About this file

This is a Sole Source Statement justifying a single-source procurement for simplified acquisitions under $350,000 issued by the Defense Logistics Agency Contracting Services Office in Richmond, Virginia.

The Defense Contract Audit Agency (DCAA) requires electronic online access to two compensation analysis tools from Salary.com: CompAnalyst Executive Pay and CompAnalyst Market Data (CAMD). The base contract period runs from September 1, 2026 through August 31, 2027, with two option years extending through August 31, 2029. Each tool provides subscription-based access for 4,000 Full-Time Equivalents with unlimited access. The CompAnalyst Executive Pay tool supplies financial data from public companies enabling peer group analysis and financial performance reporting necessary to determine contractor compensation reasonableness relative to comparable companies. The CAMD survey delivers current compensation data across seven job levels from entry-level to executive positions, with particular utility for Director and mid-level management positions where DCAA experiences data gaps from other survey sources. The statement justifies sole-source procurement because Salary.com exclusively owns and sells these products, alternative surveys with comparable Director/mid-level management data are unavailable to the Government as non-participants, and the tools are commercially established, reputable sources essential for conducting incurred cost audits, forward pricing rate audits, and direct labor rate audits in accordance with FAR 31.205-6. Contract Specialist and Contracting Officer Christopher M. Moore and requirements contact Kristy N. Weingarten, CPA, CCP Compensation Analyst, certified the statement on August 6, 2026.

Describe in detail why only this source can furnish the item or service to the exclusion of other sources.

The salary.com CompAnalyst Executive Pay and the CompAnalyst Market Data (CAMD) surveys are already established, commercially published, sources of data. One of the most important audit steps in incurred cost and forward pricing audits is the determination of compensation reasonableness and if appropriate salary and wage survey data was used to benchmark contractor compensation levels in order to determine reasonableness. DCAA’s Agency Compensation Team (ACT) requires a readily available source of survey data to determine if compensation is reasonable when compared to the market. We need to purchase sources that are known and reputable in the compensation/HR industry. This subscription-based product is owned by Salary.com and sold exclusively through them.

CompAnalyst Executive Pay provides the DCAA ACT with financial data from public companies. It enables us to set up peer groups of companies and to gather financial data of those companies. We can run Financial Performance reports from the selected companies in order to analyze the data and compare financial performance ratios from peer companies. This is necessary to determine the overall financial performance of a contractor in relation to its peers. The peer financial data is required for the ACT to determine the level of performance of each individual contractor. This data impacts the market pricing percentile used when calculating reasonable compensation. The information is necessary because the better the performance in comparison to peer companies, the higher the compensation is granted and vice versa. Unless the peer company information is provided by the contractor, the data is otherwise difficult and time consuming to obtain. Without the CompAnalyst Executive Pay database it may require obtaining the data by each peer company individual SEC 10K statement. We would then have to construct the reports in order to analyze the data. The CompAnalyst Executive Pay database eliminates this time-consuming process.

The CAMD survey provides ACT with current compensation data for seven different levels of jobs, anywhere from entry level to executive level. The CAMD survey can be used for testing of reasonable compensation in accordance with FAR 31.205-6, and will be used for current incurred cost audits, forward pricing rate audits, and direct labor rates via proposal audits.

Although DCAA purchases multiple survey sources, we have a difficult time obtaining data on Director and mid-level management positions. The CAMD has suitable data for these levels so it will assist in filling this gap in our purchased survey database. There are other surveys with Director/mid-level management positions; however, because the Government is not a survey participant, those survey companies will not allow us to purchase the surveys.
