ATTACHMENT 5

COST PROPOSAL INSTRUCTIONS

SOL-CI-16-00042

1. The minimum amount to be ordered for each contract will be $25,000. The maximum for the total of all contract awards will be $4,250,000.

2. Offerors shall insert their team’s proposed fully loaded fixed labor rates in the attached Excel spreadsheet and clearly mark the spreadsheet with the prime contractor’s name on each page. The offeror shall provide a single rate for every skill in every professional level which will serve as the team’s rate used in all Time-and-Material (T&M) task orders, regardless of whether the hours are to be performed in-house or subcontracted in the performance of the requirements in this contract. The spreadsheet will automatically calculate the total proposed price for all years of performance (NOTE:

due to formulas used to calculate total hours in certain P levels, there may be minor rounding errors.

Nevertheless, the extended total price derived by the insertion of hourly rates shall be the evaluated price). The total proposed price shall be the sole factor utilized to evaluate price in the source selection process referenced in the Section M provision “Evaluation Factors for Award.” An offeror’s total proposed price shall be used only for evaluation purposes; it is not the value of the contract should the offeror receive a contract award.

3. In accordance with FAR 16.601(c)(2)(i), all fully loaded fixed hourly labor rates shall include wages, overhead, general and administrative expenses, and profit for each category of labor. These proposed fully loaded fixed hourly labor rates for the proposed team will be incorporated into any resulting contract and will be in effect for the entire ordering period of this contact for all T&M task orders.

These fully loaded fixed hourly labor rates shall be valid for 12 months each, with the first year’s rates valid from the date of the contract award through 06/30/18, and subsequent rates provided for each 12 month period thereafter beginning on 07/01/18. The rate to be utilized for the invoicing of any given task order will be that rate in effect when the task order is awarded.
