About this file
This is a Sole Source Request and City Council Staff Report from the City of Apopka, Florida Public Works Department authorizing the issuance of a sole source procurement memo for Vermeer equipment sales, parts, and service. The City submitted the request on January 23, 2026, with approval obtained from the Public Works Director on January 23, 2026, the Purchasing Department on January 23, 2026, the Finance Director on January 23, 2026, the City Administrator on January 26, 2026, and the City Council on November 19, 2025. The procurement covers ongoing parts and service support for multiple pieces of Vermeer equipment currently owned by the City's Public Services Department. No specific project completion date or contract term is specified; however, the sole source designation is effective for Fiscal Year 2026 and will expire at the end of the fiscal year with potential renewal upon submission of a new request with supporting documentation. A Notice of Intent to Award was issued with a due date of February 19, 2026.
The requested expenditure is $49,999.99, charged to account number 001-9999-999-4650 from annual budgetary appropriations, and is funded from the approved FY26 budget. Vermeer Southeast Sales and Service, Inc. has been identified as the sole authorized vendor in the State of Florida for Vermeer parts, service, and accessories, establishing this as a single source procurement with restricted competition based on the vendor's exclusive authorization status. Historical spending data demonstrates consistent annual expenditures ranging from $1,701 in FY2023 to $50,000 in FY2024, with FY2025 expenditures at $49,999.99, reflecting the City's proven history with the incumbent vendor's quality parts and service. No set-asides or disadvantaged enterprise restrictions are noted in this procurement. The City has utilized Vermeer Southeast Sales and Service for multiple years, and the sole source designation is justified based on the vendor's exclusive authorization as the only entity capable of providing requisite Vermeer support services and the compatibility requirement with existing Vermeer equipment in the City's inventory.

This system also provides validation that the training has been completed.
Policy Requirements: Justification:
After the Comprehensive Health and Safety Review, the report provided by Gannon recommends a standardized annual training plan needs to be developed and followed by all stations and shifts as part of day/night work (24-hour shift) schedules. The addition of the Evaluations Learning Management System module has assisted the department with the training, tracking, and management of the training scheduling, as well as the validation that the training has been completed.

Vendor: Traqnology North America, LLC.
Department: Parks and Recreation
Requested Amount: Annual Budgetary Appropriations
Policy Requirements: Sole Source procurement is proprietary and used when only one vendor is able to provide commodities, contractual services, or construction services of adequate quality or quantity that meet City’s requirements:
A Sole Source Letter from Traqnology North America has been provided confirming they are the sole importer of the Sportstraq GPS system. The system is proprietary and there are no other comparable systems on the market.
Policy Requirements: Compatibility with existing systems requires procurement from a single source:
The Apopka Parks and Recreation Department currently owns a Sportstraq GPS system, which is utilized at the Northwest Recreation Complex. The system has drastically improved efficiency in regard to painting the variety of sports fields needed on the athletic fields at the Northwest Recreation Complex. The new system will help improve the efficiency even more and provide redundancy should one of the systems go down for maintenance or repair.
Policy Requirements: Justification:
The Apopka Parks and Recreation Department strives to provide the best amenities for our residents and visitors. Having a large-scale athletic complex, which hosts 80+ athletic tournaments annually, it is vital that staff have the tools to make the job of maintaining and preparing athletic fields for play as efficient as possible. The Sportstraq GPS system has been upgraded from the original design using a gas-powered pump motor to an electric-driven motor. This will eliminate noise and give instant pressure to the nozzle. This price also includes transferring the unit from a Toro HD cart to the Kubota 900RTV. Now the units are on 2 different carts, limiting us on what cart can be used on certain fields.
This upgrade will allow us to spend less time priming the gas-powered motor, which can take on average 15 minutes a field. In addition, should the units need service or repair, Traqnology North America is the only company which can provide service on the equipment due to its proprietary technology.
