About this file
This is a Purchase Description document for the Defense Contract Audit Agency's requirement to procure compensation and financial analysis tools from Salary.com. DCAA requires these subscription-based tools to conduct comparative compensation and financial analysis of companies in accordance with FAR 31.205-6(b)(2), enabling the agency to review compensation packages against peer companies of similar size, industry, geographic location, and non-Government work engagement. The contract will provide online access to two primary Salary.com CompAnalyst tools—Executive Pay and Market Data survey—each supporting 4,000 Full-Time Equivalents (FTEs) with unlimited access across all contract line items.
The contract structure includes a base year and two option years. The base year runs from September 1, 2026, through August 31, 2027, with two optional renewal periods: Option Year 1 (September 1, 2027 – August 31, 2028) and Option Year 2 (September 1, 2028 – August 31, 2029). Each performance period includes identical contract line items for both the Executive Pay subscription (CLINs 0001, 1001, 2001) and Market Data survey subscription (CLINs 0002, 1002, 2002). The solicitation is being issued by the Defense Logistics Agency on behalf of DCAA.
