About this file

This document is a Sole Source Justification for the procurement of 3D computational fluid dynamics software from Flow Science, Inc. to model solutions for civil and environmental engineering applications.

The key details are:

  • Anticipated Period of Performance is 08/15/2024 - 08/14/2029, including software and maintenance options
  • The software must be capable of modeling air entrainment, sediment scour and transport, tailings flows, and 2D/3D hybrid modeling using true volume of fluid methodology. It must be able to read and write data in flsgrf, EXODUS II, or both formats, and utilize multiple turbulence models. The software must include visualization post-processing and natively support GeoTIFF terrain data. A unified solver for local workstations and high-performance computing is required.
  • Flow Science, Inc. is the sole developer and seller of this specialized software, and stakeholders including other federal agencies consider it the "gold standard" for evaluating hydraulic structures like dams and levees. The government has determined that Flow Science, Inc. is the only reasonably available source to meet the requirement.

SOLE SOURCE JUSTIFICATION

MANDATORY TEMPLATE FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

1. Estimated Dollar Value:

Anticipated Period of Performance: 08/15/2024 – 08/14/2029 which includes the software and maintenance and subsequent option years for the maintenance.

2. Does the anticipated Period of Performance include option years? If no, explain.

Yes

3. Sources Sought Notice posted to Contract Opportunities and attached to this document?

☒ Yes ☐ No

4. Market Research conducted and attached to this document? If not, explain.

Yes

5. Is this a new requirement or a follow-on to an expiring award?

☒ New requirement ☐ Follow-on to an expiring award

6. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry. Please note whether any additional follow-on work is anticipated in response to the current proposed effort.

3D computational fluid dynamics software is needed to model solutions for civil and environmental engineering. It must be capable of modeling air entrainment, sediment scour and transport, tailings flows, and 2D/3D hybrid modeling. The computation software must utilize true volume of fluid methodology and be able read and write data in flsgrf, EXODUS II, or both flsgrf and EXODUS II formats. The software must be capable of utilizing multiple turbulence models including: dynamic mixing length calculation for two‐equation (RANS), LES, Prandtl missing length, one‐equation, standard k‐epsilon, k‐omega, and two 2‐D depth‐averaged shallow water models. The software must include visualization post processing capabilities and be able to natively support the GeoTIFF terrain data. A unified solver to work on both local workstation and high‐performance computing hardware is required. The software must be able to model and accurately represent free surface flows in and around hydraulic structures seamlessly. Optional years for the service maintenance is expected.

7. List the proposed vendor and contact information.

Flow Science Inc:

8. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.

The vendor is the sole developer and seller of this software. It must be able to read and write data in flsgrf, EXODUS II, both flsgrf and EXODUS II fortmat. It must be capable of utilizing multiple turbulence models including: dynamic mixing length calculation for two‐equation (RANS), LES, Prandtl missing length, one‐equation, standard k‐epsilon, komega, and two 2‐D depth‐averaged shallow water models. The software must include visualization post processing capabilities and be able to natively support the GeoTIFF terrain data. Stakeholders including other federal agencies use this software in evaluating the performances of dams, levees, spillways, channels, and other hydraulic structures as it is considered the gold standard of the dam safety community. These agencies seek ARS’s expertise when reviewing their CFD modeling results, so ARS must have software capable of reaching and writing data in flsgrf, EXODUS II, or both flsgrf and EXODUS II formats.
