About this file

This document is a Sole Source Justification for a federal procurement under the Simplified Acquisition Threshold. The requirement is for OEM-compatible repair parts to fix an existing Munters Cargocaire Engineering Company HC-1125-GA dehumidifier at the USDA Plant Introduction Research facility in Ames, IA. The parts required include a desiccant drum, drive motor, seal kit, reducer, rollers, and belts. The total estimated value is undisclosed, with a period of performance from ASAP to 06/28/2024. There are no option years. A Sources Sought notice was posted on SAM.gov, but no responses were received. The proposed sole source vendor is Munters Corporation - Air Treatment Division, as they are the sole manufacturer and seller of the compatible parts. The justification cites the urgency to repair the dehumidifier, which is critical for maintaining environmental conditions to preserve the facility's germplasm collection. No solicitation will be issued, but interested vendors have until 06/27/2024 to submit evidence that they can meet the requirement.

8. List the proposed vendor and contact information.

Munters Corporation – Air Treatment Division 79 Monroe Street, Amesbury, MA 01913

9. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.

The parts must be compatible in all aspects (form, fit, and function) with the existing dehumidifier.

The current equipment is a Munters Cargocaire Engineering Company dehumidifier, model number HC-1125-GA and the new items must install properly in existing equipment. The proposed vendor is the sole manufacturer and seller.

This dehumidifier regulates the environmental conditions in the main PIRU cold room that stores our germplasm collection. The humidity levels continue to steadily rise. Over the years, various repairs have been made to keep the system running. Most recently, repairs that have worked in the past have not been working and new parts are now urgently needed. The manufacturer has stated they can provide the OEM parts. The humidity levels have reached an all-time high at 65%. If the cold room does not maintain appropriate environmental conditions, the germplasm could be compromised. High humidity is damaging to germplasm longevity. The implications from a protracted purchase timeline will be that the longevity of the germplasm will be reduced and regeneration cycles will be shortened thus costing us more money.
