About this file

This document is a Sole Source Justification for an Access Control System Expansion at Keesler Air Force Base. The 81st Communication Squadron requires procurement of an Advantor Access Control System to be installed in Building 1101, with the 81st Contracting Squadron managing the procurement. Keesler AFB currently uses Advantor Access Control Systems, which are proprietary and cannot be integrated with other systems, necessitating a sole source award. Market research confirmed that no other distributors or authorized resellers exist for Advantor products, and switching vendors would require replacing the entire access control system. The contracting officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for this requirement. The document is dated April 2021, with a planned contract date of 02-May-2025, and is signed by Kimberley L. Alvarez, a GS-13 contracting officer.

Section B: Description of the Supplies/Services Required

The 81st Communication Squadron requests a sole source procurement of the Advantor Access Control System Expansion to be installed in Bldg 1101.

Section C: Justification for Soliciting from a Single Source or Brand Name

Keesler AFB utilizes Advantor Access Control Systems. Advantor equipment is proprietary and cannot be integrated with any other systems. There are no other distributors of Advantor products and installation of equipment by any other vendor is prohibited. In order to use another approved vendor, Keesler would have to replace the entire access control system.

Market research confirmed the result of the proprietary nature, only Advantor products will interface with the existing Advantor systems. This equipment has unique and complimentary capabilities that cannot be satisfied by other manufacturers. There are no authorized resellers for Advantor.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In order to preclude future single source requirement for Keesler's security network infrastructure equipment, the entire system would have to be replaced.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
