures, deficiencies, and corrective action of previous deficiencies; developing and implementing laboratory auditing programs; oversight for the performance of work by lower level auditors; and conducting onsite laboratory audits. At a minimum, the Group Leader - Auditing shall have a B.S. Degree in a Science discipline or equivalent from an accredited university or college and a minimum have six (6) years of combined experience in all facets of environmental analysis. Of these six years, a minimum of three (3) years of laboratory auditing experience and a minimum of two (2) years of supervisory/management experience is required.
d. Group Leader-Administrative. The Group Leader-Administrative is responsible for overall technical and administrative support of information and systems management and operations functions. Demonstrated experience is required in operations oversight, inventory management, report preparation, contract management, records and file maintenance, and information systems management. At a minimum, the Group Leader – Administrative shall have a B.S. Degree in Computer Science or equivalent from an accredited university or college and a minimum of six (6) years of combined experience in all aspects of environmental measurement information, computerized systems (both PC and mainframe based), and systems analysis. Of these six (6) years of experience, a minimum of two (2) years of systems design, develop, operation, maintenance and testing experience and two (2) years of experience in administrative support functions, including training and records/file maintenance are required.
e. Senior Quality Assurance Officer. The Senior Quality Assurance Officer is responsible for the overall development, implementation, oversight and documentation of an effective QA/QC program for the QATS effort. Demonstrated experience is required in developing and reviewing QA/QC guidelines for data audits and analytical methodologies. At a minimum, the Senior Quality Assurance Officer shall have a B.S. Degree in a Science discipline or equivalent from an accredited university or college and a minimum have six (6) years of experience as an analytical chemist with extensive knowledge of analytical and data review procedures and working knowledge of organic and inorganic analytical chemistry, computer applications, and statistics. Of these six (6) years, at least one (1) year of experience in the planning and implementation of a formal QA/QC program is required.
f. Senior Organic Analytical Chemist. The Senior Organic Analytical Chemist serves as a senior organic technical expert for the overall organic analytical function. Demonstrated experience is required in sample preparation and extraction; GC and GC/MS analysis; interpretation of mass spectra; separation of organic compounds; development and testing of new analytical protocols; implementation of quality control procedures and requirements; and preparation and review of analytical reports., At a minimum, the Senior Organic Analytical Chemist shall have a B.S. Degree in Chemistry or equivalent from an accredited university or college and a minimum of six (6) years of combined experience in all facets of organic analysis. The Senior Organic Analytical Chemist shall have completed coursework in mass spectrometry interpretation.
g. Senior Inorganic Analytical Chemist. The Senior Inorganic Analytical Chemist serves as a senior inorganic technical expert in the overall inorganic analytical function. Demonstrated experience is required in sample preparation and atomic absorption (AA) and ICP analyses; analysis and interpretation of samples for elemental constituents using AA, ICP-AES and ICP MS; development and testing of new analytical protocols; implementation of quality control procedures and requirements; and preparation and review of analytical reports., At a minimum, the Senior Inorganic Analytical Chemist shall have a B.S. Degree in Chemistry or equivalent from an accredited university or college and a minimum of six (6) years of combined experience in all facets of inorganic analysis.
h. Senior Organic Auditor. The Senior Organic Auditor serves as a senior organic technical expert for the overall organic auditing function. Demonstrated experience is required in preparation and review of materials for onsite laboratory evaluations; conducting onsite laboratory, data, and electronic media evaluation and audits; scoring of performance evaluation samples; developing and updating SOPs related to auditing activities; reviewing technical data produced by laboratories; and preparing reports on audits and evaluation findings. At a minimum, the Senior Organic Auditor shall have a B.S. Degree in Chemistry or equivalent from an accredited university or college and a minimum of six (6) years of laboratory experience in the preparation, analyses, and interpretation of organic environmental samples using GC and GC/MS. Of these six (6) years, a minimum of three (3) years of experience in GC/MS interpretation with completion of coursework in mass spectrometry interpretation, and a minimum of four (4) years of laboratory auditing experience is required.
j. Senior Inorganic Auditor. The Senior Inorganic Auditor serves as senior inorganic technical expert for the overall inorganic auditing function. Demonstrated experience is required in preparation and review of materials for onsite laboratory evaluations; conducting onsite laboratory, data, and electronic media evaluation and audits; scoring of performance evaluation samples; developing and updating SOPs related to auditing activities; reviewing technical data produced by laboratories; and preparing reports on audits and evaluation findings., At a minimum, the Senior Inorganic Auditor shall have a B.S. Degree in Chemistry or equivalent from an accredited university or college and a minimum of six (6) years of laboratory experience in preparation and analyses of inorganic environmental samples using classical chemistry techniques, ICP-AES, ICP-MS and AA trace metals analysis. Of these six years, a minimum of four (4) years of laboratory auditing experience and one (1) year of experience using ICP/MS is required.
k. Senior Systems Analyst. The Senior Systems Analyst serves as the senior systems expert for the overall Information Technology (IT) systems analysis function. Demonstrated experience is required in information technology system management. At a minimum the Senior Systems Analyst shall have a B.S. Degree in Computer Science or equivalent from an accredited university or college and a minimum of six (6) years’ experience as a systems analyst. Of these six (6) years, at least two (2) years of experience managing and directing a project team composed of specialists, analysts and programmers is required.
EXPERIENCE/QUALIFICATIONS SUBSTITUTIONS
1. A B.S. Degree plus any combination of additional years of experience and graduate level study in the proposed field of expertise totaling two (2) years will be an acceptable substitute for an M.S. Degree.
2. A B.S. Degree plus any combination of additional years of experience and graduate level study in the proposed field of expertise totaling four (4) years, or an M.S. Degree plus two (2) years of either additional experience or graduate level study in the proposed field of expertise will be an acceptable substitute for a Ph.D. Degree.
3. Additional years of graduate level study in an appropriate field will be considered equal to years of experience on a one-for-one basis.
4. Personnel resumes submitted by the Offeror must meet or exceed the education and experience qualifications set forth in Subfactor 1.3. A person cannot be proposed for more than one (1) key personnel labor category.
5. New hires may not be proposed. A new hire is defined as a specified or unspecified individual designated to fill an empty billet who is neither identified as a current employee of the Offeror (or proposed subcontractor) nor as a contingency hire. A contingency hire is defined as an individual who has signed a commitment to work in the event the contract is awarded to the Offeror.
