ATTACHMENT 3
TECHNICAL EVALUATION CRITERIA
SOL-CI-16-00042
The Lowest Price, Technically Acceptable (LPTA) Technical Evaluation Criteria (TEC) are divided into seven (7) major areas, as detailed below. All criteria shall be weighted evenly, with
“Acceptable” or “Nonacceptable” as the only two (2) evaluation ratings.
Criteria and Acceptability
I. Experience assembling technically balanced expert panels of peer reviewers to conduct reviews of health effects assessments of chemical substances. An
Acceptable rating shall demonstrate that the offeror has successfully assembled a minimum of 5 technically balanced panels, as described in the EPA Peer Review
Handbook, 4th Edition, that have conducted formal peer reviews of the scientific basis for derivation of reference dose, reference concentration, inhalation unit risk, and/or oral slope factors for health assessments of chemical substances within the last 5 years.
II. Experience organizing, moderating, and documenting face-to-face public peer review meetings for Influential Scientific Information (ISI) or its subset of Highly Influential
Scientific Assessments (HISA). An Acceptable rating shall demonstrate that the offeror has organized, moderated, and documented a minimum of 5 ISI and/or HISA public peer review meetings involving health effects assessments of chemical substances within the last 5 years.
III. Experience conducting, evaluating, and documenting Conflict of Interest (COI) screenings of expert peer review panel members. An Acceptable rating shall demonstrate that the offeror has performed COI screenings of expert peer review panel members using the type of COI principles described in the PWS and EPA Peer
Review Handbook, 4th Edition, for a minimum of 5 peer reviews involving health effects assessments of chemical substances within the last 5 years.
IV. Experience assembling peer review panels with expertise in toxicology and other mission-related areas, as identified in the Performance Work Statement (PWS). An
Acceptable rating shall demonstrate that the offeror has assembled a minimum of 5 peer review panels with expertise in toxicology or other mission-related areas specified in the PWS within the last 5 years.
V. Experience planning, arranging, administering, and conducting workshops and meetings that foster advances in chemical hazard assessment or health or ecological risk assessment. An Acceptable rating shall demonstrate that the offeror has successfully conducted a minimum of 5 workshops or meetings that foster advances in chemical hazard assessment or health or ecological risk assessment over the last 3 years, with at least 2 of them being 100-person or greater events.
VI. Experience managing major public participation in environmental health or ecological and scientific forums, workshops, or meetings to include public announcements, inviting public comment, gathering and sorting data provided by the public, and managing the public attending such forums, meetings, or workshops. An
Acceptable rating shall demonstrate that the offeror has successfully managed a minimum of 5 scientific forums, meetings, or workshops over the last 5 years that required the managing of public comment and participation, including: public announcement; invitation for public comment; gathering and sorting data provided by the public; and managing public attendees at meetings, workshops, or forums.
VII. Experience preparing issue papers on human health and ecological risk assessment issues. An Acceptable rating shall demonstrate that the offeror has successfully completed a minimum of 5 issue papers on human health and ecological risk assessments concerning chemical substances within the last 5 years.
