About this file

This Sole Source Determination and Justification is a procurement document prepared by the Oregon Military Department's Deputy Director of Installations Division for network services installation at a National Guard facility. The document authorizes a sole-source contract with Verizon to install network services and a new circuit at the Tactical Unmanned Aerial Vehicle (TUAV) Building located at the Boardman Training Site in Boardman, Oregon. The contract is designed to enable National Guard units to connect to the federal military network and is structured as a short-term agreement with an estimated duration of approximately one year. The work is necessary to provide interim connectivity while the Oregon Army National Guard prepares a request for quote to be included in the Federal Enterprise Infrastructure Solutions (EIS) procurement with Verizon.

The estimated total contract value is $18,000. The sole-source justification is based on compatibility findings under Oregon Administrative Rule 125-247-0275(2)(a), as Verizon holds the Department of Defense contract with the Army for network services, making it the only viable source capable of integrating with existing federal military network infrastructure. The procurement authority derives from Oregon Revised Statute 279B.075 and Oregon Administrative Rule 125-247-0275. The determination was approved by Sean McCormick, Designated Procurement Officer at the Oregon Military Department, on July 22, 2022.
