REPORTS OF WORK

SOL-CI-16-00042

A. Monthly Report

The Contractor shall furnish 5 electronic copies of a combined monthly technical and financial progress report briefly stating the progress made, including the percentage of the work completed during the reporting period. Specific discussions shall include difficulties encountered and remedial action taken during the reporting period and anticipated activity during the subsequent reporting period. In addition, the report shall specify contract financial status as follows:

(a) For term form contracts, provide:

(1) Cumulative totals for the contract amounts obligated, amounts claimed, and remaining available funds. Available funds are defined as the total obligated amount less total funds claimed.

(2) Cumulative labor hours and dollars, broken out by prime contractor and subcontractor labor category, expended from the effective date of the contract through the last day of the current reporting month. Actual costs and direct labor hours expended during the current reporting month.

(3) Estimated costs and direct labor hours to be expended during the next reporting period.

(4) Actual costs and direct labor hours incurred for each task order issued and estimates of costs and man-hours required to complete each task order.

(b) For completion form contracts, provide a graph using a vertical axis for dollars and a horizontal axis for time increments that shows the actual and projected rate of expenditures against the total estimated cost of the contract.

(c) This submission does not change the notification requirements of the "Limitation of Cost" or

"Limitation of Funds" clauses requiring separate written notice to the Contracting Officer.

(d) The reports shall be submitted to the following addressees on or before the fifteenth of each month following the first complete calendar month of the contract. Distribute reports as follows:

B. Reporting Requirements for Contractor Recommendations

The Contractor will adhere to the following reporting requirements when making peer review panel recommendations to EPA:

1. Explain and rank the policy action alternatives (where applicable);

2. Describe the procedures used to arrive at the recommendations;

3. Summarize the substantive peer review panel deliberations;

4. Summarize the substantive peer review panel dissenting views;

5. List the sources relied upon by the peer review panel to make any recommendations and

6. Provide any other information necessary to make clear methods and considerations upon which the recommendations are based.

C. Final Peer Review Report for Each Task order

Each peer review task order shall be closed out by the submission of a final peer review report. The specific final peer review report requirements will be included in each task order and, unless otherwise stated in the task order, the following format will be used:

1. The final peer review report is due to the Task Order Project Officer (TOPO) at the completion of the period of performance (life cycle) of the relevant task order, or before. The final peer review report shall indicate and detail all scientific and technical changes deemed necessary by the peer review panel. The Contractor shall deliver a clean, reproducible master hard and electronic copy of the final peer review, along with the required number of copies specified by a task order to the appropriate EPA TOPO. A single electronic copy shall also be sent separately to the Project Officer. This shall be accompanied by Microsoft Word and a .pdf copy containing the final, clean version of the report/document;

2. Each final peer review report shall list the peer reviewers, their relevant qualifications as peer reviewers for the subject document, the chairman of the peer review panel, identify each set of peer review panelists comments, and include copies of the unaltered comments of the individual peer reviewers as an addendum; and

3. All figures, photographs and other graphic display items shall be delivered in reproducible, camera-ready copy according to the guidelines set forth in the Handbook for Preparing ORD

Reports (EPA 600/9-83-006, October 1989) and the NCEA Instruction Manual for Contractors

(October 1991). To obtain a copy of the Handbook for Preparing ORD Reports, contact the

ORD Publications, Cincinnati, Ohio 45268. The NCEA Instruction Manual for Contractors may be obtained from NCEA.

The Contractor shall submit a transmittal letter to the TOPO, with the PO copied, clearly identifying the task order covered, and listing all attachments and addendums, and any other relevant information regarding the peer reviewed document.

D. Confidential Business Information Reports

As directed by a specific task order, the Contractor shall prepare the following number of CBI reports:

EPA shall authorize the contractor to access information which has been submitted to THE AGENCY under various sections of the National Environmental Policy Act (NEPA), the Clean Water Act (CWA), the

Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), and the Toxic Substances Control Act (TSCA).

Some of the information may be determined to be Confidential Business Information (CBI). Relevant information needed from the FIFRA and TSCA files are: Environmental fate and transport processes, site-specifics measurements, pharmacokinetics, other reproductive effects, aquatic toxicity, existing guidelines and standards, risk assessment, and reportable quantities. The additional information collected from the CBI files serves to complete the literature search of a selected compound.

CBI reports are required when there is existing information in the CBI file on a selected compound. The individual task orders shall indicate when CBI reports are required, and when they are due. New chemical substance such as those not listed on the TSCA inventory of chemical substances are evaluated by EPA under

Section 5 of TSCA. Existing chemical substances such as those listed on the TSCA inventory are evaluated by the Agency under Sections 4, 6, 7, and 9 of TSCA. See EPAAR Clause 1552.235-72 "Data Security -- FIFRA and/or TSCA Confidential Business Information."

E. Technical Report Abstract

Report Abstract: Include a brief (200 words more or less) factual summary of the scope and nature of the work performed and referenced in the report.

Key Words/Descriptions: Select the scientific or engineering terms that identify the major concept of the research and are sufficiently specific and precise to be used as index entries for cataloging.

For the purpose of this submission, Technical Reports are defined as:

1.) Those delivered under the Contract in response to task orders which are scholarly and scientific which encompass a.) Information that contributes to the body of knowledge in the environmental sciences and/or environmental processes and systems;

b.) Information, critique or analysis of issues or processes of concern to EPA; and c.) Information that advances the state of the art in sciences, processes, and systems.

2.) Including the following a.) Option Analyses;

b.) Regulatory Impact Analysis;

c.) Economic Impact Analysis;

d.) Technical Guidance Documents;

e.) Methods Development;

f.) Research Project Results;

g.) Technology Assessment or Transfer;

h.) Risk Assessments;

i.) Records of Decision;

j.) Remedial Investigations;

k.) Feasibility Studies;

l.) Remedial Designs;

m.) Community Relations Reports;

n.) Process Models; and o.) ADP Studies.

3). And not including:

a.) Reports relating to the business management aspects of the contract;

b.) Financial Reports; and c.) Contract Progress Reports.

The Contractor shall submit a written technical report abstract at the time of delivering each initial draft and final technical report under the contract on a CD using Microsoft Word, and .pdf or the Agency’s standard software, to the Contracting Officer and to the Project Officer.
