About this file
This is a sole source requisition memo submitted to the City of Portland's Chief Procurement Officer by the Portland Police Bureau, with support from the Oregon State Police. The Portland Police Bureau Detectives Division, specifically the Sex Crimes Unit and Homicide Cold Case Unit, is requesting authorization to procure DNA evidence testing, analysis, and forensic investigative genetic genealogy services exclusively from Bode Technology. The services will support the processing of sexual assault kits and DNA evidence from cold cases to advance ongoing investigations and provide justice for victims and their families. No pre-bid meeting is scheduled for this sole source procurement. The request seeks to establish a purchasing agreement under Portland City Code 5.33.120.A, enabling the bureau to access specialized forensic services without competitive bidding.
The justification for sole source procurement centers on Bode Technology's unique capability to provide forensic investigative genetic genealogy services, including uploading results to the Combined DNA Index System (CODIS), combined with their accreditation to ISO/IEC 17025 standards and ability to deliver rush DNA testing and rapid analysis to meet critical investigative deadlines. The memo notes that Bode Technology is the current laboratory provider for the Oregon State Police, and utilizing the same vendor will streamline result processing and eliminate duplicate submission work between agencies. Additional advantages cited include in-house targeted and whole genome sequencing capabilities and expert testimony availability. No specific pricing, contract term, or funding amounts are detailed in the requisition memo.

RE: SOLE SOURCE REQUISITION REQUEST – TESTING OF DNA EVIDENCE
The Portland Police Bureau (PPB) Detectives Division is requesting the ability to purchase DNA evidence testing, analysis and forensic investigative genetic genealogy services from Bode
Technology (Bode). The Sex Crimes Unit and Homicide Cold Case Unit of the Detectives
Division processes sex assault kits and other DNA evidence from cold cases to further their investigations and find justice for victims and their families.
Bode is the laboratory providing these services to the Oregon State Police (OSP). Using the same supplier as OSP will eliminate the extra time and work involved with receiving the results from the lab and submitting it to OSP. OSP selected them because of their unique ability to provide forensic investigative genetic genealogy services, which includes uploading the results to the Combined DNA Index System (CODIS).
Body Technology provides the following advantages and services:
-Rush DNA testing and rapid DNA Analysis to meet critical deadlines
-Forensic Genealogy Services
-In-house targeted and whole genome sequencing, validated and accredited to ISO/IEC
17025 standards
-Expert testimony
Only Body Technology can provide advanced DNA testing and forensic investigative genetic genealogy services.
I am hopeful that you will authorize the Bureau’s sole source purchase of the DNA
Testing/Analysis through Bode Technology with procurement authority under PCC 5.33.120.A.
Sincerely, Robert Day
Chief of Police
