About this file
This document is a Sole Source Justification for Pull Test Machine Repairs, Calibrations & Certifications at Naval Station Norfolk and Naval Weapons Station Yorktown. The Navy intends to award a contract directly to Chant Engineering Co. Inc. under FAR 13.106-1(b)(1)(i), which allows solicitation from a single source when only one vendor is reasonably available. Chant Engineering is deemed the sole source because they are the original equipment manufacturer (OEM) who designed and built the test machines, with proprietary software and specialized electronic load cell interfaces that cannot be replicated by other vendors.
The proposed contract will cover maintenance and calibration services for one 225K and one 300K Pull/Proof Test machine, with work requested to start as soon as possible. The solicitation number is N4008525Q2516, and the opportunity is unrestricted with a NAICS code of 541380. Quotes are due by 2:00 PM Eastern Standard Time on May 12, 2025, and must be submitted via email to Shayna Martin. Vendors must be registered in the SAM database to be considered for award, and the estimated contract start date is approximately 30 days after award.

Subj: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN
ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
I. BACKGROUND:
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE:
Pull Test Machine Repairs, Calibrations & Certifications at Naval Station Norfolk and Naval Weapons Station Yorktown Proposal: 10260-SO17/9312-SO28 and 9312- SO27 Work requested to start as soon as possible.
Requested Vendor:
Chant Engineering Co. Inc.
59 Industrial Drive New Britain, PA 180901 3 +1 (215) 230-4260, https://www.chantengineering.com
III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN
COMPETITION IS BASED ON THE FOLLOWING:
A. ___ ONLY ONE RESPONSIBLE SOURCE:
1. ___ RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
[Explain what rights are restricted, why the restrictive rights make the required item or service available from only one source, and why another company could not satisfy the Government’s need.]
X
2. ___ EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
The test machines were designed and built by Chant Engineering and the calibration equipment was designed to interface and fit the machines. The software used by the certification monitoring system is proprietary, developed by Chant Engineering, and cannot be adjusted, corrected or modified by another vendor. The electronic load cells in the test machine use a specialized interface that is not duplicated by other vendors. Due to this Chant Engineering is the only vendor with the needed equipment able to certify these machines.
3. ___ OTHER REASONS. Other reason not identified above. Provide details on mission impact if requirement is not solicited from only one source.
B. ___BRAND NAME. Item required must be a brand name product, or feature of a product, particular to one manufacturer.
C. ___UNUSUAL AND COMPELLING URGENCY. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals.
Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
1. Date on which the requirement was first identified:
2. Required delivery date/period of performance:
3. Explanation of why delivery/commencement of services by the date mentioned above is required:
IV. CERTIFICATIONS/APPROVALS:
Technical / Requirements Certification: I certify that the facts and representation under my cognizance which are included in this justification are complete and accurate to the best of my knowledge and belief.
