About this file
This is a Justification and Approval (J&A) document for a sole-source acquisition under Federal Acquisition Regulation 6.302-1(a), citing "Only One Responsible Source" authority. The contracting activity is 49 WG/49 CONS (49th Wing/49th Contracting Squadron), and the acquisition is for the 635 Materiel Management Squadron (MMS) at Holloman Air Force Base.
The Government requires Large-Area-Military-Shelter (LAMS) Dome Shelter Training for setup and operation of 4K and 8K dome shelter tents. The sole-source contractor is Celina Tents, identified as the only manufacturer and authorized supplier capable of providing the required training services. The statement of work specifies 10 days of LAMS V training at Holloman AFB, delivered by two Celina Tents Technical Subject Matter Experts (SMEs) who will provide instruction on both 8K and 4K dome shelter tents. Market research confirmed that no other vendors are authorized to distribute, install, or train personnel on Celina proprietary products, and unauthorized training by non-qualified personnel could result in up to $704,119.06 in equipment damage and 60 additional days of project delays. The J&A was coordinated on August 12, 2026, and approved by Contracting Officer Brett T. Moore on September 22, 2026. A Notice of Intent to Award will be published on SAM.gov in accordance with FAR Subpart 5.2. The document indicates estimated contract cost has been redacted. Section X commits the agency to monitor the commercial market for alternative authorized vendors in future acquisitions.

I. Agency and Contracting Activity.
49 WG/49 CONS
II. Nature and/or description of the action being approved.
635 MMS requires Large-Area-Military-Shelter (LAMS) Dome Shelter Training for set up of 4k and 8k Dome Shelter Tents.
Celina Tents is because they are the only manufacturer and supplier of this training that can meet the mission requirements.
We have added the proprietary letter from Celina in DEAMS.
III. Description of supplies/services required to meet agency needs.
635 MMS Requires LAMS V Training on Holloman AFB for 10 Days. Services will include 2 Celina Tents Technical SMEs to provide training on 8k and 4k Dome Shelter Tents. This quote was received from 'Celina' to provide Training and serves for Celina products.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
The use of a sole-source authority is required because the contractor, Celina, possesses unique qualifications that are essential to fulfilling the government's mission requirements. These qualifications are not available from any other source because Celina Tents does not distribute their parts or services through other vendors.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
A thorough market research review was conducted to identify potential sources for the required 4K and 8k LAMS Dome Training. This research confirmed that Celina is the sole manufacturer and distributor of these proprietary components. The training is designed to be integrated into existing systems also manufactured by Celina, and there are no other vendors authorized or capable of producing parts that meet the required specifications for form, fit, and function. While other vendors do offer LAMS V Dome Shelters, training for specific Celina Tents parts is not offered. If Celina Tents is not used for training SMEs and another vendor that is not properly authorized, this raises potential damage to the Dome Shelter tents and can cause up to $704,119.06 in damages to government equipment and 60 days in additional delays.
In accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, a Notice of Intent to Award a Sole Source Contract will be publicized on the Government Point of Entry (GPE), which is SAM.gov.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The comprehensive market research conclusively demonstrates that the required 4K & 8K Dome training and services are proprietary to the manufacturer, Celina. No other sources exist in the market that can provide the items necessary to meet the Government's critical mission requirements for form, fit, and function. Therefore, the acquisition must be pursued on a sole-source basis with Celina.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.
There are other companies that manufacture shelters that we also own, but this is the only vendor that manufactures and
