About this file

This is a Single Source Justification form submitted by the Department of Veterans Affairs for a facility improvement project at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The acquisition, managed by Network Contracting Office (NCO) 10, involves sealing and striping asphalt parking lots, replacing damaged sidewalks and ramps, and installing a new railing system at the medical center's front entrance. The proposed railing is the Superior Aluminum Product Series 5C model, which will replace existing damaged railings and be installed in additional locations throughout the facility.

The justification for single-source procurement centers on maintaining aesthetic consistency and operational efficiency. The contracting officer, Julie A Stout, certified that using the same railing system prevents mixing different systems in the same location and reduces maintenance complexity by eliminating the need to stock parts for multiple railing systems. The acquisition plan action ID is 36C250-26-AP-2170, with an effective date of December 30, 2025. The procurement was approved under FAR 13.101(b) authority for simplified acquisition procedures when a single source is justified based on unique characteristics limiting availability to only one supplier.
