About this file

This is a Sole Source Notice from the Washington Department of Children, Youth & Families (DCYF) regarding their intent to award a contract to TRACKTECH, LLC. The contract is for providing electronic monitoring technology for young people participating in Community Transition Services (CTS), a legislatively mandated program allowing eligible youth to complete residential obligations in the community while under electronic monitoring for up to 18 months. The contract will be issued around January 24, 2025, with capability statements from other potential offerors due by January 21, 2024. The initial contract period runs through December 31, 2030, with a possible two-year extension through December 31, 2032.

The estimated contract value is $370,000 for the initial period. Required capabilities include 24/7 biometric identification and monitoring without an ankle unit (using a body-worn device), afterhours monitoring with tailored notifications, and real-time GPS geofencing features. TrackTech is being considered for sole source award as they are reportedly the only US company offering a tether (watch unit) that communicates with a smartphone for user location tracking, eliminating the need for ankle units and providing increased mobility for participants.

The Department of Children, Youth & Families contemplates awarding a sole source contract to TRACKTECH, LLC to provide state of the art electronic monitoring technology for DCYF/JR young people participating in Community Transition Services (CTS). CTS is a legislatively mandated program that is JR’s least restrictive option for eligible young people to complete their residential obligation in the community while on electronic monitoring for up to the last 18 months of their sentence.

TrackTech is the only US company that offers a tether (watch unit) that communicates with a smartphone to determine the location of a user at any given time. This eliminates the need for an ankle unit and provides increased mobility for the participant. This company has been in business for many years and has established a well-known reputation for customer service and cutting-edge technology. The features available to assist JR staff with monitoring and communication with the CTS and other participants, is second to none. The dashboard is very easy to use, requires little training, and offers more flexibility for JR staff to create tailored inclusion and exclusion zones for each participant.

The contract will be issued on or about January 24, 2025. The dollar value is estimated at $370,000 for work required during the period ending December 31, 2030. At the sole discretion of DCYF, this contract may be extended for an additional two years or through December 31, 2032 if funding is available.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements by January 21, 2024. The following information should be included in the capability statements:

• Electronic monitoring equipment capable of 24/7 biometric identification and monitoring without the use of an ankle unit; must include a device worn on the body.

• Afterhours monitoring capability with tailored notifications.

• Geofencing feature with real time GPS capability.

In the absence of other qualified sources, it is the state’s intent to make a sole source award of the Contract.
