About this opportunity

The Washington State Department of Children, Youth, and Families (DCYF) is seeking an electronic monitoring technology solution for youth participating in Community Transition Services (CTS), a legislatively mandated program allowing eligible young people to complete their residential obligations in the community. The procurement targets a state-of-the-art electronic monitoring system specifically requiring a watch-based unit that communicates with a smartphone, eliminating traditional ankle monitors. The contract will cover 24/7 biometric identification, real-time GPS geofencing, and afterhours monitoring with customized notifications across multiple Washington counties. TrackTech LLC is being considered for a sole source award, as they are the only U.S. company offering a trauma-informed technology alternative meeting the program's specific requirements under ESSHB 1186 legislation. The contract opportunity was posted on January 2, 2025, with a proposal due date of January 24, 2025, and capability statements from potential alternative vendors due by January 21, 2024. The initial contract period will run through December 31, 2030, with a potential two-year extension possible through December 31, 2032.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises and is open to technology providers capable of meeting the stringent monitoring requirements. The contract will cover jurisdictions across Washington State, including but not limited to Franklin, Grant, Grays Harbor, Chelan, and Yakima Counties. TrackTech LLC is the proposed vendor, offering a unique watch-based monitoring solution with a per-unit daily rate of $7.00, which includes afterhours monitoring and is competitively priced within market rates. The total contract value is estimated at $370,000, with an initial year funding of $70,000 and subsequent annual allocations of $60,000, entirely funded through state sources. The pricing structure includes a one-time $10,000 per-site setup and implementation fee, covering installation and 24 hours of on-site training, with additional training available at specified hourly rates. The service includes agency-issued secure TRACKphones, TRACKcase access, and hardware for up to 100% of program members, with a reserved device quantity of 10% at no additional charge.
