About this file
This Statement of Work (SOW) details the requirements for expanding the Access Control System (ACS) for Building 1101 Rooms 6 and 7 at Keesler Air Force Base, Mississippi. The contractor will design, procure, install, test, and provide one year of sustainment for an Advantor system that expands existing access control capabilities, including exterior access to room 6 and interior access to room 7. Key technical requirements include installing low-voltage cabling, programming the system to support free exit on fire alarm, restricting access during Force Protection level changes, and providing comprehensive documentation.
The SOW specifies detailed installation, testing, and documentation requirements, including a pre-installation site survey, cable installation in tamper-resistant conduits, system programming, and multiple phases of testing (Contractor Verification Test, Government Acceptance Test, and a 30-day operational test). The contractor must be a certified Advantor systems integrator, provide training for system administration, submit detailed drawings and product specifications, and comply with numerous security, safety, and technical standards. The project includes a 12-month warranty with strict false alarm limitations, and the contractor must adhere to base security protocols, including background checks and identification media retrieval.

Device(s) found to be inoperative during the test or at any time during the installation period shall be brought to the attention of the organzational end user in person on site or via an immediate email.
With the ASN 6.0 installation all components will be verified as operational. After the CVT, the ASN 6.0, via the organzational end user personnel will conduct a fielding verification process in the presence of the contractor/installer. This normally is a 3-5 day verification. Once system passes the verification process government acceptance testing (GAT) will proceed.
4.2.2. Phase II Testing. Phase II testing is a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications. It will establish initial expectations in regard to false and nuisance alarm. The AF Form 1261, Communications and Information Systems Acceptance Certificate, transferring the system will be signed after successful completion of this test phase. The completion of this form means the system has been tested and accepted as installed, and all noted exceptions shall be corrected by the responsible party to the satisfaction of the signee.
4.2.3. Phase III Testing. Phase III testing is a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis.
This test is to detect any premature or latent defects in the equipment or components and to allow the operators and maintainers an opportunity to assess the adequacy of logistics support, and assess the false and nuisance alarm rates of the system.
