ATTACHMENT 01
1. In response to Question 15, Amendment 1:
Per section L.6 on page 94, can USAID please confirm that that Past Performance Indicator
Reference Sheets (PIRS) are to be developed during start-up and are not required with the draft Activity Monitoring, Evaluation, and Learning Plan (AMELP) in Annex C at the time of proposal submission?
USAID provided the following response:
PIRS are required as part of the submission, as indicated in F.5.7 of the RFP. Please take note of the submission requirements for Past Performance Information in the solicitation.
Question: Will USAID kindly confirm that Performance indicator Reference Sheets
(PIRSs) are not required to be submitted as part of Annex C – Illustrative Activity
Monitoring, Evaluation, and Learning Plan (AMELP). As this is an illustrative AMELP, the indicators will not be finalized until after contract award in concert with USAID. As USAID knows, development and review of PIRS is a time-intensive process. We understand the distinct requirements for Past Performance Information.
Answer:
The PIRs are required as part of the Monitoring, Evaluation and Learning (MEL) Plan, as indicated in section F.5.7. The MEL Plan is due within 60 calendar days after the effective date of award.
2. In response to the Q&A, Question 14 and Question 30, USAID advised that the Annex B
Terms of Reference was to cover the Baseline Assessment and the Baseline Study (Question
14) and, alternatively, the Baseline Assessment (Question 30).
Question: Will USAID confirm that the Terms of Reference is only for the Baseline
Assessment described on Page 34?
Yes. The Terms of Reference is only for the Illustrative Baseline Assessment described in section F.5.1.
3. In response to Question 28:
C.5. (d) p.18 - USAID is requesting an assessment of the different behavior change interventions which have been conducted in the target Provinces. Will USAID confirm whether this is part of the Baseline Analysis to be conducted within 60 days of project

USAID provided the following response:
Yes. This will be part of the Baseline Analysis to be conducted within 120 days after the effective date of award. [Note - we have revised the timeline for the Baseline to be 120 days.] Please see the revised solicitation.
Question: We would like to reconfirm that the SBC assessment (described on page 18) is to be part of the Baseline Analysis and not the Baseline Assessment.
