About this file
This is a Sole Source Procurement Notice issued by the City of Portland, Oregon Procurement Services on November 7, 2024, for the Portland Fire & Rescue Department. The procurement requests a Purchase Order for Powered Intraosseous Vascular Products (IOP) from Teleflex, LLC, the sole manufacturer of the Arrow EZ-IO System. The Arrow EZ-IO is a proprietary, patented needle and power driver technology used for emergency vascular access in medical situations where traditional access is difficult to obtain. This is the only battery-operated intraosseous vascular access device currently available on the market, featuring a bone-drilling needle with no comparable alternatives. The contractual term is structured as an annual Purchase Order with an estimated contract value of $50,000. The notice was posted on November 7, 2024, and remains posted for a minimum of seven calendar days prior to contract award.
The estimated contract value is $50,000. Portland Fire & Rescue justifies the sole source procurement based on Teleflex's exclusive manufacturing rights and the proprietary nature of the Arrow EZ-IO System components. Any firm adversely affected by the award of the contract has seven days from the issuance of this notice to file a protest with the Chief Procurement Officer. Protests must include sufficient information identifying the notice, detailed legal and factual grounds for the protest, supporting documentation, a description of resulting harm, and the relief requested. Protests should be directed via email to Sylvester Donelson, Jr., Chief Procurement Officer, at Sylvester.Donelson@portlandoregon.gov and Xylia.GuzmanTorres@portlandoregon.gov, with a written decision to be issued via email.
