About this file

This document contains a sole source justification for the procurement of a thermogravimetric analyzer mass spectrometer system. The justification requests a system capable of thermogravimetric analysis from ambient temperature to 1000 degrees Celsius at heating rates from 0.1 to 500 degrees Celsius per minute, with modulated temperature control and high resolution separation of overlapping weight losses. The system should include an autosampler accommodating at least 16 samples, gas transfer lines for delivery of evolved gases to a mass spectrometer or infrared instrument in parallel, an easily maintained ion source on the mass spectrometer with a range of 1 to 300 amu, consumables for training and evaluation, and software compatible with Windows 10 or later that can operate without internet connectivity for control and analysis of the thermogravimetric analyzer and mass spectrometer. The related federal contract opportunity is a notice of intent to sole source posted by the Department of Agriculture Agricultural Research Service Midwest Area seeking these thermogravimetric analyzer and mass spectrometer products and services.

SOLE SOURCE JUSTIFICATION

MANDATORY TEMPLATE FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

1. Estimated Dollar Value:

2. Anticipated Period of Performance: 180 Days

3. Does the anticipated Period of Performance include option years? If no, explain.

No. This is not a service. Additionally, the minimum requirements are the only options needed.

4. Sources Sought Notice posted to Contract Opportunities and attached to this document?

Yes No

5. Market Research conducted and attached to this document? If not, explain.

Yes

6. Is this a new requirement or a follow on to an expiring award?

New requirement Follow on to an expiring award

7. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry. Please note whether any additional follow on work is anticipated in response to the current proposed effort.

Thermogravimetric analysis (TGA) is an approach to the study of the thermal behavior of solid and liquid samples based on changes in mass related to changes in temperature. Mass spectrometry (MS) is an analytical tool useful for measuring the mass to charge ratio (m/z) of one or more molecules present in a sample. The interface of TGA with MS allows the characterization of compounds in the evolved gas in real time. A Start of Heating signal from the TGA should synchronize data collection. A chemically inert transfer line will keep the sample hot and under vacuum from the TGA all the way to the ionizer in the MS, to guard against condensation or chemical interaction. TGA will provide sample mass and temperature data while the MS will ionize the gaseous sample and provide ion count data.

Sample weight range = 0 1000 mg.

Temperature range = ambient to 1000°C.

Heating rates = 0.1 to 500°C/min.

Modulated temperature control for determination of activation energy.

High resolution for separation of overlapping weight losses.

Gas flow control for balance and sample purge.

Autosampler accommodates 16 or more samples.

Gas transfer lines capable of delivery of evolved gasses to MS or IR in parallel.

Mass spectrometer with easily maintained ion source.

Mass spectrometer with a minimum range of 1 300 amu.

Consumables in quantities capable of being used during training and evaluation during installation.

Software that can be activated and used without internet connectivity, compatible with Windows 10 and greater for control as well as for analysis and reporting of both TGA and MS instruments.

A general computing device with mouse and keyboard input with visual monitor and audio output having specifications and peripheral boards required to connect the instruments and run the required software.

Installation and training within 120 days of delivery.
